EXECUTIVE SUMMARY
Recommendation to approve the selection committee’s ranking and authorize staff to begin contract
negotiations with Stantec Consulting Services, Inc., related to Request for Professional Services (“RPS”) No.
23-8159, “Post Design Services for Stan Gober Memorial Bridge Rehabilitation,” and direct staff to bring a
proposed agreement back for the Board’s consideration at a future meeting. (Project No. 66066)
OBJECTIVE: To approve the selection committee’s ranking for RPS No. 23-8159 and to negotiate an agreement
to engage the services of Stantec Consulting Services, Inc., to provide Post Design for the Stan Gober Memorial
Bridge Rehabilitation.
CONSIDERATIONS: The Stan Gober Memorial Bridge Rehabilitation will address structural deficie ncies
flagged in the Florida Department of Transportation Inspection Report. These deficiencies include cracks in the
deck slab, support beams, pier caps, and columns and other channel scour-related deficiencies.
Cardno, Inc., was the Engineer of Record for design and submitted the signed and sealed plans for the construction.
Staff failed to timely request a time extension and as a result on July 24, 2022, the design contract unintentionally
expired.
On December 8, 2021, Stantec Consulting Services, Inc., acquired Cardno Consulting, LLC formerly known as
Cardno, Inc., and all its assets, including the rights to active contracts including the Stan Gober Bridge
rehabilitation contract.
On April 3, 2023, the County advertised the construction contract with bids to be received by May 3, 2023.
However, the County was unable to proceed with the construction contract without the support of an Engineering
firm to provide Post Design Services during construction to review the construction bids and ability of contr actors
to perform the work, review shop drawings and provide design clarifications. Therefore, the construction
solicitation was withdrawn.
On June 2, 2023, the Procurement Services Division posted RPS No. 23-8159, Post Design Services for Stan Gober
Memorial Bridge Rehabilitation. To stimulate interest, staff extended the response deadline for an additional two
weeks. Staff also performed additional vendor outreach, but the County only received one proposal by the July 21,
2023, submission deadline. Staff found that proposal, submitted by Stantec Consulting Inc., to be responsive and
responsible.
The Selection Committee met on September 27, 2023, scored the sole and responsive proposal, officially ranked,
and recommended that the proposal submitted by Stantec Consulting Services, Inc., (“Stantec”) go forward, and
recommends that the Board authorize staff to begin contract negotiations with Stantec. Stantec has been in business
since 2001, with one local office in Fort Myers, and has provided services on prior County projects since 2011.
If staff is unable to reach a proposed agreement with Stantec Consulting Services, Inc., it will need to resolicit these
services in an effort to obtain other interested consultants.
FISCAL IMPACT: Approval of this item does not result in a direct fiscal impact; however, the source of
funding for the future contract (subject to board approval at a subsequent meeting) is available within
Transportation Gas Tax Fund (3083).
LEGAL CONSIDERATIONS: This transaction falls under Florida’s Consultants’ Competitive Negotiation Act
(sec. 287.055, Florida Statutes). The Act requires that the County “shall select in order of preference no fewer than
three firms deemed to be the most highly qualified to perform the required services.” Here we have one responsive
proposal. I have spoken with Procurement Staff, and I am satisfied that they have done everything they could to get
additional responses to no avail. With that noted, this item is approved as to form and legality and requir es
majority vote for approval. -JAK

GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation
Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the
major roadway system at an acceptable Level of Service.
RECOMMENDATION: To approve the selection committee’s ranking and authorize staff to begin contract
negotiations with Stantec Consulting Services, Inc., related to RPS No. 23-8159, “Post Design Services for Stan
Gober Memorial Bridge Rehabilitation,” so that a proposed agreement can be brought to the Board for
consideration at a future meeting.

INTRODUCTION
As requested by the Transportation Engineering Division (hereinafter, the “Division or Department”), the Collier County Board of
County Commissioners Procurement Services Division (hereinafter, “County”) has issued this Request for Professional Services
(hereinafter, “RPS”) with the intent of obtaining proposals from interested and qualified Consultants in accordance with the terms,
conditions and specifications stated or attached. The Consultant, at a minimum, must achieve the requirements of the Specifications
or Scope of Work stated.
The purpose of this solicitation is to retain Consultant engineering services for the Collier County Transportation Engineering
Division, to provide limited services during construction for the Stan Gober Memorial Bridge Repair/Rehabilitation Project.
BACKGROUND
The design documents for the Stan Gober Memorial Bridge Repair/Rehabilitation Project were completed on February 16, 2023. The
construction contract will start shortly, and the County is looking for retaining an engineering consulting form to provide limited services
to support the construction project.
TERM OF CONTRACT
County reserves the right to modify this scope during negotiations for budgetary reasons.
The contract term, if an award is made, will commence on the date of the Notice to Proceed and end upon acceptance and approval
of the final payment.
Prices shall remain firm for the term of the awarded contract.
Surcharges will not be accepted in conjunction with this award, and such charges should be incorporated into the pricing structure.
DETAILED SCOPE OF WORK
PART 1 – SCOPE OF WORK
Task 1 - Post Design Services During Construction:
Post Design Services may include meetings, construction assistance, plans revisions, shop drawing review, survey services, as-built
drawings, and load ratings. Services shall include but not limited to:
•Attend a Pre-Bid meeting.
•Issue addenda during construction contract solicitation.
•Respond to bidder’s questions during the construction solicitation.
•Attend a Pre-Construction meeting.
•Review contractor’s bids and provide award recommendation letters.
•Review and approval of shop drawings.
•Respond to requests for Information/Clarification by the contractor.
•Attend field or other meetings as needed.
•Revise contract drawings as directed by the County.
•Provide contract document interpretation and assistance in addressing requests for information and unforeseen conditions

when requested by the County.
• Review and assist in field changes which include minor redesign elements as requested by the County.
• Attend one substantial completion walk-through meeting in the field.
Contractor will be responsible for providing Record Drawings based upon the contractor’s markups, visual observations, and record
survey. However, the CONSULTANT is required to verify and approve the shop drawings.
CONSULTANT will prepare and submit required Project Certification(s) to SFWMD.
The presence and/or duties of CONSULTANT’s personnel at a construction site, whether as onsite representatives or otherwise, do
not make CONSULTANT or CONSULTANT's personnel in any way responsible for those duties that belong to County’s and/or the
construction contractors or other entities, and do not relieve the construction contractors or any other entity of their obligations, duties,
and responsibilities, including, but not limited to: all construction methods, means, techniques, sequences, and procedures necessary
for coordinating and completing all portions of the construction work in accordance with the Construction Contract Documents and
any health or safety precautions required by such construction work.
CONSULTANT and CONSULTANT's personnel have no authority to exercise any control over any construction contractor or other
entity or their employees in connection with their work or any health or safety precautions and have no duty for inspecting, noting,
observing, correcting, or reporting on health or safety deficiencies of the construction contractor(s) or other entity or any other persons
at the site except CONSULTANT's own personnel.
The presence of CONSULTANT's personnel at a construction site is for the purpose of providing to County a greater degree of
confidence that the completed construction work will generally conform to the construction documents County and that the integrity
of the design concept as reflected in the construction documents has been implemented and preserved by the construction
contractor(s). CONSULTANT neither guarantees the performance of the construction contractor(s) nor assumes responsibility for
the construction contractor's failure to perform work in accordance with the construction documents.
Task 2 - Final As-Built Structure Documents Package(s): As Requested by the County:
The primary intent of this task is to have accurate bridge records available for inspection, maintenance, load rating, rehabilitation and
emergency repair operations, and any future widening operations.
The CONSULTANT is responsible for assembling each Signed and Sealed As-Built Structure Document Package(s) and certifying
that each the package(s) accurately represents the as-built condition of the bridge(s). The As-Built Structure Documents Package(s)
is/are the final deliverable(s) of this task.
The As-Built Structures Documents Package(s) shall contain select bridge records that the Owner is required to store for the life of
the bridge (MBE Section 2). A package is one ZIP archive per bridge clearly identifying the structure number; PDF contents are
either direct-to-pdf or scanned at 300dpi+ and 75% quality compression. At a minimum, each package contains (as applicable):
1. Foundation records: pile driving/installation records, drilled shaft inspection records, spread footing inspection records and
boring logs. (Information to be provided by Contractor to the Consultant)
2. Structure plans: shop drawings and Signed and Sealed As-Built structure(s) plans.
3. A Signed and Sealed Hydraulic analysis plan sheet for bridges traversing water.
4. Signed and Sealed As-Built load rating documents per FDOT guidelines, including but not limited to:
• As-Built load rating calculations
• Input files
• Output files
• Load rating summary sheet(s)
• Signed and Sealed letter(s) stating that the as-bid load rating(s) represent the as-built condition(s).
All CONSULTANT contact with the Contractor shall be made through the County’s Construction Project Manager. The
CONSULTANT shall not contact the Contractor directly unless there is a possible immediate threat to public health and/or safety.
The County’s Construction Project Manager must be contacted immediately thereafter.
The Contractor will submit a Quality Control Plan to the Consultant for review and approval. The Quality Control Plan shall be based
on the FDOT Specifications. The Contractor is responsible for having all sampling and testing on the project performed by FDOT-
certified personnel.
The CONSULTANT will be provided with a copy of the Contractor's Quality Control Plan for review and approval. (For the bridge
and appurtenances only.) The CONSULTANT is responsible for confirming that all quality control testing and requirements of the
approved Quality Control Plan have been executed and that the results are satisfactory per the design requirements.
The CONSULTANT shall visit the construction site at key phases of the project to verify the as-built conditions of the bridge. This
will require the CONSULTANT to coordinate with the County during construction and attend construction meetings as required or
requested by the County. The CONSULTANT shall meet with the County during the Quality Control submittal/review to establish

the anticipated stages of construction that site visits by the CONSULTANT will be necessary to execute the scope of work defined
herein.
The CONSULTANT must notify the County’s Project Manager of any design-related issues as soon as possible.
It is important that the CONSULTANT document all significant changes made during construction in the final as-built plans. The
CONSULTANT shall markup· sheets requiring minor (non-engineering analysis) as-built changes and show those changes on the
Final Signed and Sealed As-Built Signature Sheet(s). Major changes resulting in the issuance of revised contract documents must
also be included in the as-built package and recorded appropriately on the Final Signed and Sealed As-built Signature Sheet(s).
Any changes proposed by the Contractor must be signed and sealed by the Contractor's EOR and approved by the CONSULTANT
and the County. This may be a Cost Savings Initiative Proposal (CSIP) redesign or an original design of certain components, including
Shop Drawings.
All original documents obtained by the CONSULTANT will be turned over to the County at the end of the project or upon request
by the County. All documents obtained for inclusion in the Final As-Built Structure Documents Package must be Quality Control
reviewed by the CONSULTANT to ensure correctness and legibility. The CONSULTANT shall contact the County if any
deficiencies are identified.
The Final As-Built Structure Documents Package Certification(s), the final as-built bridge plan set(s) and the final as-built load
rating(s) must be digitally signed and sealed by the CONSULTANT. These items shall be included in the final delivery of the As-
Built Structure Documents Package(s).
The CONSULTANT is expected to coordinate and communicate with the County throughout the project and identify instances where
the CONSULTANT believes additional quality assurance testing is necessary to certify the Final As-Built Structure Documents
Package(s).
Quality assurance material testing will be the responsibility of the contractor. If a need for additional quality assurance testing is
identified, the CONSULTANT must notify the County as soon as possible to allow for evaluation of the request and schedule of the
necessary tests to avoid construction delays.
PART 2. - PROJECT SCHEDULE
Overall Project Schedule is anticipated to be 15 months from the Notice to Proceed (NTP).
• This will allow sufficient time for the Construction and Certification of the Improvements.
PART 3. - EXCLUSIONS
The following tasks are not included in the Scope of Work for this Agreement:
1. Design Services for new elements.
2. Construction Inspection Services
3. Services During Construction other than those listed above or requiring more effort than that provided for in the Fee Schedule
of the resultant Agreement.

for an additional two (2) weeks. Staff performed additional vendor outreach to promote competition, and one
(1) proposal was received by the July 21, 2023, deadline. Staff reviewed the proposal received and deemed the
proposer responsive and responsible.
The Selection Committee convened on September 27, 2023, scored the proposal, and established a final
ranking as shown above.
Staff is recommending negotiations with Stantec Consulting Services Inc.
