In golden gate Estates Eastbound lanes are completely blocked. Expect significant delays. Karen Mundy Huffman said. Golden Gate Blvd is backed up too. I was at Immokalee and 951 around 5:30 and I decided at the last minute rather than try to back to Golden Gate Blvd. t Collier Blvd. was completely backed up. I went to 75 and took 75 to 29, 29 to Oil Well To Everglades Blvd. Got home in 40 mins. That accident happened at 4:30ish. Crazy! Tina Roe I was in the turning lane 2 cars behind dump truck. Both Trucks went thru red light. But the sod truck didn't even try to stop at his light. Also many letters to commissioners voicing their disap ro%, yet the majority of commissioners voted to APPROVE it after marfra all the protest. So the commissioners don't listen to their constituents no matter how many show up at these hearings, speak or write letters. Also, one of the commissioners (I won't mention his name), hay the awilacriticize the seniors attending that hearing, saying in effect, "there's a lot of Seniors here who have nothing better to do. . ." So in addition to being ignored, Seniors are insulted by the same commissioners who they vote to re-elect. So I wonder if it's a waste of our time coming here to this hearing, speaking and writing letters. All Collier residents want is smart growth in this county which means better planning for the current & future built roads so that the roads are not overburdened with traffic congestion and also better planning for our environment and our wildlife so we still have some clean, greenspace left and our panthers, bears, etc., do not become extinct. These are reasonable goals. Now we're faced with this problem at today's hearing of how to ease the traffic congestion during rush hour on Immokalee and Vanderbilt Beach Roads. We're discussing this NOW after the damage has already been done to these two roads with the six-laning of Immokalee Road and the Vanderbilt Extension. The commissioners know it's going to get even worse for these two roads with all the future developments planned EAST of Collier Blvd. Why are commissioners REACTIVE instead of PROACTIVE when it comes to planning? As per your request for public input on easing traffic on Immokalee & Vanderbilt Beach roads, I did some research and came up with the following suggestions: 1) The easiest temporary solution is a 1 year Moratorium on re-zoning & building permits until improvements have been made to Immokalee and Vanderbilt Beach Roads to improve traffic flow. • A i/L A DA iu TH-AI _writ/ (y!Z V ,AT EvOtY-rNtEr15t.11'i if/ 2) Synchronized-traffic lights along Immokalee Road & Vanderbilt Beach Road going WEST from Collier Blvd to Airport Road during Morning Rush Hour and _ going EAST from ,4Pri ' Airport Road to Collier Blvd during Evening Rush Hour. The v timed green lights are in effect during Morning Rush Hour from 7-9 am and Evening Rush Hour from 4-7 pm, Monday- Friday only. You can delay the start of the green light for each intersection after the FIRST one by a few seconds so traffic moves smoothly & efficiently along both roads without any stop & go traffic. Side streets and north-south turns would be delayed. until major traffic has passed the intersection. The goal of sync ironization is to getthe`greatest number of vehicles through the intersections with the fewest stops. /6.e ,,lapvti, /0.„.4,-e 3) Encourage FLEXTIME for businesses, agencies, etc., so °L not everyone arrives to work at the same time. Ie: Construction would start @7am; hotels @7:30 am; schools @ 8am; public agencies @ 8:30am; Banks @10 am, etc. Also hospitals, banks, restaurants, etc., could have their workers choose their own shifts and in many cases be encouraged to work at home. This idea could be promoted through advertising campaigns, business meetings, etc. 4) Ban truck and freight loading vehicles during morning rush hour from 7-9 am and evening rush hour from 4-7 pm, Monday to Friday only. 5) Electronically charge drivers (via their license plates), a set fee for driving along Immokalee and Vanderbilt Beach Roads during morning rush hour from 7-9 am and evening rush hour from 4-7 pm from Collier Blvd to Rte 41 on both roads. Cameras would be installed on these two roads only. We pay more for airline tickets at peak travel time and higher hotel rates at popular times of the year, so congestion pricing would work the same way. Over time it will pay for itself and pay for other road improvements, public transit, advertising, etc. Those residents who do not work will choose other times to travel on these two roads, or use alternate routes, and workers will find an alternative way to get to work 6) Charge city employees and hospital employees parking rates to encourage use of alternative forms of travel. 7) Improve CAT transportation so workers have an efficient and reliable alternative form of travel. Have pick up stops at the entrance to most gated communities. 8) Create economic incentives for developers to have more worker housing in the city closer to work. 9) Divert traffic to a ring road to avoid roads with heavy traffic. You would have to decide on the road to use 10) Stop allowing any more construction on already congested roads such as Immokalee and Vanderbilt Beach Roads up to Collier Blvd, and instead fill remaining space on these two roads with parks, playgrounds, recreational areas and other green spaces which we do not have enough of. 11) Have strong land use laws that do not encourage continued urban sprawl to outlying areas that require long commutes for workers, such as the Golden Gate Estates area. These are my ideas, commissioners, you can take all, some or none of my suggestions, but if you do nothing, traffic congestion will increase to drastic proportions on Immokalee and Vanderbilt Beach Roads and this will pose a real threat to the quality of life of urban Collier County and that will be your final legacy to your constituents. SINCERELY, MANE OCZKOWSKI, ISLANDWALK RESIDENT 11:38 4, Gmail How are traffic lights at adjacent intersections synchronized? ‘‘" Kirk Roberts • Follow Studied Civil Engineering 4y To synchronize signals along a corridor, they have to share a common cycle length. That's the amount of time (in seconds) that it takes for a traffic signal to serve all of the indications at an intersection. Typical cycle lengths run anywhere from 60 to 120 seconds, depending on how busy the corridors are, and those cycle lengths often change throughout the day for peak and off-peak traffic conditions. Key to synchronization is that all of the clocks at each coordinated intersection agree on the time. So, for example, you have 10 signals along "Main Street"; you program the signals so that exactly 6AM they all start running a 60 second cycle. Then you add time values called "offsets", which will delay the start of the green time for each intersection after the first one by a few seconds, with the aim that as traffic moves along the corridor, it gets a green just about the time it reaches the next intersection. The key things needed are: 1. A common time between all signals 2. A common cycle length between all signals 3. An individual offset value for each intersection, based on its distance from the first signal, or subsequent signal along the road In practice, modern signal coordination is developed using complex traffic simulation models that are based on substantial data gathering, and are a significant fi-reitt;NT Cr" wait*. HOME • SIGNAL OPERATIONS & MAINTENANCE • TRAFFIC SIGNAL SYNCHRONIZATION Traffic Signal Synchronization Traffic Signal Synchronization is a traffic engineering technique of matching the green light times for a series of intersections to enable the maximum number of vehicles to pass through, thereby reducing stops and delays experienced by motorists. Synchronizing traffic signals ensures a better flow of traffic and minimizes gas consumption and pollutant emissions. Why signal synchronization is needed Drivers often get frustrated when they have to stop at successive traffic lights, or when they have to wait a long time for a green light, especially when there appears to be no traffic in the other directions. Traffic signals are designed to distribute the green time to conflicting traffic streams, generally based on the traffic volumes. If the traffic on a main street is considerably higher than the side street, more green time may be given to the main street which could result in a longer wait for drivers on the side street. However, synchronizing signals along a main street can benefit all motorists because once a vehicle enters the main street, it may continue with minimal stopping. Hence, it is beneficial for both the main street and side street traffic. The goal of synchronization is to t the reatest number of vehicles througLi the intersections with the fewest stops. How traffic signal synchronization works The way traffic signal synchronization works is by calculating the arrival time for a group of vehicles at each intersection traveling at a specified speed, and then the traffic si nals are strategically timed to turn green just as the group of vehicles arrive Leach intersection.
