EXECUTIVE SUMMARY
Recommendation to authorize the Chairman to sign the revised Memorandum of Agreement between the
Florida Division of Emergency Management offered to the County to accept and house a 250-kilowatt
towable generator for shared use.
OBJECTIVE: To accept a revised Memorandum of Agreement between the Florida Division of Emergency
Management and Collier County to station a State owned, 250-kilowatt towable generator for local and or state
deployment for emergency situations.
CONSIDERATIONS: The Florida Division of Emergency Management pursuant to section 252.35(2), Florida
Statutes, maintains an inventory list of generators owned by state and local governments. During the response to
COVID-19, the Florida Division of Emergency Management has acquired several new 250-kilowatt towable
generators for the purpose of supporting nursing homes, skilled nursing, assisted living and other extended care
facilities, medical facilities, congregate, non-congregate shelters, and other essential facilities.
Collier County has over 70 licensed care facilities and the ability to have a towable generator for emergency
situations is prudent to ensure shelter in-place opportunities to the extent possible should their primary or back-up
power fail.
Collier County Emergency Management Division has been offered one of these generators at the present time, with
a possibility of more being loaned, to support the facilities and state or local emergency response needs referenced
above. Collier County Emergency Management Division has the capabilities and resources to accept the loan of
the generator and deploy and maintain it within the terms and conditions provided in the attached current and
revised Memorandum of Agreement. The generator’s acquisition cost, cable sets and five year’s maintenance cost
to the State was approximately $126,847. The State has requested that a revised Memorandum of Understanding be
signed which clarifies additional maintenance reporting responsibilities.
FISCAL IMPACT: There is no fiscal impact to the Division’s annual budget until the end of the 5th year of the
State provided premium maintenance plan which will end in June of 2025. Estimated maintenance cost to the
County thereafter is estimated at $2,400 annually which has not changed since the original agreement.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with the
Executive Summary.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for Board approval. -JAK
RECOMMENDATION: Authorize the Chairman to sign the revised Memorandum of Agreement.
