Agenda 12/12/2023 Item #16B17 (Recognize FY 2023/2024 Safe Streets and Roads for All)12/12/2023 EXECUTIVE SUMMARY Recommendation to recognize FY 2023/24 Safe Streets and Roads for All (“SS4A”) Safety Action Plan Grant funding in the amount of $200,000 to the Collier Metropolitan Planning Organization (MPO) from the Federal Highway Administration (FHWA), plus $50,000 in local matching funds, and to authorize the necessary budget amendments. (Project 33874, Funds 1841 and 1842) OBJECTIVE: To complete a Safety Action Plan that would allow Collier County to be eligible to apply for Safe Streets for All implementation grants. CONSIDERATIONS: The Collier MPO executed a grant agreement in the amount of $200,000 with the FHWA to develop a comprehensive Safety Action Plan on October 13, 2023 contingent upon providing $50,000 in local matching funds. The MPO Board also entered into a Local Match Agreement with the Board of County Commissioners specifying the County’s contribution of $40,000 and the Collier MPO’s contribution of $10,000 at the October 13th meeting. The Board of County Commissioners approved the Local Match Agreement on September 12, 2023. The total budget amount for the development of the SS4A Safety Action Plan is $250,000. Grant funding began on October 26, 2023 with the execution of the SS4A Grant Agreement by FHWA, which does not coinc ide with the County’s budget cycle. A budget amendment is required to recognize the anticipated grant revenue and establish the appropriate expense appropriation. The Collier MPO is an independent agency that manages its own funds. The Board of County Commissioners appropriates the Collier MPO’s annual operating budget and acts as the custodian of the Collier MPO’s account, with the Clerk of Courts assisting with the administration of the account. The biennial FY 2022/23-2023/24 Unified Planning Work Program (“UPWP”), was approved by the Collier MPO Board on May 13, 2022 and amended on September 9, 2022, October 14, 2022, and May 12, 2023. Collier MPO Staff prepared an amendment to the UPWP to reflect the FHWA SS4A grant award amount of $200,000 and local match of $50,000 for MPO Board approval at its next regular meeting on December 8, 2023. FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $200,000 within Growth Management Grants Fund 1841, Project 33874 funded by FHWA. A local match of 20% or $50,000 is required. Budget amendments are also required for Growth Management Match Fund 1842, Project 33874 in the amount of $50,000 available within Growth Management Capital Fund 3081, Project 60109 in the amount of $40,000 and MPO Operating Fund 1809, Project 31128 in the amount of $10,000. Sources of local match are support by the General Fund (0001) and the MSTU General Fund (1011) annual transfers. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: This request is consistent with the Long-Range Transportation Plan and Goal 1 of Transportation Element of Collier County’s Growth Management Plan RECOMMENDATION: To recognize and authorize the necessary budget amendment to the FY 2023/24 grant revenue totaling $200,000, resulting from a grant award by the FHWA to the Collier Metropolitan Planning Organization and $50,000 in local matching funds, including $40,000 provided by the Board of County Commissioners, and $10,000 in local funds provided by the Collier MPO.
