EXECUTIVE SUMMARY
Recommendation to approve the current Collier County Sheriff’s Inmate Program at Domestic Animal
Services that includes the Inmate Program, Court Ordered Weekend Worker’s Program, and Court
Ordered Community Service Program.
OBJECTIVE: To receive the Board's approval of the Sheriff’s Inmate Program at Domestic Animal Services
(“DAS”).
CONSIDERATIONS: The Sheriff’s Office has managed an inmate program at DAS since March 11, 2008, under
an agreement approved by Board (Agenda Item #16.E.3). The agreement is a recurring yearly agreement but was
suspended as a result of COVID-19 and subsequently restarted around May 2023. This program provides non-
violent, minimal-risk inmates the opportunity to work on assignments at DAS. Inmates perform services such as
cleaning the livestock/barn and other animal areas, such as kennels, freeing up DAS’ 36 staff members to focus on
other crucial animal care responsibilities and interactions with potential adopters.
Since the original agreement, the Collier County Sheriff’s Office has incorporated two (2) additional programs that
provide resources to the DAS Division at no cost. When an individual receives a court order for a certain number of
volunteer hours or work duties, they can complete these hours at DAS. These programs free up the Animal Care
Specialists' who are then able to focus on adoptions and animal care functions. These newer programs are:
1. Weekend Work Program: Launched in August 2023, this program sees individuals supervised by a
certified correction officer, tackling tasks like sanitizing equipment, handling animal food and animal care
product deliveries, and processing laundry in the docking area. These individuals do not work directly with
animals. While only active on alternate Saturdays this program is particularly impactful since Saturday is
the busiest adoption day.
2. Community Service Program: This program, active since January 2023, involves individuals supervised by
DAS staff who clean animal areas, remove trash, and restock supplies.
FISCAL IMPACT: There is no direct cost to these programs for the Domestic Animal Services Division. The
Collier County Sheriff’s Office provides supervision of a certified correctional officer and does not bill the County
for these services.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires a majority vote for approval. -JAK
