EXECUTIVE SUMMARY
Recommendation to direct the County Manager or designee to proceed with securing the services of one or
more consultants to assist in the development of a transition and acquisition plan for a replacement or
enhanced 800MHz radio system.
OBJECTIVE: To obtain Board direction to initiate the necessary efforts to improve or replace the primary
infrastructure of the County’s two-way radio system.
CONSIDERATIONS: The current radio system serves over 15,000 radios within the County and mutual-aid
partner agencies. The system covers over 2,500 square miles and transacts an average daily volume of over 46,000
push-to-talk conversations, and 108 million total calls carried by radio system sites annually.
Due to the potential for significant capital investment and the challenges associated with the live transition of a
radio system of this size, County staff desires to have one or more consulting firms available. The consultant will
assist with stakeholder requirements, acquisition strategies, detailed equipment, and performance specifications,
procurement efforts, contract oversight, and delivery and installation sequence schedules. Additionally, they will
manage Federal Communications Commission coordination, tower and antenna construction, inventory controls on
new and retiring equipment, delivery draw payments, 3rd party oversight on grounding and bonding for lightning
protection. Furthermore, the consultant will best practices for storm hardening, evaluation of redundant equipment
needs, future infrastructure needs in the areas of the County experiencing rapid growth, evaluation and
implementation of in-building coverage resources, and end-of-life replacement schedules for future budgeting,
maintenance, and any other services as required.
As directed by the Board, the system management team and the consultant(s) will evaluate funding and financing
strategies to seek appropriate levels of contribution, if any, for other participating governmental units utilizing the
system and prepare those financial recommendations for consideration as part of the acquisition strategy.
GROWTH MANAGEMENT IMPACT: No significant impact on growth management is anticipated.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues at this
time and requires majority vote for approval. -JAK
FISCAL IMPACT: Funding required for this effort is available within County Wide Capital Fund (3001), in project
No. 50104, 800 MHz Upgrade.
RECOMMENDATION: To direct the County Manager or designee to proceed with securing the services of one
or more consultants to aid in the efforts described above and report to the Board at a future date the cost of
acquisition and a proposed timeline for project execution.
