01/09/2024 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (“ITB”) No. 23-8169, Painting and Pressure Washing Services, to Florida Service Painting, Inc., d/b/a Service Contracting Solutions, and authorize the Chairman to sign the attached agreement. _____________________________________________________________________________________ OBJECTIVE: To award ITB No. 23-8169 to Florida Service Painting, Inc., d/b/a Service Contracting Solutions to provide painting and pressure washing services at various County owned buildings and facilities. CONSIDERATIONS: Collier County Facilities Management Division is responsible for maintaining various County owned and leased buildings and facilities throughout Collier County. Those facilities require painting and pressure washing services to minimize operational downtime, maintain top operating conditions, and prolong the asset’s useful life. Staff is recommending the award of a contract providing painting and pressure washing services for all County owned property and facilities. On September 25, 2023, the Procurement Services Division released notices of ITB No. 23 -8169, Painting and Pressure Washing Services. The County received seven bids by the November 1, 2023, deadline as follows. Plantation Broward FL No Bid No/No Staff recommends awarding ITB No. 23-8169 to Florida Service Painting, Inc., d/b/a Service Contracting Solutions (“Florida Service Painting”), the only and lowest responsive and responsible bidder. Florida Service Painting was incorporated in the State of Florida in 2002 and is the incumbent vendor for these services under Agreement No. 18-7327, which expired on January 5, 2024. Florida Service Painting has been doing business with the County since 2004. The recommended award to Florida Service Painting is for a three -year term, with the option for the parties to renew the agreement for two additional one-year renewal terms. FISCAL IMPACT: Historical spend for these services was approximately $2,100,000.00 per contract year during the previous contract, which began July 10, 2018. The budget for this contract is provided in the General Fund Facilities Management Cost Center (0001-122240) and the Capital Facilities Management Cost Center (3001- 120435). Other County Manager Divisions utilizing this contract will provide funding from their respective budgets. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. The results of this solicitation may be used by other County departments once awarded according to the Board of County Commissioners Procurement Ordinance. Historically, County departments have spent approximately $2,400,000 annually; however, this may not be indicative of future buying patterns. BACKGROUND Collier County is seeking the services of a qualified painting company to provide comprehensive painting and pressure washing services for all Collier County owned property, including interiors of any height or size and exteriors of buildings up to ten stories. TERM OF CONTRACT The contract term, if an award(s) is/are made is intended to be for three (3) years with two (2) one (1) year renewal options. Prices shall remain firm for the initial term of this contract. Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing structure. The County Manager, or designee, may, at his discretion, extend the Agreement under all of the terms and conditions contained in this Agreement for up to one hundred eighty (180) days. The County Manager, or designee, shall give the Contractor written notice of the County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in effect. All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of delivery; provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR. AWARD CRITERIA ITB award criteria are as follows: ➢ The County’s Procurement Services Division reserves the right to clarify a vendor’s submittal prior to the award of the solicitation. ➢ It is the intent of Collier County to award to the lowest, responsive and responsible vendor(s) that represents the best value to the County. ➢ For the purposes of determining the winning bidder, the County will select the vendor with the lowest price as outlined below: • Lowest Total Bid ➢ Collier County reserves the right to select one, or more than one supplier, award on a line-item basis, establish a pool for 16.F.8.a Packet Pg. 1355 Attachment: 23-8169 Solicitation_rev (27581 : Award ITB 23-8169, "Painting and Pressure Washing Services") quoting, or other options that represents the best value to the County; however, it is the intent to: • Award on a Primary/Secondary/Tertiary Basis ➢ The County reserves the right to issue a formal contract or standard County Purchase Order for the award of this solicitation. DETAILED SCOPE OF WORK The scope of work is to provide interior and exterior painting services for interiors of any height or size and exteriors of buildings up to ten stories, including surface preparation, primers, labor, tools, and equipment for performing painting services. This scope of work includes painting, pressure washing services for surface preparation for painting, and routine pressure washing services. SECTION 1. MINIMUM REQUIREMENTS FOR PAINTING SERVICES 1.1 Brush, Roll, Spray Requirements: All areas are to be rolled however, all door, casing, baseboard, and miscellaneous trim shall be brushed. No areas are to be spray painted without prior authorization from the Division Representative or designee. 1.2 Paint: High quality professional-grade paint will be utilized to perform painting services for both outside and inside buildings. The paint type will also include satin on wall surfaces and semi-gloss on doors and trim. The Contractor must utilize the following brands or brand equivalents: a. Tnemec b. PPG c. Sherwin Williams d. International Paint LLC, a company of AkzoNobel All painting products and/or brand equivalents must be approved prior to the commencement of work. The Division Representative or designee may request product information and/or specification sheets and shall be the sole judge of equality or similarity. The Division Representative or designee shall have the authority to authorize on a per-job basis. 1.3 Color Samples: Color samples shall be approved by the Division Representative or designee prior to the start of each job. Prints used for color samples must be kept on file for each job. 1.4 Special Applications: Special applications and coatings that would be applied by a painting company may be considered as part of this contract and shall be priced at the unit rate(s). 1.5 Cover Down/Clean Up: Contractor will thoroughly cover down, mask off, and take all necessary steps to protect Collier County property in the vicinity of the work being done. At the completion of each work period, the Contractor shall thoroughly clea n the work area and remove all supplies; “Caution – Wet Paint” signage shall remain posted. Contractor will take extra measures to ensure that vehicles, Collier County equipment, and building fixtures are clear and protected from cleaning and painting areas. The Contractor shall correct at the Contractor’s sole expense damages caused by spills, splatters, overspray, or failure to protect Collier County property. 1.6 Project Schedule: Upon request from the Division Representative or designee, the Contractor shall provide a schedule for the completion of a project. 1.7 Pressure Washing for Paint Preparation: Contractor will pressure wash the property in the instance where the Division Representative or designee determines pressure washing is needed for surface preparation. Contractor must have the ability to pressure wash County buildings, i.e., interiors of any height or size, exteriors of buildings up to ten stories, and ground areas. SECTION 2. STANDARD SURFACE PAINTING SERVICES 2.1 Surface Preparation for Standard Surface Painting Basic Services: 2.1.2 All surfaces scheduled to receive new paint coatings shall be clean and free from all dirt, dust oxidized paint film, loose and unsound paint coatings, and other foreign matter. 2.1.3 Exterior doors and jams must be cleaned, sanded, and primed before paint is applied. Any visible rust must be taken down and filled appropriately. 2.1.4 Remove all switch plates and other items that may interfere with a quality job. All removed items shall be replaced in their proper positions at the conclusion of the job once the paint is dry. 16.F.8.a Packet Pg. 1356 Attachment: 23-8169 Solicitation_rev (27581 : Award ITB 23-8169, "Painting and Pressure Washing Services") 2.2 Special Services for Standard Painting: 2.2.2 Restore unsound gypsum board, tape joints, cracks, imperfections, and similar unsound areas; patch, caulk, and repair the surface as needed to provide a smooth or properly textured substrate as required for application of paint coating. 2.2.3 Caulk all exposed cracks and voids around windows, doors, boards, joists, and other areas as necessary. 2.2.4 Based on surface conditions, the direction of the Division Representative or designee, or per the scope of work, surface cracks will be sealed utilizing the following methods: a. urethane crack injection b. epoxy crack injection c. ceramic epoxy mortar 2.2.5 If necessary, a back rod shall be installed in joint cavities to control sealant/caulking depth and prevent three-sided adhesion. 2.2.6 Locate unsound window glazing; remove, clean and prep surface; replace with new silicone window glazing and water test. 2.2.7 Repair concrete infrastructure using Mortartec Silicate. 2.2.8 Patch concrete openings and holes with appropriate concrete repair material resulting in a flush product with the adjacent surface. After priming, fill any remaining small holes with patching material. Sound out all cracks to determine the bond to the substrate. If hollow sound or dis-bonding is present, remove loose substrate and prime with concrete-to-concrete primer. SECTION 3. STRUCTURAL STEEL PAINTING SERVICES 3.1 Specifications: All painting work shall be performed in accordance with the standards set by the Structural Steel Painting Council (SSPC) unless otherwise required by the Division Representative or designee. Only one (1) paint product from an approved manufacturer’s coating system should be used on any, one (1) surface. 3.2 Recommended Paint Products for Steel Coating: Steel Coating paint systems must be UV stable and approved by the manufacturer for marine environments due to Collier County’s high level of humidity. High quality professional-grade paint must be utilized to perform these services. The Contractor must utilize the following brands or brand equivalents: a. Tnemec b. PPG c. Sherwin Williams d. International Paint LLC, a company of AkzoNobel All painting products and/or brand equivalents must be approved prior to the commencement of work. The County may request product information and/or specification sheets. The County shall be the sole judge of equality or similarity. The County shall have the authority to authorize on a per-job basis. 3.3 Surface Preparation Basic Services for Structural Steel Painting: 3.3.1 All surfaces: Remove all grease, oil, dirt, dust, and other soluble contaminants in accordance with SSPC-SP1 Solvent Cleaning (see Attachment 1). Follow by a potable water rinse to remove residuals. Follow manufacturer recommendations to use a compatible solvent cleaning system. 3.3.2 Spot clean all exposed bare metal and rusted surfaces to remove all loose rust and scale in accordance with SSPC -SP11 Power Tool Cleaning to Bare Metal (see Attachment 2), taking special care to feather out the edges of the existing coatings. All other surfaces shall be prepared in accordance with SSPC-SP2 Hand Tool Cleaning (see Attachment 3) using medium grit sandpaper. In addition to SSPC-SP2, scuff sand existing painted surfaces to remove any sheen. 3.3.3 All inspected and approved cleaned surfaces must be prime coated within the same working day. 3.3.4 All surfaces to be painted must be clean, free of oxidation or rust and damage, and dry prior to the application of finishes and coatings. 3.4 Special Services for Structural Steel Painting: 3.4.1 Metal building preparation includes: • checking all fasteners and tightening loose ones • removing corroded fasteners and replacing them with new ones • sealing any penetrations and holes with urethane sealant 3.5 Coating System: Manufacturer guidelines must be followed for any chosen paint system. The following method shall be used 16.F.8.a Packet Pg. 1357 Attachment: 23-8169 Solicitation_rev (27581 : Award ITB 23-8169, "Painting and Pressure Washing Services") unless designated otherwise by the manufacturer: a. Prime Coat: To all inspected and approved, bare metal cleaned steel surfaces – apply one (1) coat of paint per manufacturing specification. b. Intermediate Coat: To all inspected and approved, Primed & Hand Tool cleaned steel surfaces – apply a coat of paint per manufacturing specification. c. Epoxy Primer Coat: Apply to all surfaces a coat of epoxy primer per manufacturer specification. d. Stripe Coat: To all previously intermediate coat surfaces – apply by brush a separate Stripe Coat of paint per manufacturing specification. e. Finish Coat: Apply to all surfaces an overall coat of paint per manufacturing specification. SECTION 4. ROUTINE PRESSURE WASHING SERVICES 4.1 Specifications for Basic Routine Pressure Washing Services: 4.1.1 Contractor shall be capable of cleaning all surfaces, vertical and horizontal. 4.1.2 Contractor shall be responsible for applying the proper level of pressure as specified in the scope of work up to 40,000 PSI. 4.1.3 Contractor’s duties shall include, but not limited to, the removal of all mold, mildew, algae, sand, dirt, oil, grease, bird droppings, and gum. Any residue remaining from the removal of these items shall be cleaned and the resulting surface shall leave no evidence behind. 4.1.4 Contractor shall ensure surfaces where services are performed are free of streaks. 4.2 Special Services for Routine Pressure Washing: a. Abrasive Blasting Using Sand, Soda, or Glass b. Ultra-High-Pressure Hydro blasting greater than 40,000 PSI SECTION 5. ADDITIONAL SERVICES Additional services may be requested of the Contractor for which a painting company may reasonably be expected to perform outside of the scope of services contained specifically herein. If requested, the Contractor shall provide a proposal based on the hourly rate provided on the bid schedule. The hourly rate is for a painter with the necessary qualifications and skills to perform the work. SECTION 6. GENERAL REQUIREMENTS 6.1 Workmanship: 6.1.1 Contractor shall provide all of the necessary labor, skilled personal, tools and equipment to perform high quality workmanship and all of the services requested herein. 6.1.2 All work must be completed in compliance with Collier County Vertical Standards unless specifically exempted in writing by the Division Representative or designee. 6.1.3 Apply all materials in accordance with the manufacturer’s recommendations and specifications. 6.1.4 Provide finished surfaces that are free from sags, skips, drips, and other defects. 6.1.5 Perform work under conditions best suited for the production of acceptable work. 6.1.6 Protect adjacent areas from damage from misplaced paint and preparatory work. 6.1.7 Provide continuous dust control as required. 6.1.8 Coordinate with Division Representative or designee before using noisy equipment or performing spray painting in or around occupied facilities. 6.2 Performance Measures: 6.2.1 The Contractor will advise the Division Representative or designee of any extenuating circumstances that will prohibit the Contractor from performing the requested service(s). 6.2.2 The Division Representative or designee shall be the final authority on any issues that may arise as to the quality and acceptability of any work performed under this contract. 6.2.3 If the Primary Contractor is unable to perform the work requested and does not provide a reasonable timeframe, the Division will request services from the Secondary, and if the Secondary Contractor is unable to fulfill the work, the County will request services from the Tertiary Contractor. 16.F.8.a Packet Pg. 1358 Attachment: 23-8169 Solicitation_rev (27581 : Award ITB 23-8169, "Painting and Pressure Washing Services") 6.2.4 Any work to be provided by a subcontractor requires approval by the Division Representative, or designee, prior to commencement of work. 6.2.5 The Contractor must comply with Federal and State right-to-know laws if hazardous materials are used. Material Safety Data Sheets (MSDS) will be made available and provided to the Division Representative or designee upon request. The Contractor is required to immediately report to the Division Representative or designee any spillage or dumping of hazardous material on Collier County property. The Contractor shall bear all costs associated with the cleanup of any such incidents. 6.3 Licensing and Certifications: 6.3.1 The Contractor shall possess and maintain throughout the term of the contract period and any renewal periods, the correct occupational licenses, all professional licenses, or other authorizations necessary to carry out and perform the work required by the project pursuant to all applicable Federal, State and Local Laws, Statue, Ordinances, and rules and regulations of any kind. 6.3.2 The Contractor shall provide a copy of the Collier County Painting Contractor Certificate of Competency upon bid submission or prior to the Notice of Recommended Award. 6.3.3 All licenses must be valid through the term of the agreement. 6.4 Work Hours: 6.4.1 Normal business hours are Monday through Friday between 7:00 AM and 5:00 PM, excluding County observed Holidays. After-hours are considered before 7:00 AM and after 5:00 PM on weekdays and at any time on Saturday, Sunday, or County Observed Holidays. 6.4.2 If a requested service is scheduled to start and end during normal business hours and Contractor extends work into the after-hours period due to no fault of Collier County, the hours worked outside of normal business hours shall be billed at the normal business hours rate. 6.4.3 If determined by the Division Representative or designee that service is required after normal business hours, the Contractor may bill 1.5 times the unit rate per the bid schedule. 6.4.4 To minimize interference with the daily routine of Collier County employees and individuals using the facilities, the date and time of services must be mutually agreed upon by the Division Representative or designee and the awarded Contractor. 6.5 Billing and Invoicing: 6.5.1 The County’s Purchase Order number must appear on each invoice. 6.5.2 Invoices shall contain details of the services performed and service dates. 6.5.3 Contractor’s unit rates shall be inclusive of labor, insurance, overhead, profit, and use of company owned equipment. Use of subcontractors and rental equipment may be needed, as required and approved by the Division Representative or designee prior to commencement of work. 6.5.4 Contractor may only charge unit rates for work performed at the job site and shall be per the resultant Fee Schedule. 6.5.5 Contractor shall provide copies of receipts for materials costing $500.00 or more, subcontractor invoice, and/or equipment rental receipt with the invoice. Materials and rental equipment will be allowed a maximum of 10% markup, and the use of subcontractors will be allowed a maximum of 15% markup. No markup shall be permitted on ancillary charges, taxes, and freight/shipping. The County reserves the right to separately solicit quotes/bids for any work if in the best interest of the County. The County reserves the right to supply all necessary materials for selected projects and work assignments. SECURITY POLICY The Contractor is required to comply with County Ordinance 2004-52, as amended. Background checks are valid for five (5) years and the Contractor shall be responsible for all associated costs. If required, Contractor shall be responsible for the costs of p roviding background checks by the Collier County Facilities Management Division for all employees that shall provide services to the County under this Agreement. This may include, but not be limited to, checking federal, state and local law enforcement records, including a state and FBI fingerprint check, credit reports, education, residence and employment verifications and other related records. Contractor shall be required to maintain records on each employee and make them available to the County for at least four (4) years. All of Contractor’s employees and subcontractors must wear Collier County Government Identification badges at all times while performing services on County facilities and properties. Contractor ID badges are valid for one (1) year from the date of issuance and can be renewed each year at no cost to the Contractor during the time period in which their background check is valid. All technicians shall have on their shirts the name of the Contractor’s business. 16.F.8.a Packet Pg. 1359 Attachment: 23-8169 Solicitation_rev (27581 : Award ITB 23-8169, "Painting and Pressure Washing Services") The Contractor shall immediately notify the Collier County Facilities Management Division via e-mail (DL- FMOPS@colliercountyfl.gov) whenever an employee assigned to Collier County separates from their employment. This notification is critical to ensure the continued security of Collier County facilities and systems. Failure to notify within four (4) hours of separation may result in a deduction of $500 per incident. The Collier County Sheriff’s Office (CCSO) requires separate fingerprinting prior to work being performed in any of their locations. This will be coordinated upon award of the contract. If there are additional fees for this process, the Contractor is responsible for all costs.
