02/27/2024 EXECUTIVE SUMMARY Recommendation to award Invitation to Negotiate (“ITN”) 23-8177 - “Gasoline and Diesel Fuel Multi-Agency Cooperative Purchase” to Palmdale Oil Company, LLC, and authorize the Chairman to sign the attached Agreement. OBJECTIVE: To continue to provide gasoline and diesel fuel for County vehicles and equipment. CONSIDERATIONS: On an annual basis, Collier County uses over 1,500,000 gallons of Gasoline and Diesel fuel in its over 1,025 vehicles and over 2,800 pieces of equipment. This fuel is delivered by transport tanker to four (4) County-owned refueling sites and by tank wagons to generator sites located throughout the County. On September 14, 2023, the Procurement Services Division issued ITN 23-8177. The County received the following six (6) proposals by the October 17, 2023, deadline. A selection committee met on November 28, 2023, and after reviewing the proposals and deliberating, the committee scored and ranked the firms in the order shown above. The ITN final ranking was based on the following grading criteria: Business Plan, Cost of Services, Experience and Capacity of the Firm, and Emergency Response. The selection committee voted to award Palmdale Oil Company, LLC, as the Primary vendor, and Mansfield Oil Company of Gainesville, Inc., as Secondary vendor. Mansfield Oil Company of Gainesville, Inc. rejected being awarded as the Secondary vendor. The selection committee is recommending that the Board award the ITN and the attached agreement to the top- ranked vendor, Palmdale Oil Company, LLC. Palmdale Oil Company, LLC is the current vendor for the Multi - Agency Cooperative which consists of Collier County, The School District of Lee County, the City of Naples, and Charlotte County Public School District. The attached proposed Agreement will become effective upon the expiration of current Agreement No. 18 -7321, which expires on April 5, 2024. FISCAL IMPACT: Funds for motor fuel to run County vehicles and equipment are budgeted annually in the Fleet Management Fund 5021 operating budget. The estimated budgeted amount for fuel is $6,780,000.00. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance. BACKGROUND Historically, the agencies identified in the cooperative solicitation purchase approximately 4,500,000 gallons of combined unleaded and diesel per year. Comprised of 1,000,000 gallons of gasoline and 3,500,000 gallons of diesel fuel. Intent of this solicitation is to award a Primary and Secondary vendor. TERM OF CONTRACT The contract term, if an award(s) is/are made is intended to be for three (3) years with two (2) one (1) year renewal options. Prices are tied to the OPIS rack average, Tampa and/or OPIS rack average, Port Everglades fuel index. Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing structure. DETAILED SCOPE OF WORK These specifications are intended to provide information by which prospective proposers may understand the requirements of the County relative to the furnishing and delivering of unleaded gasoline and diesel fuel on an as-needed basis to government agencies and locations throughout Collier County, Lee County, and Charlotte County. In rare instances a standby driver with fuel may be requested at a per hour rate. Some deliveries may require fuel additives. Other fuel products may be added as needed. The quantities listed herein are approximate and the County Agencies reserve the right to increase or decrease the quantities as needed. Proposals will be accepted from those fuel companies that have the ability to serve the intended geographic areas of Collier, Lee and Charlotte Counties. PROJECTED ANNUAL REQUIREMENTS: SECTION 1: COLLIER COUNTY The quantities listed below are approximate and are for the purpose of proposal evaluation. The County reserves the right to order such quantities as may be required during the contract period, but no guarantee is made as to any minimum or maximum amounts. Ultra-Low Sulfur Diesel must have a sulfur content of 15PPM or less and meet all Federal standards for use in mandated diesel engine low emission systems. No. 2 diesel shall have a cetane rating of 42 or higher based on standard industrial testing. The Proposers will need to meet the minimum requirements outlined herein in order for their proposal to be evaluated and scored by the COUNTY. The COUNTY will then grade and rank to at least the top three short-listed vendors and enter into negotiations with the top ranked vendor or multiple vendors to establish cost for the services needed. The COUNTY reserves the right to issue an invitation for oral presentations to obtain additional information after grading and before the final ranking. Palmdale can utilize our fleet of over 200 company owned trucks (combined) and drivers to deliver the product needed for the Coop on time. We do not use common carriers to deliver our products, which gives us complete control over our deliveries. We are a local family-owned company and can have a representative in any agency office in less than an hour. The primary sources of fuel will be picked up at the following terminals locations: Port Tampa, Port Manatee, and Port Everglades. Palmdale has supply contracts with many refiners in these terminals (Proof of Supply Contracts attached). Palmdale has additional supply points and contracts as back up in Cape Canaveral, and Orlando Florida as well. Palmdale will contract 100% of the Coop’s volume to ensure fuel supply. The tank wagon deliveries for bulk and fleet fueling will be supplied from our company owned Bulk Plants in Fort Myers (primary) and Tampa (secondary) Florida. Our combined storage in these 2 facilities is roughly 300,000 gallons. We also maintain a fleet of more than 15 tank wagon trucks and 25 Transports in Port Everglades market with our Ft Lauderdale office that would provide back up to the 2 Bulk Plants if needed. Between Fort Myers and Tampa Bulk Plants we operate 30 tank wagons 14 Transports, and we employ over 40 drivers, 3 dispatchers, 4 administrative and 2 general managers. Palmdale has a proven track record of supplying all our customers during a natural disaster including 7 hurricanes that made landfall in our marketing areas. Some of the largest companies have depended on and continue to rely on Palmdale Oil for emergency fuel needs such as Florida Power and Light, Publix Super Markets, Tenet Health Group, South Florida Water Management and many more. Palmdale will have the Coop’s fuel contracted with refiner suppliers to ensure consistent supply. We will have multiple supply points scattered strategically across the state so that if a hurricane makes landfall, we will have multiple options from unaffected terminals and bulk plants. Palmdale will keep our tank capacity at maximum levels throughout hurricane season including our back up hurricane supply terminal in Ft Pierce, Florida which holds over 500,000 gallons. At maximum capacity we have well over 2 million gallons of our own storage in bulk plants diversified across the Florida peninsula which de risks the supply chain. We are not dependent on any one supplier or port of supply. All our bulk plants have back generators to keep product flowing. The size and de centralization of our fleet also provides us the ability to move quickly across Florida to all the supply terminals if one has been impacted by a storm. Palmdale has a centralized hurricane emergency response team and center that is staffed by the management of the company to help facilitate supply and priority of delivery. We can forward communications via the internet to any of our offices in the state as well as various cell phones. Back up phones and Star Link technologies are also used when cellular towers have been disrupted. The Coop will have direct access to our Hurricane Emergency team as well as back up cell phone numbers to our lead managers on the team. Palmdale strongly recommends that when storm season begins that all emergency generators are topped off to avoid any last-minute delivery issues. In the event of an approaching storm, we recommend that all tanks are filled at least 72 hours before a storm makes landfall. If the Governor declares a state of Emergency, Palmdale will run the fleet around the clock until the winds are sustained at 45 miles per hour. After the storm passes deliveries will resume if there are no natural impediments such as impassable roads or conditions that would endanger the safety of our employees and others. All drivers report to their managers after the storm as long as there is communications otherwise, they report directly to their local plants for instructions. The Coop can also get fuel at our various gas stations in Charlotte and Lee Counties including our Local Bulk Plant in Ft Myers, FL which includes a commercial card lock and retail station.
