EXECUTIVE SUMMARY
Recommendation to approve the selection committee’s ranking related to Invitation to Negotiate (“ITN”) #
24-8223, “Golf and Entertainment Complex at the Former Golden Gate Golf Course” and authorize staff to
begin contract negotiations with the top-ranked firm, The Gate Golf Club, Inc., so that a proposed
agreement can be brought back for the Board’s consideration at a future meeting.

OBJECTIVE: To approve the selection committee’s ranking of ITN No. 24-8223 and authorize staff to negotiate
an agreement for the Golf and Entertainment Complex of the Former Golden Gate Golf Course.
CONSIDERATIONS: On June 25, 2019, the Board approved the acquisition of the Golden Gate Golf Course
located at 4100 Golden Gate Blvd. (Agenda Item 11.C). The County took ownership of the former Golden Gate
Golf Course on July 31, 2019. The County chose to not continue golf operations but have maintained the property
for passive recreation in the interim.
Several aspects of the Golden Gate Golf Course redevelopment project are in process. Notably the Renaissance
Hall workforce housing project is in the final stages of financing and permitting, the State Veterans Nursing Home
project is proceeding, and the Golden Gate Golf Course Hotel is in the process of being redeveloped into
workforce/affordable housing.
On December 12, 2023 the Board directed staff to develop and solicit an invitation to negotiate for design,
construction and operation of the Golden Gate Golf Course including but not limited to a 9 Hole public golf course,
driving range, short game area and clubhouse with a restaurant open to the public along with a First Tee learning
center with Collier County residents being provided a discounted fee structure and a fee to be paid to the County.
On December 18, 2023, the Procurement Services Division released Invitation to Negotiate (“ITN”) No. 24 -8223
for the Golf and Entertainment Complex at the Former Golden Gate Golf Course project. The County received two
(2) submittals by the January 8, 2024, deadline. Both bidders were found to be responsive and responsible.
A Selection Committee met on January 22, 2024. The primary evaluation criteria included the Cover
Letter/Management Summary, Project Scope and Approach, Community Impact & Support of Community
Objectives, Past and Present Experience of the Firm, Qualifications and Specialized Expertise of Team Members,
Financial Capability of the Firm, Estimated Timeline, Local Vendor Preference, and Funding requested and County
Resident Discount. After review of the proposals and deliberation, the Committee scored the proposals and
shortlisted the two (2) firms to move on to oral presentations. After review of the proposals and deliberation, the

On January 29, 2024, the Selection Committee reconvened for presentations and final ranking. The firms were

The Gate Golf Club, Inc., is a newly formed public charity, created by the Schmieding family.
FISCAL IMPACT: Pursuant to Board direction and ITN 24-8223 the County will provide a one-time funding of
$6 million toward development of the project. Those funds are available in County Wide Capital Fund (3001).
GROWTH MANAGEMENT IMPACT: There is no immediate impact to the Growth Management Plan related

to this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
