EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a Supplemental Agreement to the Local
Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) to increase the
grant award from $983,670 to $1,984,140.56 for the construction of five-foot bike lanes on Green Blvd; to
adopt the accompanying resolution formally approving and authorizing the Chairman to execute same on
behalf of the Board of County Commissioners; and to authorize the necessary budget amen dments, FPN
438093-2-58-01. (Project 33849. Fund 1841).
OBJECTIVE: To construct five-foot wide paved bike lanes on both sides of Green Blvd. from Santa Barbara
Blvd. to Sunshine Blvd., with funding assistance from the FDOT LAP Agreement.
CONSIDERATIONS: The purpose of this supplemental agreement is to add additional funding in the amount of
$1,000,470.56 to offset rising construction costs.
In 2015, County staff submitted an application to FDOT for funding of the Green Blvd. bike lane project. The
project appeared in the 2017 FDOT Work Program for design services in FY 2020/21 in the amount of $226,000.
Construction funding was programmed in the 2019 FDOT Work Program for FY 2023 in the amount of $983,670.
The Supplemental Agreement increases that amount to $1,984,140.56.
FDOT is empowered by legislative authority to contract with other governmental (local) agencies to develop,
design, and construct transportation facilities and to reimburse these governmental agencies for services provided to
the traveling public. The FDOT LAP, administered at the FDOT district level, is the mechanism used to complete a
prioritized project from FDOT’s Five-Year Work Program. Collier County is LAP certified and the Transportation
Management Services Department staff will be responsible for the administration of the project’s construction
phase. In-house staff will be responsible for federal and FDOT grant compliance.
The estimated useful life of paved bike lanes is 15 years with minimal, to no repair cost during that duration of time.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $1,000,470.56 in
Transportation Grant Fund 1841, Project (33849) for Construction; the funding source is Federal Highway
Administration whereby, these grant dollars are passed through FDOT via the LAP agreement. This grant does not
require a match.
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element, specifically Section B - Intermodal & Multi-modal Transportation, (1) Non-Motorized
Travel, Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. -DDP
RECOMMENDATION: To approve and authorize the Chairman to sign a Supplemental Agreement to the Local
Agency Program (LAP) Agreement with the Florida Department of Transportation (FDOT) to increase the grant
award from $983,670 to $1,984,140.56 for the construction of five-foot bike lanes on Green Blvd; to adopt the
accompanying resolution formally approving and authorizing the chairman to execute same on behalf of the Board

Description of Work:
The project scope consists of construction of S-foot wide bike lane shoulders located on both sides of Green Boulevard
from Santa Barbara Boulevard to Sunshine Boulevard roughly 1.04 miles. Project will add bike lane shoulders on Green
Boulevard from Santa Barbara Boulevard to Sunshine Boulevard. Keyhole widening at the respective right turn lanes,
Crosswalks and push button signalization to allow connectivity past proiecl limits onto Santa Barbara and Sunshine
Boulevard. Replacement of existing storm drain culvert, ditch bottom inlets and mitered end sections. New bike lane
shoulder will extend culverts to accommodate the roadway shoulder widening on Green Blvd. Limited drainage work
will be necessary to complete the pro.iect on Green Blvd.
Reason for Supplement and supporting engineering and/or cost analysis:
The purpose of Supplemental #1 is to provide additional funding to compensate the project shortfall In construction
funding due to inflation with material costs, resulting in an additional $1,1 1 1,000.00 (One [,4illion One Hundred Eleven
Thousand Dollars) in federal funds for construction services. The total department participation is 52,094,670.00 (Two
Million Ninety-Four Thousand Six Hundred Seventy Dollars) for the construction phase of this project. The Total Cost of
the entire prolect is $2,094,670.00 (Two Million Ninety-Four Thousand Six Hundred Seventy Dollars).
The Local Agency Program Agreement (LAP) is amended as follows:
A. A. Exhibit B "SCHEDULE OF FUNDING" is replaced in its entirety by the "ADJUSTED EXHIBIT B SCHEDULE
OF FUNDING" and is incorporated by reference.
B. Section 4.A under project cost on page 1 of the June 22,2023, Local Agency Program Agreement is replaced in
its entirety by:

The amount is based upon the schedule of funding in Exhibit "8", Schedule of Funding attached to and
incorporated in the Agreement. The Agency agrees to bear all expenses in excess of the total cost of the Project
and any deficits involved. The schedule of funding may be modified by mutual agreement as provided in
paragraph 5.1.

WIIEREAS, FDOT is r.r.illing to supplcmcntal the Agreement to increase the total cost ol

WHEREAS, the Collier Counry Board of Commissioners finds that the Agreement is in
the public interest and benefits the citizens of Collicr County-.
NOW, THEREFORE. BE IT RESOLVE,D BY THE BOARD OF COTINTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
l. The Board of County Commissioners approves and authorizes its Chairman to sign the
Supplemental Agrecmcnt pertaining to FPN 438093-2-58-01 (Contract No. G2M22).
2. The Collier County Clerk is directed to forward a certificd copy of this Resolution along
with the Supplemental Agreement for execution by FDOT.
3. This Resolution shall take efl'ect immediately upon adoption.
