Item 11C to be heard no sooner than 1:30 PM: Recommendation to accept a project update on the Collier County Behavioral Health Center and proceed with the design for 87 total beds. 3/12/2024 3:53 PM 03/12/2024 EXECUTIVE SUMMARY Recommendation to authorize electronic submission by staff of a Small County Outreach Program for Rural Areas of Opportunities application with the Florida Department of Transportation to fund the construction of a paved shoulder to improve safety on a segment of Immokalee Road (CR 846E) in the amount of $999,855.21. OBJECTIVE: To improve and provide safer conditions to an existing segment of Immokalee Road (County Road 846E) by constructing a paved roadway shoulder. CONSIDERATIONS: On December 11, 2023, the Florida Department of Transportation (FDOT) announced a call for applications for the FY2026 Small County Outreach Program (SCOP). SCOP’s goal is to assist small county governments in repairing or rehabilitating county bridges, paving unpaved roads, addressing road-related drainage improvements, resurfacing or reconstructing county roads, or constructing safety improvements on county roads. The community of Immokalee is one of the 94 municipalities and communities eligible to apply for the SCOP appropriation of $9,000,000. All applications must be submitted by March 15, 2024. FDOT will select SCOP projects which meet the prioritization factors such as the project is on a county road system, the road is used as an evacuation route, has high levels of agricultural travel and impacts the state or local economy. Staff has identified a portion of Immokalee Road for this grant opportunity because it coordinates with County projects in the area and is likely to rank high based on the State’s prioritization factors. Immokalee Road (CR 846E) in this location is a two-lane, two-way rural roadway with 10-foot-wide traffic lanes and no shoulders. This project will widen the existing lanes from 10 feet to 12 feet and add 5 -foot paved shoulders in each direction. The entire widening project of Immokalee Road from SR29 east to County Line Road is approximately 8.6 miles and the current estimated cost is $12,000,000. The reconstruction of Immokalee Road with the construction of the paved shoulder meets the eligibility requirements of the program. The Immokalee community of Collier County is eligible for SCOP - Rural Areas of Opportunity. Collier County has been applying for SCOP grant funds on an annual basis to fund the project in phases. Phases 1, 2 and 3 were awarded funds by the SCOP program for FY2023, FY2024 and FY2025. This project is Phase 4 for FY2026. This project includes the widening of Immokalee Road for approximately 0.75 miles - from east of the east approach of bridge 034832 to approximately 1,000’ east of Dupree Grade. This project qualifies for a waiver of the required match under the Rural Economic Development Initiative (REDI) Program. The County will not be providing a local contribution or match for this project. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. Approval of this item will authorize the Department Head of the Transportation Management Services Department to sign all required documents. FISCAL IMPACT: Collier County is applying for FDOT funding in the amount of $999,855.21 for the construction of this project. The project qualifies for a waiver of the required local match; therefore, no local funds are committed to the project. Design will be done in-house. CEI is estimated to be 15% of the construction amount (approximately $149,978) and will be completed by a consultant under an annual contract. The Board of County Commissioners (Board) will have the opportunity to accept or reject the funds if the grant application is approved. Budget amendments will be presented to the Board for approval upon receiving the grant agreement. GROWTH MANAGEMENT IMPACT: This project for transportation infrastructure improvements is consistent with the Growth Management Plan (GMP). In addition, the application supports the Goals, Objectives, and 16.B.7 Packet Pg. 627 03/12/2024 Policies outlined in the Transportation Element, Intermodal and Multi-Modal Transportation Sub Section of the GMP. The following low-cost safety features must be included on flush shoulder rural roadways with posted speeds of 50mph or greater: 1. Pavement markings materials per FDOT Design Manual, Chapter 230. 2. Audible and Vibratory Treatments per FDOT Design Manual, Chapter 210 and FDOT Standard Plans, Index 546-020. ROAD RESURFACING/RESTORATION - Work to mill and resurface or place additional layers of surfacing on highway pavement, shoulders, and bridge decks; and necessary incidental work to extend the structural integrity of these features for a substantial period of time. Work must meet Florida Greenbook standards. ROAD RECONSTRUCTION - Improve or upgrade existing facilities to meet Florida Greenbook standards without increasing capacity. Includes the widening of existing lanes and the addition of paved shoulders to an existing paved road. PAVING UNPAVED ROADS - Paving of an existing lime rock or dirt road. SAFETY IMPROVEMENTS - Construct roadway related safety improvements to mitigate crashes.
