EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Airport Authority, authorize its
Chairman to execute the attached Collier County Airport Authority Standard Form Lease Agreement with
Career Aviation Flight Training and Aircraft Rental, Holding, LLC., for vacant aeronautical use office space
at the Marco Island Executive Airport.
OBJECTIVE: To generate revenue by leasing vacant aeronautical use office space and provide commercial
aeronautical services to the general public at the Marco Island Executive Airport (MKY).
CONSIDERATIONS: The Collier County Airport Authority (Authority) solicited competitive proposals from
parties interested in leasing vacant office space located at MKY for commercial aviation service providers from
November 16, 2023, through December 18, 2023.
The Authority received one (1) proposal from Career Aviation Flight Training and Aircraft Rental, Holding, LLC.,
(CFTAR), a current tenant at the Marco Island Executive Airport that operates a flight school/aviation academy,
aircraft rentals and aircraft maintenance repair services. CFTAR has been in business at the Marco Island Executive
Airport since February 2014, and are in good standing with the Airport Authority.
As delineated within the submitted proposal, CFTAR desires to secure office space dedicated exclusively to their
maintenance and repair services. For security purposes, their records must be in a secure site separate from their
public access to the flight school. In addition to their expanding aircraft maintenance business, they are also the
24/7 on call repair service for stranded transient aircraft and contracted maintenance provider for the Civil Air
Patrol located on the airfield.
The office space is approximately 410 square feet. The term of the lease is sixty (60) months, with a sixty (60) day
early-termination provision.
The initial lease rate is $1,025.00 per month, plus applicable taxes, in accordance with the approved rates and
charges. The rent shall increase annually on January 1st in accordance with the Authority’s lease rental rate
adjustment program as detailed within the Authority’s approved Leasing Policy.
This item is consistent with the Collier County Strategic Plan to encourage diverse economic opportunities an d
safeguard taxpayer money by promoting fiscal stewardship and maintaining self-sustaining airports.
FISCAL IMPACT: Monthly rent in the amount of $1,025.00, plus applicable sales tax shall be deposited in
Authority operating Fund (4090), Marco Island Executive Airport Cost Center (192370).
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multi-modal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
RECOMMENDATION: That the Board of County Commissioners, acting as the Airport Authority, authorize its
Chairman to execute the attached Collier County Airport Authority Standard Form Lease Agreement with Career
Aviation Flight Training and Aircraft Rental, Holding, LLC., for vacant office space at the Marco Island Executive
Airport.

attorneys’ fees and paralegals’ fees, to the extent caused by the negligence,
recklessness, or intentionally wrongful conduct of the Lessee or anyone
employed or utilized by the Lessee in the performance of this Agreement. This
indemnification obligation shall not be construed to negate, abridge or reduce
any other rights or remedies which otherwise may be available to an
indemnified party or person described in this paragraph. This section does not
pertain to any incident arising from the sole negligence of Collier County.

7. Collier County must be named as "ADDITIONAL INSURED" on the Insurance Certificate for Commercial
General Liability where required
8. The Certificate Holder shall be named as Collier County Board of County Commissioners, OR, Board of
County Commissioners in Collier County, OR Collier County Government, OR Collier County. The Certificates of
Insurance must state the name of the Lease and location of the leased property.
9. Thirty (30) Days Cancellation Notice required.
