EXECUTIVE SUMMARY
Recommendation to approve a Budget Amendment in the amount of $245,769.64 to fully fund needed
repairs to five (5) historic structures at Collier Museum at Government Center.
OBJECTIVE: To properly maintain County assets of historic value.
CONSIDERATIONS: Collier Museum at Government Center houses five (5) historic buildings: Naples Cottage,
Huntoon Gallery, Swamp Buggy Garage, Rogers Art Studio, and Craighead Laboratory. The Rogers Art Studio was
moved to the museum in 2016 and opened to the public in 2018. The others were moved to the site in the 1990s.
Since that time, most have received only minimal maintenance. In February 2021, staff engaged a historic
preservation architect on a continuing contract to assess the structures and make recommendations for restoration
and preservation activities needed. In November 2021 Renker Eich Parks Architects submitted a Building
Conditions Assessment Report indicating three (3) of the five (5) roofs need to be replaced, three (3) of four (4)
wood structures require repair of windows to seal the building envelope, and all structures require exterior
repainting or sealing.
Renker Eich Parks was subsequently engaged to complete full plans and specifications detailing the work needed to
bring the buildings back to a fully restored condition. Plans and specifications were completed in January 2023.
In brief, the scope of work is as follows:
Naples Cottage: Clean and recoat roof; repoint chimney; repair wood doors, jambs, window, sashes, and
siding; replace missing shingles; replace screen door; sand and refinish wood floors; repaint interior and
exterior.
Rogers Studio: Replace roof; repair masonry and stucco; paint exterior.
Huntoon Gallery: Clean and recoat roof; rehang door canopy; repair roof deck boards from the attic;
provide new insulation in attic; repair wood windows and hardware; replace non-historic door, window,
and entry tile with period-appropriate materials; repair and refinish wood flooring; touch up interior paint;
repaint exterior.
Swamp Buggy Garage: Replace roof; clean and seal concrete slab; repair wood framing, door, jambs, and
windows; replace door and window hardware; repair light fixtures; repaint the exterior.
Craighead Laboratory: Replace roof; install new gutters; construct ADA ramp with landing; install new
screen door and restore hardware; refinish windows; clean and recoat siding; clean and refurbish light
fixtures.
A complete bid package was developed and issued on September 8, 2023, to the General Contractors und er
Contract No. 19-7525. One bid was received by the due date of October 5, 2023, from Capital Consulting Solutions
in the amount of $440,220.
Renker Eich Parks Architects has reviewed the bid received and found it to be sufficiently consistent with their
estimate of the probable cost of $410,294.64.
Project No. 50510 Main Museum General Repair has a budget of $238,450.36 dedicated to funding this work. The
project is currently underfunded in part due to the amount of time elapsed since the start of this project and the
subsequent inflationary increases in construction costs, and in part due to the unpredictable nature of historic
preservation work, wherein field conditions often cannot be determined until work is undertaken, a factor that
causes bidders to include higher contingencies that may be used for other projects.

The entire scope of work needs to be completed to safeguard County assets and resolve an ADA access issue. Staff
recommends fully funding the project by moving funds from abandoned, completed, or contingency projects within
Fund (3026) Museum Capital.
FISCAL IMPACT: Staff has prepared a Budget Amendment moving a total of $245,769.64 from abandoned,
completed, or contingency projects to Project No. 50510 Main Museum General Repair in Fund (3026) Museum
Capital.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and
requires majority vote for approval. -JAK
