EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign a Locally Funded Agreement (LFA) with
the Florida Department of Transportation (FDOT) to provide a lump sum deposit of $192,192.67 to support
the construction engineering inspection (CEI) of sidewalk on Carson Rd. from Westclox St. to Carson Lakes
Circle, and authorize the necessary Budget Amendment, FPN 441480-2-62-01. (Project 33622) (Companion
Item to 16B4)

OBJECTIVE: To construct six-foot sidewalk along Carson Rd from Westclox St. to Carson Lakes Circle that will
enhance safety and operations.
CONSIDERATION: Collier County has received funding through the FDOT Work Program for design
($106,676), construction ($1,407,595), and CEI ($54,738) of the proposed bicycle lanes. The construction estimate
for this project is $1,549,809.
Additional funds need to be added to the project through a LFA to cover the cost of CEI services. The FDOT is
administering the funds under Federal Project Identification (FPID) 441480-2-62-01 for the construction phase.
It is necessary to enter into a LFA to reimburse $192,192.67 to FDOT for CEI consulting services under FDOT's
Continuing Services Contract. The County will transfer funds in the amount of $192,192.67 to be used for the
project.
The completed project can be expected to have the following operational and maintenance impacts: minimal to no
maintenance costs are expected to be incurred within the first 15 years of service for the new bicycle and pedestrian
features as well as the associated stormwater infrastructure. The future maintenance costs will be absorbed into the
regular maintenance schedule thereafter.
This item is consistent with the Collier County strategic plan objective to design and maintain an effective
transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
FISCAL IMPACT: This LFA Agreement between the FDOT and Collier County requires the Board to provide
$192,192.67 to FDOT for CEI services. A budget amendment is also required in the amount of $192,192.67 to
reallocate funding within the Growth Management Transportation Capital Fund (3081) to Project (33622). The
source of funding is general funds.
GROWTH MANAGEMENT IMPACT: These improvements are consistent with the Growth Management Plan
Transportation Element, specifically Section B - Intermodal & Multi-modal Transportation, (1) Non-Motorized
Travel, Objective 4, Policy 4.2, Policy 4.4, Policy 4.5, Policy 4.6, and Policy 4.8.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote for Board
approval. -DDP
