Recommendation to approve a rezoning ordinance for the NBC RV Mixed-Use Planned Unit Development, a portion of which remains in the Rural Fringe Mixed Use District-Receiving Lands Zoning Overlay, to allow up to 356,000 square feet of commercial and industrial uses and 75 Travel-Trailer-Recreational Vehicle campground units on property located 450± feet northeast of the intersection of Basik Drive and Tamiami Trail East, 5 miles east of Collier Boulevard in Section 18, Township 51 South, Range 27 East, Collier County, Florida, consisting of 34± acres; and by providing an effective date. (Companion to Item 17B) (Commissioner LoCastro’s Request) Move Item 17B to 9B: Recommendation to approve an ordinance amending the Future Land Use Element and Future Land Use Map and map series of the Growth Management Plan to create the East Tamiami Trail Mixed Use Subdistrict, to allow up to 356,000 square feet of gross floor area of heavy commercial and industrial uses, and up to 75 travel trailer-recreational vehicle campground units. (By separate requests of Commissioners LoCastro, Kowal, and Hall) Move Item 16F7 to 11G: Recommendation to award Construction Invitation to Bid (“ITB”) No. 23-8182, the Caxambas Park and Boat Rehabilitation Project” to Kelly Brothers, Inc., in the amount of $2,735,926.67, authorize the Chairman to sign the attached Agreement, and approve the necessary Budget Amendment. (Project No. 50280). Item 17A, Attachment A – Revised Ordinance, Exhibit F, under “VI. HOURS OF OPERATION” the following language should be added: B. Every 5 years from the date of adoption of the Ordinance, staff will provide a report to the Collier County Board of County Commissioners on the hours of operation for loading and crushing of concrete, the impacts to owners and whether any complaints have been made to the County. Item 11C to be heard no sooner than 1:30 PM: Recommendation to accept a project update on the Collier County Behavioral Health Center and proceed with the design for 87 total beds. 3/12/2024 3:53 PM 03/12/2024 EXECUTIVE SUMMARY Recommendation to submit a Community Project Funding application to Congressman Mario Diaz-Balart for $6 million to construct a Collier County Veterans Services Center and Museum at the previously proposed location for a Collier County Public Schools Career and Technical Training Center adjacent to the planned Golden Gate Parkway entrance to the State Veterans Nursing Home and Adult Day Health Care campus. OBJECTIVE: To submit a Community Project Funding application to Congressman Mari o Diaz-Balart requesting $6 million to construct a Collier County Veterans Services Center and Museum. CONSIDERATIONS: The location and property previously proposed for a Collier County Public Schools (CCPS) Career and Technical Training Center is now available. Conversion plans for the preliminary design of the existing structure have been completed and may be easily and cost-effectively adjusted to facilitate several veteran-related functions: Relocation of the County’s existing Veterans Services offices from Building H on the main County campus: Collier County is home to over 23,000 veterans, nearly 70% of whom are over the age of sixty (60). Currently, our veterans’ program is staffed by four (4) FTEs serving over 4,000 veterans residing in Collier County and surrounding areas. These services are condensed into 1,000 sq.ft. of office space, including a converted conference room for establishing cubicles for additional financial services staff. Current services provided include disability compensation, non-service-connected pensions and appeals, and burial, education, health, and survivor benefits. Improved facilities could allow for additional service opportunities such as dedicated space for a social worker, legal services, a medical examination room for compensation and pension exams, and VA and Department of Defense military ID card assistance. Congregate veterans meeting space: Based upon the initial design for the Career Center, first-floor classroom space was incorporated. This space would be ideal for veterans group meetings, seminars, classes, and presentations from federal, state, and local officials, particularly when those offerings are for older and/or disabled veterans who may have mobility issues. Military museum: The existing Naples Military History Museum at the Naples Airport lost approximately 70% of its display area due to the renovations of the General Aviation terminal. Currently, their public display occupies 884 sq.ft. and has required the museum to store over 12,000 military artifacts in two airport storage hangars and off-site storage at NCH Baker. The museum is seeking a suitable relocation alternative. The Career Center design currently anticipates approximately 4,200 sq.ft. of open space that could facilitate the entirety of e xisting military artifacts currently unavailable to the public. About Community Project Funding: Congressman Mario Diaz-Balart issues an annual call for Community Project Funding initiatives to be submitted to his office for consideration. This year, the tentative deadline for submitting an FY 2025 request to his office is March 29, 2024 (this is subject to change should the House Appropriations Committee set an earlier deadline). In past years, Collier County has benefited from Congressman Diaz -Balart’s support in receiving funding for projects including Immokalee sidewalks/lighting and a pending appropriation for the new CAT maintenance facility. The County has also recently submitted a request for $2 million for a feasibility analysis of the proposed in terchange at I-75 and Everglades Boulevard. 10.A Packet Pg. 22 03/12/2024 FISCAL IMPACT: There is no fiscal impact associated with this item.
