EXECUTIVE SUMMARY
Recommendation to authorize expenditures exceeding the $50,000 competitive threshold, under an
Exemption from the Competitive Process, through fiscal year 2027, for Braxton College to provide EMS
supervised skill training and experience to students enrolling in Emergency Medical Services Technology
Programs.
OBJECTIVE: To provide students enrolling in EMS training programs to participate in skill training and field
experiences under the appropriate supervision of the Collier County Emergency Medical Services.
CONSIDERATIONS: On October 27, 2020, Agenda Item #16.E.7, the Board approved an agreement with
Braxton College allowing students to obtain State-required field internship experience and training.
In accordance with CMA 5325, and Article 23 of the EMS Collective Bargaining Agreement, this request will
facilitate the continuation of training and development of employees to obtain certification as Paramedics and
Firefighters through programs offered through Braxton College. Braxton College is institutionally accredited by
the Accrediting Bureau of Health Education Schools with its main campus in Bonita Springs, Florida. This training
opportunity benefits staff in the field as well as services to Collier County residents by increasing the number of
paramedics.
Tuition will be for the Paramedic Program and Firefighter I and II Programs, which are courses necessary for
Collier County EMTs to obtain state license to practice as paramedics on an ambulance and for Paramedics to
obtain certification as a firefighter to participate in an ALS engine program.
EMS currently has a shortage of paramedics and offering this benefit provides additional certified personnel for
staffing. EMS has experienced an increase in call volume each consecutive fiscal year. To continue the division’s
level of service and response times, EMS will need to continue to provide the education necessary to keep staffing
numbers well-adjusted and in line with the county’s growing population.
As EMS continues to expand its stations to address the growing population in Collier County it is necessary to train
employees to meet this immediate demand.
In effort to be proactive, EMS has implemented a new program that allows its field personnel to complete their full
degrees of Paramedic Program and Firefighter I and II Programs at Collier County’s EOC campus accredited
through Braxton College. EMS previously took this item to the Board on 9/13/2022 with a lower not to exceed
amount of $70,000. There has been great interest in this program as it is schedule friendly and does not conflict
with personnel’s schedules that includes unforeseen mandatory scheduling. In response to this new program,
several field personnel have expressed their interest in this program. Due to the high demand for this program,
EMS is seeking to increase its expenditure per fiscal year, from the not to exceed amount of $70,000 to a not to
exceed amount of $185,000, to meet the need and demand of its personnel and the county’s growing population.
Section 8.1, of the Collier County Procurement Ordinance. 2017-08, as amended, provides that educational or
academic programs are eligible for exemption from the competitive process based upon the lack of available
competition and a determination that such an exemption is in the best interest of the County.. The approved
exemption form is attached. Staff requests that the Board approve this expenditure for EMS supervised skill
training and experience for students enrolling in Emergency Medical Services Technology Programs from Braxton
College as an exemption under the Procurement Ordinance.
FISCAL IMPACT: Funding is budgeted and available through EMS Operating Fund 490.
LEGAL CONSIDERATIONS: This item is approved as to form and legality, and requires majority vote for
Board approval.-SAA
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact resulting from this action.
