EXECUTIVE SUMMARY
Recommendation to approve the relocation of the Olde Cypress ground sign two feet from the property line
as a result of the intersection improvements at Logan Blvd and Tree Line Drive in accordance with Permit
Application Number PRSG20231044670.
OBJECTIVE: That the Board of County Commissioners (“Board”) approve the ground sign and associated
features consistent with sign permit PRSG20231044670, for the entrance sign to the Olde Cypress community at
the corner of Logan Blvd and Tree Line Drive.
CONSIDERATIONS: On April 11, 2023, Agenda Item No. 16.A.15, the Board awarded a construction contract
to Thomas Marine Construction, Inc., for the operational and intersection improvements at Tree Line Drive and
Logan Blvd N. This project will improve roadway safety and operations of the intersection to include the
installation of a traffic circle.
As part of the project, Olde Cypress Master Property Owners Association, Inc., donated parcels 504FEE, 505FEE,
and 506FEE to the County for the proposed right-of-way. However, the Olde Cypress’ community ground sign is
located on these parcels between 505FEE and 506FEE, and otherwise conflicts with the project in its current
location. Therefore, the ground sign at the entrance of the Olde Cypress development must be relocated.
The Land Development Code (LDC) section 5.06.02.B.6.a requires that such signs be set back at least ten feet from
the property line. Relocating the sign with a ten-foot setback would create a hardship for Olde Cypress and the
County, as the construction plans would need to be changed (causing construction delays), landscape buffers
changed and/or removed, and the Olde Cypress clubhouse would lose at least one parking space.
The County’s current proposed construction plans show the new location of the sign to be approximately two feet
from the property line. LDC sections 9.03.07.C.2.a and C.3 contemplate nonconformities created or increased by
public acquisition, and allows “site related nonconformit[ies] or site related co ndition[s] resulting from the [right of
way] acquisition” to “be relocated the minimum distance necessary to address the public safety concern or the site
related condition shall be modified to a safe condition.”
Transportation Engineering has reviewed the proposed construction plans for the roadway improvements, to
include sight line clearance and safety considerations for the relocation of the sign.
FISCAL IMPACT: The County will realize revenues as follows:
