(Commissioner Hall’s Request) Notes: TIME CERTAIN ITEMS: Item 11A to be heard at 2 PM: Presentation of the 2023 Collier County Community Assessment. 9/26/2024 3:54 PM 01/09/2024 EXECUTIVE SUMMARY Recommendation to approve administratively approved Change Order No. 11, providing for a 180 -day extension under Agreement No. 16-6622, “Big Corkscrew Island Regional Park,” with Q. Grady Minor & Associates, P.A., and authorize the Chairman to sign the attached change order. (Project No. 80039) OBJECTIVE: To approve a time extension pertaining to the engineering and design consultant services agreement for the Big Corkscrew Island Regional Park project. CONSIDERATIONS: On February 14, 2017 (Agenda Item 11.C), the Board approved Agreement No. 16-1622 (the “Agreement) with Q. Grady Minor & Associates, P.A. (“Q. Grady”) for the “Big Corkscrew Island Regional Park” project for $3,631,979 for all professional services. Change Order No. 11 extends the time period in which the engineer is able to provide support for the remaining tasks on the project, including the construction of a National Fitness Campaign (“NFC”) outdoor fitness pad. At the time of contract award, the construction of the NFC outdoor fitness pad had not been scheduled. This change order is a 0% increase to the contract amount and a 7.57% increase to the contract time according to the current Board approved amounts on the project. Staff is requesting the Board approve extending the Agreement for Q. Grady’s services for 180 additional days, for a total contract time of 2,557 days, which includes the time increase included in Change Order No. 11 and the time increases administratively approved under prior change orders. If not approved, Q. Grady will not have the necessary time for construction oversight for the completion and closeout of the project, which will impact the delivery and quality of the project to the County. Staff will continue to encourage and make efforts to promote the earlier completion of the project. The County’s Procurement Services Division previously administratively approved the attached Change Order, as authorized by the County’s Procurement Ordinance, as amended, at Section Nineteen, Contract Administration, subsection 3.b. This item is consistent with the Quality of Place and Infrastructure and Asset Management strategic focus areas of the Collier County Strategic Plan. FISCAL IMPACT: There is no new fiscal impact associated with this project. The source of funding for this project resides in the Project Number 80039. GROWTH MANAGEMENT IMPACT: There is no impact to the current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: That the Board approve administratively approved Change Order No. 11, providing for a 180-day extension under Agreement No. 16-6622, “Big Corkscrew Island Regional Park,” with Q.
