Confirm this is a trusted sender and use extreme caution when opening attachments or clicking links. • It is important to understand the difference between the "Vendor" and the "Manufacturer" of the current radio system: o Vendor: Communications International (Ci) ■ Ci manages Collier County from the vendor's perspective. ■ Ci is one of L3Harris' dealers in Florida. Ci's Headquarters are located in Vero Beach. Ci has offices in Naples and many other cities in Florida. ■ Collier County has a contract with Ci until late 2024 or early 2025. ■ In 2023, as part of the $6 Million allocated for the radio system hardening, Collier County paid Ci to upgrade the P25 system core to the latest version.The core upgrade is in-progress. o Manufacturer: L3Harris Technologies ■ Florida company with Headquarters in Melbourne, 50000 employees,worldwide, $19.4 Billion revenue in 2023, $22.8 Billion in orders in 2023. ■ Major Defense contractor with the Federal Government. Our soldiers in the field use L3Harris radios. ■ In 2021 L3Harris signed a $450+ Million Contract with the State of Florida to upgrade/modernize their radio communications. ■ L3Harris P25 technology is second to none. • Since 2016, Collier County has invested millions of taxpayers' money in the current P25 radio system.The radio system has proven to be solid and resilient, particularly under adversities like hurricanes and other events. • In 2015/2016, Collier County hired Federal Engineering to evaluate the best route to modernize the L3Harris radio system used at that time.The consultant determined the best course of action would be to negotiate a contract with Communications International to upgrade the L3Harris radio system. • L3Harris would welcome an opportunity to clarify and rectify the allegations described by members of the county's staff during the Feb. 6th workshop. • L3Harris would appreciate to be given the opportunity to work with the radio system manager and the radio system users (CCSO and County Fire agencies). • L3Harris would like to propose: 1 1) Perform an evaluation of the current radio system; 2) Provide direct maintenance of the radio system with L3Harris personnel; 3)Address any actual system shortcomings, such as adding channels to handle more traffic, adding sites/towers to improve radio system coverage, perform upgrades, etc. • This direction will ensure that Collier County users continue to have a solid public safety system and save tens of millions of dollars, probably north of$50 Million, on an unnecessary system replacement.
