Backup Documents 02/13/2024 Item #10B COLLIER GiIP Resolution for the Ri: ht to Clean Water WHEREAS Collier County Ordinance No. 2023-A and resolution 2023-69 protect the God given rights of Collier County citizens and, WHEREAS The World Health Organization recommends adding fluoride to water contradicting Collier County Resolution 2023-69 sections 3 and TO, and Ofc3\0e4.k\ j�C� bn 1Q WHEREAS Collier County routinely adds sodium silicofluoride to its municipal water supply, and WHEREAS numerous medical studies indicate fluoridation of water supplies can reduce children's intelligence, and WHEREAS fluoridation of water is banned in many countries including China, Austria, Belgium, Finland, Germany, Denmark, Norway, Sweden, Netherlands, Hungary and Japan, and WHEREAS fluoridation of water infringes upon a citizen's right to choose to opt out of potentially hazardous consumption, and WHEREAS fluoride is readily available via over the counter and prescription form to any citizen, wishing to use it, and WHEREAS fluoride is the only additive put in the water that is not for sanitation or sterilization, and WHEREAS having sodium silicofluoride stores in water treatment plants could potentially be misused by terrorists to contaminate water supplies to toxic levels Now therefore be it resolved that the members of the CCREC recognize our right to clean water and request the Collier County Commissioners direct our water management department to discontinue adding Sodium silicofluoride (or any other chemical synonymous with it that is intended to add Fluoride) to our municipal water supply. Executive Summary: Fluoride is unique in our water additives because it is the only additive not required for sanitation and sterilization. Many countries have banned the addition of fluoride to drinking water_ More than 300 cities in North America have removed fluoride from their municipal water systems since 1990_There are numerous studies indicating fluoride has harmful effects induding reduction of 1Q in children. Citizens need a choice. People on municipal water cannot opt out of fluoride in their water. Fluoride is readily available to those who want it in toothpaste, mouthwash and prescription form. Adding fluoride requires employees to don safety gear, is a potential risk for terrorist attack and is an unnecessary expense that citizens don't want This committee recommends immediately removing the fluoride from our municipal water supply.. Between 1945 and 1955 studies were done to help find a solution. Their conclusion was that fluoride was effective in reducing tooth decay and a campaign was begun to add it to municipal water supplies. The US Public Health Service endorsed the practice in 1950. The Public Health Service assured society that fluoridation was safe and effective. These assurances largely rested on the results of the 1945 Newburgh- Kingston Caries Fluorine Trial. Before this time, fluoride was considered a toxic waste product of the aluminum and nuclear industries'. However,current reviews of these studies showed flaws and manipulation of data to further the narrative that pushed fluoride addition.'These reviews show that this study was a complete fabrication. It is now thought the increase in caries was most likely due to the proliferation and increased consumption of industrial food in the food supply. These industrialized foods contained more sugar and lower nutritional value than what was traditionally consumed before. Current situation Fluoride is unique Fluoride is unique in our water additives because it is the only additive not required for sanitation and sterilization. If the county feels a need to affect the health of citizens positively,then why are we not adding other vitamins and minerals known to be beneficial to humans? Violates our Health Freedom Bill of Rights (HFBOR) Collier County's HFBOR resolution 2023-69 Section 3 requires informed consent on any health-related item that may be harmful. Has the county done any safety studies on fluoride? Citizens need a choice. People on county water cannot opt out of fluoride in their water. Contrarily,fluoride is readily available to those who want it in toothpaste and prescription form. Banned by many countries Many countries have banned the addition of fluoride to drinking water. Countries that have banned the use of fluoride are China, Austria, Belgium, Finland, Germany, Denmark, Norway,Sweden, Netherlands, Hungary and Japan. All these countries agreed that fluoride isn't effective, is toxic and should not be used. Only 8 countries in the world have more than 50% of their population drinking fluoridated water: United States, New Zealand, Australia,Singapore, Malaysia, Israel, Ireland,and Colombia.Only three countries in the world have government/federal mandated fluoridation: Ireland, Singapore, and Israel. Movement to remove fluoride According to the community group "No Fluoride Milwaukee", more than 300 cities in North America have removed the addition of fluoride to their municipal water systems since 1990. The full list can be found at their website: https://endfluoridemilwaukee.blogspot.com/p/communities-that-have- removed-fluoride.html?m=1 Flawed Studies Numerous studies report the ingestion of fluoride does not help tooth decay and actually reduces intelligence and negatively affects many other systems in the human body. The systems include but are not limited to the brain, endocrine system, the teeth, thyroid, pineal glands, bones and kidneys. The Cochrane library has released a comprehensive review of science on fluoridation with points that are nearly impossible to dispute. Fluoride does not work to prevent cavities and has been proven to cause harm in the 3 form of dental fluorosis. Only three studies conducted since 1975 had enough merit to be included. None showed that ingesting fluoride prevents cavities while it was dear that it causes harm.3 According to D. Locker in a report to the Canadian government in 1999: "Although current studies indicate that water fluoridation continues to be beneficial recent reviews show that the quality of evidence provided by these studies is poor." Potential hazards Adding fluoride requires employees to don safety gear when working with the chemical. Having hundreds of pounds of sodium silicofluoride stored in water facilities is a potential risk for terrorist attack. If nefarious individuals are cunning,they could dump the stores into our water supply and kill hundreds or thousands of residents. These chemicals are also an unnecessary expense that citizens don't want. In his book"The Fluoride Deception," Christopher Bryson reached out to Edward Bemays the author of the book "Propaganda." According to Bernays, "Those who manipulate this unseen mechanism of society constitute an invisible government which is the true ruling power of our country.We are governed,our minds are molded,our taste formed,or ideas suggested, largely by men we have never heard of." Bernays told Bryson it was "child's play"to convince the American public that fluoride was good for them" even though fluoride had been used for years as a rat poison and to kill cockroaches. According to Bryson, many of the citizens opposing fluoride were dentists. Dr.James Sumner,who won the noble prize for enzyme chemistry said in 1965, "Everyone knows fluorine and fluorides are very poisonous $see dted sources at the end of this document 4 substances and we use them in enzyme chemistry to poison enzymes those vital agents in the body." Many studies also link fluoride consumption to lower IQ scores in children.' Conclusion Based on the research outlined here,the CCREC Agenda 2030 ad-hoc subcommittee condudes that the potential risks of adding fluoride to our water systems far outweigh any potential benefits. Those citizens wishing to consume fluoride can still purchase it readily over the counter as toothpaste and mouthwash. It is also available in prescription form. Recommendation This committee recommends Immediate removal of the fluoride from our water supply due to the following reasons: • so citizens have a choice • so the negative effects of fluoride are mitigated • so we are relieved of the expense • so we are relieved of the challenges of adding it • so we reduce a potential point of terrorist attack • to align our practices with the HFBOR ordinance and resolution • to protect our children 4 See mid sources at the end of this document 5 Appendix Cited sources 1.
