Resolution 1989-069 F~SOLUTION NO. 89-~ MARCH a, 111811 A RESOLUTION ENACTED PURSUANT TO THE PROVISION OF COLLIER COUNTY ORDINANCE NO. 83-7, WHICH ESTABLISHED A SYSTEM OF PERSONNEL ADMINISTRATION FOR THE GOVERNMENT OF COLLIER COUNTY, FLORIDA. WHEREAS, Collier county'ordinance No. 83-7 states that the Board of County commissioners shall adopt rule,. and regulations which provide classification of all positions, based on duties, authority, and responsibility of each position; with adequate provJsion for reclassification of any positions warranted by changed circumstances of work; and WHEREAS, Collier County Resolution No. 85-193 which adopted current Collier County Personnel Rules and Regulations provides in Section 8-4 that amendments to the Pay Plan shall be considered by the Human Resources Director when changes of responsibilities of work or classes, living costs, availability of labor supply, prevailing rates of pay, the County's financial condition and policies, or other pertinent economic considerations warrant such action. Said section further provides that the County Manager may recommend to the Board of Ccunty Commissioners amendments of the Pay Plan by resolution; and WHEREAS, the Board of County Commissioners adopted Resolution No. 88-215 approving the current County Pay Plan and Class Specifications; and WHEREAS, the Human Resources Director recommends the new pay title of Senior Risk Management Analyst be established. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: 1. SENIOR RISK MANAGEMENT ANALYST nEFINITION To provide responsible analytical and technical support to the Risk Management Director in all areas of risk management including, but not limited to employee benefits, worker's compensation, loss prevention, property and casualty insurance, safety, disaster preparedness, contract review, and actuarial analysis; and to provide professional, effective and efficient public service assistance to the general public. DISTINGUISHING CHARACTERISTICS This is the advanced journey level of the Risk Management Analyst series. positions assigned to this class perform the more complex work including analysis of existing and proposed programs, program development and policy and procedure formation. Additionally, senior level employees exercise technical and functional supervision over professional and technical staff. SUPERVISION RECEIVED AND EXERCISED Receives direction from the Risk Management DirfctOr. Exercises functional and technical supervision (lver professional, technical, and clerical personnel. EXAMPLES OF DUTIES - Duties may include, but are not limited t', the following: Lead and Employee County. participate in the development of Risk Management, ~afety, Benefits, and Insurance or Loss prevention programs for the Develop and present personnel related to insurance. training and educational programs for County accident prevention, work-site safety, and Coordinate programs with County staff, insurance carriers and outside agencies. Perform actuarial analysis and provide recommendations. Assist in budget preparation. QUALIFICATIONS Knowledge of: Competitive bidding and legal requirements pertaining to the acquisition of insurance. Advanced principles and practices of Risk Management, Prevention, Employee Benefits, Accident Investigation, Statistical Analysis. Loss and Appropriate County codes and ordinances; Federal and State laws governing loss prevention programs applicable at the County level. Experience and Training Guidelines: Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of increasingly responsible experience pertorming professional level investigatory, statistical, and/or administrative work in insurance, loss prevention, employee benefit or risk management programs. Training: Equivalent to a Bachelor's degree from an accredited four year college or university with major course work in business administration, public administration, insurance, or industrial or occupational safety/loss prevention, or a related field.
