HAPB Minutes 12/15/2023COLLIER COUNTY HISTORIC/ARCHAEOLOGICAL PRESERVATION BOARD (HAPB) MINUTES DECEMBER 159 2023 LET IT BE REMEMBERED, the Collier County Historic/Archaeological Preservation Board in and for the County of Collier, having conducted business herein, met on this date at 9:30 AM in REGULAR SESSION at the Collier County Growth Management Department, 2800 North Horseshoe Drive, Naples, Florida, with the following members present: BOARD : Austin B ell, Chairman Elizabeth Perdichizzi Barry O'Brien Hank S entowski Zach Burch Candace Johnson ALSO PRESENT: Amanda Townsend, Museum Director Tim Finn, Planner III Ray Bellows, Zoning Manager Allyn Padron, Management Analyst I, Zoning Division 1 1. Approval of Minutes, September 15, 2023 ■ Austin Bell: A few corrections: Page 2 #5A, it is Quit Claim Deeds; bullet 3, Old Marco Inn — the HAPB approved the certificate acting as a consultant ■ Barry O'Brien: Approves the minutes as amended ■ Candace Johnson: Seconds the motion All in favor — aye. 5. Old Business A. Rosemary Cemetery (Plot W) Historic Designation ■ Amanda Townsend: I have had a few meetings since the last meeting. I did sit with Jonathan Rodriguez's Boy Scout troop leaders and make sure that they understood the full scope of the project and that went very well. Jonathan is personallycommitted to making sure that his Eagle Scout project covers both plot N and plot W His leaders are cautioning him not to let the scope of his project get too far afield. I also had another conversation with Barron Collier Companies, and they continue to be amenable to an easement if we need to dig up that property to make it easy for the public to have a bench to sit and contemplate without walking on top of buried people. And we're still waiting for that second quit claim from the Bensons. Waiver — Goodland SC1 Waiver Update and Discussion ■ Austin Bell: I would recommend that we allow them to move forward with the project, accept the results of the survey and have that archaeologist on site as they start to dig for the cell phone tower. Kevin and Patrick were on Zoom and clarified the waiver is conditionally approved as long as there is archaeological monitoring in place during any ground disturbing activities for when the small cell pool is installed. ■ Austin Bell: Motion to accept the results of the survey and allow them to move forward with the archaeological monitoring as they begin the project. ■ Hank Sentowski: Seconds the motion. All in favor —aye. C. Atlantic Coast Railroad Depot Discussion ■ Ray Bellows: Staff have been unable to contact Mr. Odrey. We can contact the agency that's doing the inspections of these buildings and if there is a safety hazard, they could issue a demolition report and that comes through an interlocal agreement with Collier County. We should be able to get an answer quickly as to the status of the building inspection. D. Field IT Logistics for Roberts Ranch ■ Ray Bellows: We will send out directions and get some additional historic pamphlet information so we can go with a little more background information. We have the original resolution that the Board had designating the site historic. We will put together a packet of information prior to the meeting. ■ Amanda Townsend: There are two cemeteries in the area we could visit as well. ■ A decision was made for the Board to drive individually, or you can ask to carpool with someone. ■ Roberts Ranch trip date: February 16; meet at the Ranch at 10:00 a.m. E. Website Updates ■ Credit was given to Terry who has already made some terrific updates incorporating some of the suggestions from our last meeting. More recent pictures of historic sites will be added to the current collection. Additional photos and documents can be found at colliermuseums.com, select Archives — a PastPerfect database of over 10,000 photos/documents. The Historical Society also has a collection of photos. ■ A correction on the website will be made for Hank Sentowski's term. 6. New Business A. Conservation Collier Acquisitions Discussion ■ Discussion ensued regarding the acquisition of some properties on Marco Island for Conservation Collier. Four parcels were up for consideration by the Board of County Commissioners. Two parcels were purchased; the third site, HCR-107, did not sell because it is well-known as a burial ground. The other site adjacent to HCR.107 also has human remains and the Board, not knowing this, bought it. This parcel is also ground for endangered species. ■ Write an editorial piece for the Naples Daily News about the subject of educating people about the burial grounds. The draft of the editorial piece is undergoing review with the Seminole Tribe of Florida and some archaeologists. ■ Have the property owner resubmit it for consideration to be purchased again? ■ Send a letter to Collier County so we will be on record stating our objections. ■ The letter should come from the Board. ■ Reach out to Conservation Staff Director, Summer Araque, to get her opinion input on policies. ■ Conservation Collier's mission is preservation of archaeological sites and the contents of that would have been a bonus on top of protecting endangered species, plant life, and wildlife. ■ Candace Johnson: Motion made for Austin Bell to draft the letter; send the draft to Ray Bellows or Tim Finn; Staff will send the letter, so as not to violate the Sunshine Law, to each Board member for review and any changes to be sent back to Staff, after final staff and Board approval, Austin Bell will sign on behalf of the Board and mail the letter to the Board of County Commissioners. ■ Barry O'Brien: Seconds the motion. All in favor — aye. B. Old Marco Inn Discussion ■ Austin Bell: I received a text from the owners of the Bistro Soleil, the French restaurant that has operated for about 15 years out of The Olde Marco Inn. The City of Marco Island inspector found the structure was dangerous and the Bistro had to close. ■ Ray Bellows:There are zoning regulations that apply in the PUD (Planned Unit Development) document and there was consideration of the historic nature of the building. There was reason the PUD was approved primarily was a key to save the Olde building so that PUD document has some of that preservation requirements. ■ Austin Bell: I think this is something we need to keep an eye on. We're going to meet with the family at the Historical Society in early January. The family has indicated they want to preserve the building and its contents and want to work with us. I don't know to what extent. This may be an issue that potentially could come before this Board again. Given our previous involvement, I wanted to bring it up. ■ Ray Bellows: Tim and I will contact Dan Smith with Marco Island Planning to see what plans are under review, if any, and make Mr. Smith aware the Preservation Board is following up and asking for details. There is a bit of advantage from a preservation standpoint because the zoning district that it's in specifically references trying to preserve that structure. It would be hard for the city to do anything that would damage that without going to a public hearing to change those requirements. 7. Review of Project and Activity Log ■ Austin Bell: • Rosemary Cemetery — we have an update on that. • The Indian Hills site on Marco Island should have been closed but that's what we were just talking about with the Conservation Collier issue. • The interlocal agreement with the City of Marco Island has been closed out. At a previous board meeting it was determined that the City of Marco Island wasn't interested in a formal local agreement. We should remove that as completed and as a non -proceeding item. ■ Ray Bellows: An e-mail was received a few months ago from Dan Smith saying they may be reconsidering the interlocal agreement again. I haven't heard from him since. 8. Public Comments 9. "APR Comments ■ Austin Bell: The Marco Island Historical Museum (MIHS) has a new exhibit, Out of the Sand: The Origins of Golf on Marco Island. It talks all about the Lema C! Tournament and the history of golf on the island since the 196Ws; has great artifacts; and a three -hole putt -putt course for people of all ages. ■ Betsy Perdichizzi0 Motion to cancel the January meeting. ■ Austin Bell: Seconds the motion.
