(Project Number 70278) OBJECTIVE: To replace the main switchgear for Electrical Service #1 at the North County Water Reclamation Facility (NCWRF) to maintain system reliability and sustainability. CONSIDERATIONS: The proposed scope of work under Project No. 70278, “NCWRF Electrical Service #1 Upgrade” is consistent with the FY2024 Budget approved by the Board of County Commissioners on September 21, 2023. The power distribution system associated with the main switchgear for Electrical Service #1 and associated equipment at the NCWRF has been in use for twenty (20) years or more. This project will replace the main switchgear for Electrical Service #1 as well as provide new generator controls. This item is consistent with the Infrastructure and Asset Management element of the Collier County Strategic Plan objectives. On September 7, 2023, the Procurement Services Division released ITB No. 23- 8178 for the construction of the North County Water Reclamation Facility Electric Service #1 Upgrade Project. The bid due date was extended and advertised for a total of seventy-five (75) days to promote competition. The County received two bids by the October 23, 2023, deadline. Eau Gallie Electric, Inc. has been doing business in Florida since 1986. Staff recommends that ITB No. 23-8178 be awarded to Eau Gallie Electric, Inc., in the amount of $3,852,000 and the approval of the Owner’s Allowance in the amount of $350,000. The Owner’s Allowance of $350,000 is for unanticipated costs including, but not limited to, unforeseen site conditions that might be encountered during construction will also be included in the Purchase Order. Use of the allowance will be only as directed by the County, if necessary, and subject to the Procurement Ordinance, as amended and proper documentation involved with any work authorized and performed under the allowance. FISCAL IMPACT: The source of funding is the Wastewater User Fee Capital Project Fund (4014). Funding is available in project 70278. While service #1 is offline during construction, standby power will be provided to maintain normal plant operations. Collier County Procurement’s review of the bid tabulations determined that the apparent low bidder is Eau Gallie Electric with a bid of $3,852,000.00. Johnson Engineering was provided with the bid Schedule for Eau Gallie Electric. Eau Gallie Electric’s bid is approximately 5% higher than the Engineer’s Opinion of Probable Construction Cost of $3,656,443.00. Contractor qualifications were provided. The reference projects submitted by the Contractor clearly demonstrate that the listed qualifications are met and have been verified by Johnson Engineering. Contractor references were provided. The completed Vendor Reference Check Logs for each reference are attached hereto. Project references provided by Eau Gallie Electric were contacted. The project references attached contain sufficient relevant experience and success with similar projects to demonstrate the required experience to complete the project.
