Agenda 03/12/2024 Item #16D 7 (To accept a donation of goods from The Benny Fund providing fenced astroturf play yards)03/12/2024 EXECUTIVE SUMMARY Recommendation to accept a donation of goods from The Benny Fund, an Ohio non-profit corporation, for the purpose of providing fenced astroturf play yards at the Domestic Animal Services Shelter of an approximate value of $58,155. OBJECTIVE: To accept a donation of goods from The Benny Fund providing fenced astroturf play yards. CONSIDERATIONS: Best practices in animal sheltering advocates for daily enrichment of dogs outside their kennels to better assess temperament and adaptability in social areas thereby improving their adoptability. In the 2015 Maddie’s Shelter Assessment, approved by the Board of County Commissioners (Board) on October 13, 2015, (Agenda Item #16.D.12), Domestic Animal Services (DAS) was encouraged to continue to develop Aimee Sadler’s Playing for Life Program play groups. Incorporating eligible dogs into play groups is the most efficient way to ensure healthy and adoptable dogs receive daily play sessions outside their kennels. In addition, to ensure compliance with Collier County Ordinance 13-55, Standards of Care, Section 14-77(4) and (5), DAS is tasked to maintain a shelter environment where animals are given the “freedom to express normal behavior by providing sufficient space, proper facilities and company of the animal’s own kind;” and “freedom from fear and distress by ensuring conditions and treatment which avoid mental suffering, by creating a physical infrastructure that provides the animals with a better quality of life and improved adoptability.” Fenced outside play yards are the best way to meet this recommendation. On February 14, 2006, the Board adopted Resolution 2006-26 establishing the DAS Donation Trust Fund (1839). On March 13, 2007, the Board adopted Resolution 2007-54 defining the types of donations to be accepted. Resolution 2007-54 allows DAS “to solicit and receive donations of property, for example, pet food, toys, and supplies, for the benefit of the animals in DAS custody.” Additionally Resolution 2007-54 states, “the Board further approves obtaining private and public donations for the benefit of DAS and its stated public purpose.” The Resolution does not specifically call out minor construction projects as part of the definition of “property.” In 2022, The Benny Fund funded and contracted for the installation of three (3) fenced astroturf play yards with a value of $31,625. Astroturf yards are easier to maintain than natural grass yards, require little landscape maintenance, can be sanitized for disease control, and mitigate ground areas subject to flooding during the rainy season. DAS wishes to continue our relationship with The Benny Fund to further improve the outdoor enrichment facilities at the shelter through the donation of the construction of a fourth play yard at an estimated cos t of $26,530. FISCAL IMPACT: The estimated total value of the donation four (4) play yards is $58,155. Maintenance and future astroturf replacement costs are estimated at $4,400 annually based on the anticipated need to replace the turf upon the expiration of the fifteen (15) year warranty. DAS will need to allocate funds for these ongoing costs within their budget beginning FY 2025. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action.
