BCC Agenda 02/13/2024 Item #16B 2 (Awarding Contract #23-8108 for Design Services at the Collier Area Transit Operations & Maintenance Facility)02/13/2024 EXECUTIVE SUMMARY Recommendation to award Request for Professional Services (“RPS”) No. 23 -8108, “Design Services for Collier Area Transit Operations and Maintenance Facility,” to Jacobs Engineering Group, Inc., in the amount of $1,735,063.00, and authorize the Chairman to sign the attached Agreement. OBJECTIVE: To obtain professional design services for the Collier Area Transit Operations and Maintenance Facility project. CONSIDERATIONS: The Collier Area Transit (“CAT”) Operations and Maintenance Facility is located at 8300 Radio Road and consists of a 10.04-acre parcel that includes a maintenance building, maintenance bays, parts shop, vehicle parking, and offices for operations staff. The parcel also contains a separate administration building, outdoor storage for buses and support vehicles, a fueling island and a bus wash facility. The facility supports both the fixed route and door-to-door paratransit services. On March 14, 2023, the Procurement Services Division posted RPS No. 23-8108, Design Services for Collier Area Transit Operations and Maintenance Facility. To stimulate interest, the response deadline was extended twice, and staff performed additional vendor outreach. The County received two responsive and responsible proposals by the May 3, 2023, submission deadline. On July 11, 2023, (Agenda Item 16B9), the Board approved the selection committee’s ranking and authorized staff to begin contract negotiations with the top-ranked firm, Jacobs Engineering Group Inc., (“Jacobs”). Jacobs has been providing professional engineering services in Florida for over 36 years and has previously provided services on various County projects. Staff finalized negotiations with Jacobs on September 1, 2023, in the amount of $1,735,063.00. The initial fee proposal Jacobs submitted to the County was for $1,814,805.00. Negotiations resulted in a reduction of the proposed contract amount of $79,742.00. Staff recommends awarding RPS No. 23-8108 to Jacobs and approving the attached proposed agreement. The Board’s approval of this item will also be an acknowledgement of the cost reasonableness of the contract amount based upon staff’s competitive negotiations as required by the Consultant’s Competitive Negotiation Act, Section 287.055, Florida Statutes. The following is the project cost estimate which will be refined with the completion of a final design, as well as a table of the allocated and pending funding. The application for this additional funding will be processed in Fiscal Year 2024. This item is consistent with Collier County’s strategic plan objectives to: (1) plan and build public infrastructure and facilities to effectively meet the needs of the community, (2) prepare for the impacts of natural disasters on the County’s critical infrastructure and natural resources, and (3) design and maintain an effectiv e transportation system to reduce traffic congestion and improve the mobility of the County’s residents and visitors. 16.B.2 Packet Pg. 405 02/13/2024 FISCAL IMPACT: The total contract cost is $1,735,063. Funding for the professional design services is available from the Collier Area Transit Grant Fund 4031, Project Numbers 33526; 33664; 33767; 33736; which is funded with Federal Transit Administration grant funds. Construction cost estimates will be refined during the design process. FTA Emergency Relief 5324 funding is available to address the anticipated project shortfall. The application for this additional construction funding will be processed in FY 24. GROWTH MANAGEMENT IMPACT: This action supports the goals and objectives of the Transportation Element of the Growth Management Plan.
