EXECUTIVE SUMMARY
Recommendation to adopt an amendment to the Collier County Citizen Corps Ordinance, in order to add a
membership category for The United Way, remove Civil Air Patrol and replace with Collier Ready -
Community Organizations Active in Disaster (COAD), and revise quorum requirements. (This is a
companion to item 16K1)
OBJECTIVE: To amend Ordinance No. 2002-56, as amended, the Collier County Citizen Corps Ordinance.
CONSIDERATIONS: Collier County Ordinance No. 2002-56 established the Citizen Corps as an advisory
committee to coordinate activities within Collier County to protect its citizens, to the maximum extent possible,
against threats of terrorism. Ordinance No. 2016-21 amended the Citizen Corps Ordinance to take a broader all-
hazards approach, and to implement the requirements of the Emergency Management Accreditation Program
(EMAP) when needed. Staff recommends updating the membership categories to replace the Medical Reserve
Corps seat with a United Way seat and replace the Civil Air Patrol with Collier Ready - Community Organization
Active in Disaster (COAD) and reducing the quorum requirement from six to five members.

6. The Citizen Corps is authorized to form working groups in a coordinated fashion including but not limited
to the local mitigation strategy working group, as needed to assist in the County’s all hazard approach in the whole
community preparedness goal of prevention, protection against, mitigation, response to, and recovery from threats
and hazards that pose the greatest risk to Collier County. Findings from these working groups will be briefed to
Citizen Corps on an as needed basis.

who engage in public safety, human services and all-hazard disaster support. The Committee shall consist of 9
voting members from the following community agencies and organizations:
A. Community emergency response team (CERT).
B. Collier County Medical Reserve Corps. United Way.
C. Collier County Fire Chiefs Association.
D. Civil Air Patrol (CAP). Collier Ready - Community Organizations Active in Disaster (COAD).
E. Coast Guard auxiliary.
F. American Red Cross.
G. Salvation Army.
H. Retired senior volunteer program (RSVP).
I. Collier County Business/Industry.

SECTION SEVEN: Officers, quorum, and compensation.

2. The presence of six five or more members shall constitute a quorum. The committee may adopt rules of
procedure for the transaction of business and shall keep a written record of meetings, findings and determinations.
Copies of all committee meetings and exhibits shall be forwarded to the Board of County Commissioners.

FISCAL IMPACT: There is no current fiscal impact associated with this request. The cost of advertising the
ordinance amendment was $611.52.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for Board approval. -JAK
RECOMMENDATION: That the Board of County Commissioners adopts, and authorize the Chairman to sign,
the attached Ordinance to amend Ordinance No.2002-56, as amended.

Thank you for attending the November 14th Collier County Board of County Commissioners meeting
and expressing your thoughts on replacing Civil Air Patrol with the United Way of Collier and the
Keys. I am the Emergency Management liaison with Citizen Corp and monitor all meetings and
business that takes place regarding Citizen Corps.
Citizen Corps is a component of President George W. Bush’s USA Freedom Corps, founded after the
events of 9/11. Citizen Corp is a way to get people involved in their families and their community;
to make communities safer, stronger, and better prepared to respond to all types of disasters.
Citizen Corps is about engaging individuals through education, training, and volunteer service.
Some primary objectives of Citizen Corps are to act as convener to bring partners together, develop
action plans, tailor and promote activities to the community, educate the public, offer citizens new
and exciting volunteer opportunities, and provide training opportunities.
Citizen Corps is designed to be tailored to each community and will be managed at the local level by
Citizen Corps board members. Currently, board members include folks from the Chamber of
Commerce, United States Coast Guard Auxiliary, The Salvation Army, the American Red Cross,
Community Emergency Response Team (CERT), Retired & Senior Volunteer Program (RSVP – a
component of AmeriCorps), and the Fire Chiefs Association. Civil Air Patrol (CAP) and The Medical
Reserve Corps were no longer able to fill their obligation, leaving Citizen Corps with two vacancies.
We are hoping to fill these two vacancies with United Way of Collier and the Keys and our newly
formed Community Organizations active in Disaster (COAD). In addition, Florida Department of
Health, Collier County Sherriff’s Office, Amateur Radio Operators, Collier County Emergency
Management, and members of our Local Mitigation Strategy working group also attend and share
their ideas and happenings.
In my communication with Civil Air Patrol, they stated they were no longer able to participate in
Citizen Corps, but that does not mean we, in the County, no longer work with them. In fact, we
have grown our relationship with them, and are currently working on Memorandums of
Understanding with the Marco Island Wing of CAP. We continue to work with them during blue
skies and grey, and they were instrumental in helping FEMA assess damage from the air following
Hurricane Ian. While they may not hold a seat on Citizen Corp, I can assure you, CAP and Collier
County continue to work together, and we value their great organization and the service they
provide to the community.

Our main reason for selecting United Way of Collier and the Keys to fill a vacant position is the great
amount of work they have done for our community, most notably following Hurricane’s Irma and
Ian. Local chapter membership with Worldwide United Way and use of the United Way brand is
overseen by the United Way Worldwide umbrella organization. United Way Worldwide is not a top-
down organization that has ownership of local United Ways. Instead, each local United Way is run
as independently and incorporated separately as a 501(c)(3) organization. We value the support of
our local chapter, United Way of Collier and the Keys.
Each affiliate is led by local staff and volunteers and have their own board of directors, independent
of United Way Worldwide or a parent organization. It is for this reason that we chose for our local
United Way to become a member of Citizen Corps. United Way of Collier and the Keys has provided
amazing social services to our community following disasters and emergencies. They have been
partners here in the Emergency Operations Center (EOC) following Hurricanes Irma and Ian, worked
with our Long-Term Recovery Groups (LTRG), and helped to establish the Disaster Assistance
Centers (DAC), most recently in Coastland Center Mall. They have partnered with several of our
local non-profits and non-governmental entities and have even stepped up as a member of our
newly formed COAD. Their local engagement, as with all of our partners, is important to recovery
efforts and is invaluable to the citizens of Collier County.
Lastly, as a reminder, Citizen Corps is an advisory committee only. No funds are ever transferred
between Collier County and any participating agencies within Citizen Corps. Citizen Corps deals in
information only, and never handles, exchanges, or receives money, gifts or services of any kind.
Citizen Corps only serves as a communication platform that allows participating organizations,
guests, liaisons, and members of the community to share what is going on within organizations and
the community, solicit and share training opportunities, and propose projects to better our
community when it comes to disaster preparedness, response, and recovery.

I am writing on behalf of the United Way of Collier and the Keys to share some information about our
disaster response and recovery work.
As an organization with a solid commitment to the welfare and resilience of our community, we have
been actively engaged in disaster response and recovery efforts in Collier County for seven years. Our
dedication to assisting our fellow residents during times of crisis, such as in the aftermath of Hurricane
Irma and Hurricane Ian, has allowed us to gain valuable experience and insights into the challenges
faced by our community during disasters.
Our organization's expertise extends to various aspects of disaster, including disaster case
management, long-term recovery, outreach, assessment, advocacy, and the efficient allocation of
resources. We have a proven track record of successfully leveraging resources to provide critic al
assistance to those in need, helping them transition from disaster survivors to thriving community
members.
We also intend to extend our involvement in volunteer management. Whether we take on the role of
the lead agency in collaboration with the County to set up a Volunteer Reception Center (VRC) for
handling unaffiliated and convergent volunteers in the aftermath of an emergency, or we engage with
spontaneous and affiliated volunteers to assist recovery during all stages of a disaster, our primary goal
is to provide critical support and resources. We are committed to fostering a resilient community by
orchestrating a cohesive volunteer effort that not only restores homes to a safe, clean, and secure
condition but also promotes the overall well-being of individuals and families affected by the storm.
Our focus is on creating a positive and supportive experience for volunteers, survivors, and the
community.

Report to the Board of County Commissioners
United Way of Collier and the Keys Disaster Response and Recovery Efforts
Introduction
We present this report to the Board of County Commissioners to provide an overview of the
collaborative disaster response and recovery efforts led by the United Way of Collier and the Keys
(UWCK) following Hurricanes Irma and Ian. This report highlights th e achievements, challenges, and
valuable partnerships that have enabled us to assist thousands of Collier County households in their
journey from disaster survivors to thriving community members.
Background and Key Achievements
The United Way of Collier and the Keys has been actively involved in disaster response and recovery
since Hurricane Irma landed in September 2017. We served as the lead agency for Collier County for
Regional 3. Despite receiving only $803,479 of the $5 million allocated for the FEMA-4337-DR-FL
Disaster Case Management Grant (DCMP) in Regional 3, we assisted 607 households comprising 1,520
individuals. This was achieved through hard work, dedication, and persistence, resulting in the
administration of over $10 million in additional funding dollars to support Collier County residents
affected by Hurricane Irma.
Our work continued, receiving two additional grants from Volunteer Florida, with the last one ending in
January 2023, while simultaneously responding to the challenges posed by Hurricane Ian.
Multifaceted Disaster Case Management
The Collier Disaster Case Management Team's (CDCMT's) responsibilities extended beyond basic
disaster case management, including outreach, screening, intake, assessment, recovery planning,
action, advocacy, service monitoring, case closure, and evaluation. We also play a pivotal role in
assessment, securing funding approvals, overseeing procurement processes, managing repair and
rebuilding efforts, and ensuring the closure of construction-related tasks.
Empowering Survivors:
The United Way of Collier and the Keys opened the Disaster Assistance Center (DAC) after Hurricane
Ian made landfall. The DAC provided survivors with financial relief, essential supplies, advocacy, and
education, empowering survivors to take control of their recovery. We also assist with homeowner
insurance and FEMA appeals.

Hurricane Ian:
After Hurricane Irma, the CDCMT successfully built three new homes, replaced over 30 mobile homes
with manufactured homes, and repaired hundreds of structurally compromised homes. These efforts
were made possible through partnerships with The Salvation Army, Collier County Government, Home

Valued Partners and Programs
The Collier Disaster Case Management Team's success in helping Hurricane Irma victims transition into
survivors was made possible by the collaboration of numerous partners and programs. Some notable
contributions include:
• The FEMA-4337-DR-FL Disaster Case Management Grant (DCMP), in partnership with Volunteer
Florida and United Way of Broward County, allocated $1 million to cover operational costs and
offered assistance to 607 households consisting of 1,520 individuals.
• The Salvation Army Operation Lasting Hope extended direct assistance and procured
construction materials totaling $3,952,615.69 to aid 2,094 households.
• Our disaster case managers assisted 1,003 households in the application process for The
American Red Cross Hurricane Irma Financial Assistance (HIFA) program, resulting in a total
disbursement of $2,989,500 to these households.
• The Collier County Long-Term Recovery Groups, which include the Communities of the
Everglades Disaster Recovery (CEDR), Greater Marco Long -Term Recovery (GMLTRG), and the
Immokalee Unmet Needs Coalition (IUNC), collectively provided a substantial sum of
$1,000,994.20.
• Team Rubicon allocated $515,768.02 in aid to support 41 households in repairing their homes,
which had been structurally compromised and overrun by mold.
• Through the Richard M. Schulze Family Foundation's First Responders/Educators and
Seniors/Aspiring Earners Programs, a generous contribution of $380,000 was extended to aid
159 households, encompassing 488 individuals.
• United Way of Collier and the Keys played a significant role in supporting the community by:
o Providing $200,000 in home and auto deductible assistance to aid 71 households, which
included 247 individuals.
o Offering $100,000 for a home repair/rebuild program, benefiting 40 households
comprising 100 individuals.
• United Way of Collier and the Keys collaborated with the homeowner and a non-governmental
organization (NGO) to reconstruct a residence for a group of five (5) individuals, contributing a
total of $43,968.34 towards this effort.
• The Collier Comes Together Fund, a collaborative initiative by United Way of Collier and the
Keys and the Community Foundation of Collier County, distributed Visa and Mastercard gift

cards with a combined value of $145,500, benefiting 204 households that consist of 557
individuals.
• Habitat for Humanity of Collier County provided a generous contribution of $129,133
specifically for home repairs, targeting residences either overrun by mold or structurally
compromised.
• The United Arab Emirates Red Crescent extended support in the form of $56,935.86 for labor
and supplies, aimed at home repairs, as well as the distribution of food boxes and gift cards
within Farm Workers Village, benefiting 120 households in Immokalee.
• Naples Children & Education Foundation provided $32,250 to support one household
comprised of seven individuals, in Everglades City.
Conclusion:
The United Way of Collier and the Keys' efforts have played a vital role in helping our community
recover from the devastation caused by Hurricane Irma and continue through Hurricane Ian. Our
commitment to assisting survivors, empowering them, and facilita ting their transition to thriving
members of our community has been a resounding success. We look forward to continuing our work in
disaster response and recovery, always focusing on our residents' well -being and our community's
resilience.
