Agenda 01/23/2024 Item #16D 2 (Domestic Animal Services Division)01/23/2024 EXECUTIVE SUMMARY Recommendation to authorize the Domestic Animal Services Division to participate in fee -waived adoption program partnerships and authorize the County Manager or designee to execute any and all documents to effectuate participation in fee-waived adoption program partnerships. OBJECTIVE: To increase adoptions of animals for the Domestic Animal Services Division (“DAS”) to both reduce the animal population at the shelter and to reduce overall costs to the general fund. CONSIDERATIONS: DAS has various fee-waiver adoption program partnerships that are used to help increase adoption rates for the animals in their care. DAS has been participating in these fee -waived adoption programs for many years to help increase adoptions. Resolution #2018-106 provides that promotional sales and advertisements may be used to reduce fees for special promotional sales and advertisements if approved by the DAS Director. The waiver of the full adoption fees falls outside of the Resolution, so it requires the Board of County Commissioner (Board) approval to waive the full adoption fees. Additionally, the Resolution also requires that waived fees be brought to the Board for “after -the- fact” quarterly approval. The fee-waived adoption program partnerships has no cost to the County to participate other than the County being required to waive the standard adoption fees (Resolution #2018-106), which are: Adoption - Includes license, microchip, and sterilization, as required Kitten (kittens under 4 months) $60 Cat (cats 4 months to 6 years old) $40 Senior Cat (cats 7 years old and older) $20 Puppy (puppies under 4 months) $80 Dog (dogs 4 months to 6 years old) $60 Senior Dog (dogs 7 years old and older) $30 Reduced adoption fee for Senior Citizens (age 60 or older) and Active, Honorably Discharged, or Retired Military Personnel. Half-price adoptions for adult and senior dogs and cats (puppies and kittens under 4 months excluded) 50% discount or current promotional adoption fee, whichever is less Rescue adoption - Healthy $20 or the current promotional adoption fee, whichever is less Rescue adoption - Unhealthy, Treatable-Manageable, Treatable- Rehabilitatable No charge if the Microchip is provided by rescue at the time of sterilization Rescue transfer No charge Other animal adoption Market rate or less These programs are typically held offsite at various pet store locations that do not have animals at their locations. These pet stores allow animal shelters or non-profits the option to have their animals on-site at the pet store to promote adoption and help the animal shelters. The events are typically large-scale adoption events and cover the costs of advertising and promotional costs, provide free giveaways to adopters, and allow the animal shelters to provide marketing materials for their animal shelters. These programs allow additional visibility to DAS and have been successful in increasing adoptions and public visibility for the animal shelter. Pet stores that DAS has partnered with for past events include: 16.D.2 Packet Pg. 648 01/23/2024 • Petco Love Adoption Events, such as Mega Merry Adoption Weekend for Winter Holidays • Pet Supplies Plus • PetSmart Charities Programs and Events • Petsense In addition, DAS wishes to participate with other potential pet stores or non-profit programs that provide fee waivers for the adoption costs to help increase adoptions, so long as County requirements are met. Based on the prior program participation, these programs have been successful as it has increased adoptions and decreased costs to the general fund. Fee-waived adoption program partnerships also benefit DAS as they help increase knowledge of the shelter and animals available for adoption. This does not provide the DAS Director to waive the adoption fees in full outside of a partnership program. FISCAL IMPACT: The cost of the item is a waiver of the adoption fees set by Resolution #2018 -106; however, adopting the animals reduces the overall cost to the general fund. Additionally, there are costs to participate other than staff time in transporting the animals to the Pet Store or events where the fee-waived adoption programs occur. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this action. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for approval. -JAK RECOMMENDATION: To authorize the Domestic Animal Services Division to participate in fee -waived adoption program partnerships and authorize the County Manager or designee to execute any and all documents to effectuate participation in fee-waived adoption program partnerships. All terms shall be defined as set forth in Ordinance No. 2013-33, as amended. II. LIMITATIONS A. Waiving of Fees. The Board of County Commissioner shall set all fees and charges. Fees may be waived in accordance with policies articulated herein, such as under certain conditions upon reclaim, when fees are for animals in safekeeping. Such waivers shall be brought before the Board in quarterly reports for after-the-fact ratification. B. Non-Fee-Related Policies. The Director of Animal Services, or designee, may waive enforcement or application of any department policies or restrictions provided such waiver does not conflict with applicable local, state, or federal laws and does not interfere with public safety. C. Promotional Sales and Advertisements. Fees may be reduced for special promotional sales and advertisements if approved by the Director of Animal Services and such a reduction is applied in a consistent and time-limited manner. Two-for-the-price-of-one cat adoptions may be a perpetual adoption promotion. D. Sponsored Fees. The depaftmentdivision may accept cash donations to sponsor fees for customers in need. E. Reclaim Fees.
