BCC Agenda 02/13/2024 Item #16F 3 (Contract #24-010-NS for Fleet Management Software Upgrade, Annual Support & Maintence)02/13/2024 EXECUTIVE SUMMARY Recommendation to approve Agreement No. 24-010-NS “Fleet Management Software Upgrade, Annual Support & Maintenance” and authorize expenditures under a sole-source waiver for a period of five years, in an amount not to exceed $235,000 for FY24 and not to exceed $60,000 for annual maintenance fees and support per Fiscal Year from FY25 through FY28, to obtain Fleet management system services from TT Faster LLC, necessary to maintain County-owned equipment. OBJECTIVE: To efficiently maintain County vehicles and equipment through an approved vendor for software, parts, supplies, and services. CONSIDERATIONS: The Fleet Management Division (“Fleet”) purchased the FASTER Fleet Management Information System (FMIS) and has been utilizing it for the past 30 years. The FASTER (FMIS) system is used for total asset management from initial acquisition and includes all lifetime maintenance service and parts tracking, preventative maintenance scheduling, parts inventory management, core tracking/returns, fuel management including all fuel transactions, complete work order management, a motor pool module, and integration with many systems. The data-driven system is also used for collecting the life-cycle cost of vehicles and equipment and includes a vehicle replacement scheduler. FASTER (FMIS) is currently run on a Windows platform that operates as an on-premises 32-bit local server application that County IT supports. This current Windows version is outdated and will have no further available upgrades. The software has evolved to a cloud-based software solution that County IT supports, and a Windows to Web upgrade is available. The FASTER (FMIS) Web version will bring our system to current technology with enhanced IT security and lessen the workload for County IT resources. The Fleet Management Division participates in multiple Fleet trade organizations such as FLAGFA, MEMA, NAFA, and Government Fleet publications. In 2022, Fleet Director John King served on an RFP scoring panel for the City of Columbus Fleet Management Division in the selection of an FMIS provider. Across the nation, the industry leaders in FMIS systems for Government organizations are FASTER and AssetWorks. The two systems are very comparable in operation and annual fees. By continuing with FASTER and upgrading our FMIS system, the County benefits include using existing FASTER data that can be easily migrated to the FASTER WEB version. County staff in both Fleet Management and Information Technology are trained and familiar with the FASTER system. The County benefits in overall cost savings, as current integrations and data conversions are a fraction of the cost compared to selecting a new provider. As a long-time FASTER customer, the license fees have been offered at a reduced price. Switching to a new provider would also take time and resources learning the system for both Fleet Management and IT. Other benefits include: • No client-server or maintenance upkeep (clients, servers, security, version control, patches, and database maintenance), only the standard upkeep for the local computers • Provides major improvements for Business Intelligence Reporting w/SSRS (Power BI compatible), canned, and custom reports • Streamlines functionality by providing an increase of integration and practical productivity, almost no manual processes, inputs, and uploads • Improves storeroom accuracy via real-time database versus manual processes, count inputs, manual searches, and Excel sheet uploads/downloads • Offers unlimited user licenses cost per user compared to fees associated with added users and the required input process for each user in the application • Provides mobile access via web browser (laptop, tablet, iPad, cellular phone, or other mobile devices) 16.F.3 Packet Pg. 1373 02/13/2024 • Streamlines direct access to vehicle data for customers. County IT supports the migration to FASTER Web 7.2 and its ability to simplify data access for both Fleet and its customers. Pursuant to Section Eleven, Procurement Methods, sub[1]paragraph 10 or 11 of the Collier County Procurement Ordinance 2017-08, as amended, staff requests that the Board of County Commissioners to find that it is in the best interest of the County to purchase the web based FASTER FMIS and related materials from TT FASTER LLC as a sole/single source vendor from January 2024 through September 2028. Purchases would be initiated through the issuance of a Collier County Purchase Order. Staff will conduct a thorough review (within a reasonable period based on the good or service, such as 3-5 years) of competitors and peer counties and prepare a cost to benefit analysis to determine if the County should continue with manufacturer and goods and/or service or migrate to a different vendor. Staff requests that the Board of County Commissioners find that it is in the best interest of the County to purchase fleet management system services from TT Faster LLC., as a sole source vendor from January 1, 2024, through September 30, 2028. Procurement advertised an Intent to Sole Source, and no vendors responded with an interest to provide the services. The agreement term is for an initial period of five (5) years with an option to renew for successive one-year periods. Prior to exercising the first renewal option, Fleet staff will evaluate their divisional needs for purposes of negotiating subsequent renewal terms, which would be subject to further Board action and approval. FISCAL IMPACT: The one-time fee to upgrade to FASTER Web is estimated at $185,853.50, and a support and maintenance fee of $45,864.25 for the first year. Expenditures with TT Faster LLC are projected not to exceed $235,000 for the first year and not to exceed $60,000 per fiscal year from FY25 through FY28 for annual support and maintenance fees. Additional services or project requests could increase the annual expenditure. Funds for Fleet software, repair parts, and maintenance services are budgeted in the Fleet Management Administration, Fund 5021, operating budget. GROWTH MANAGEMENT IMPACT: No growth management impact will result from this action. Collier County has purchased a license to utilize the software and maintains a software & support services contract for the FASTER software. FASTER Asset Solutions is the owner of the software, maintains, develops, markets and supports the software in a sole capacity as the sole source provider. From public works and government fleets to school bus fleets and heavy-duty equipment, the versatile platform streamlines asset management, enhances operational efficiency, and drives productivity gains. With superior labor and maintenance tracking and robust reporting capabilities, FASTER Asset Solutions provides a comprehensive solution to meet the unique needs of our Collier County Fleet Management Division. The FY21 PO amount spent is $19,314.37, FY22 $19,893.81, & FY23 $20,940.62 The initial cost to upgrade of $185,853.50 is a one time fee, ongoing annual maintenance fees will be typical of any major FMIS programs. The upgrade is recommended by IT and will enhance security and reduce burden on IT staff. Collier County Fleet Management has used FASTER for over 30 years. It is a sophisticated state of the art fleet management system that provides all of the functions and capabilities that Collier County Fleet Management needs and desires. The system is dependable and we get outstanding timely support from the TT Faster Systems staff. Switching to another supplier would involve cost to reintegrate all existing integrations, reproduce historical data into a new system, and reintroduce all SAP cost center fund numbers. If another brand or vendor was selected the Fleet Management Division would need to be trained to use the new system, data would need transfered, complex integrations would need built and historical data would need transferred. Collier County Fleet Management has used FASTER for over 30 years. Pricing to date has seen increases around 3% annually. Switching to another vendor would entail higher cost to integrate existing systems, and time and manpower to train on a new system. Switching to another comparable system would not offer any financial savings for example in my history with another Fleet Management Division a comparable company offering the same service (Asset Works) cost started at $221,000 and increased each year to $263,332 over a 5 year subscription period.
