The meeting was called to order by CRA Chair Patricia Anne Goodnight at 9:00 A.M.

CRA Action: Mr. Edward "Ski" Olesky made a motion to allow board member on zoom privileges. Q
Mr. Estil Null seconded the motion, and it passed by unanimous vote. 7-0.
E. Approval of Agenda.
Staff presented the Agenda to the board for approval. Staff announced a change to the Agenda. Staff
announced that an additional item was added to the Agenda under community presentations, Item I. 2.
The Neighborhood Company will have an update for Land Development Code (LDC) regulations.

Ms. Andrea Halman asked a question about the meaning of gap sidewalks located in the minutes on page 4,
last paragraph. Ms. Christie Betancourt informed Ms. Andrea Halman that the meaning of gap sidewalks are
sidewalks that have a gap, and that area is missing a sidewalk. It could be for various reasons. No other
comment was made.
CRA Action: Mr. Mark Lemke made a motion to approve the Consent Agenda as presented. Ms.
Andrea Halman seconded the motion, and it passed by unanimous vote. 8 -0.
G. Announcements.
Public Comments speaker slips
CRA Staff reiterated the public 3-minute speaker slip policy. The board will give more time if they
feel it necessary.
2. Communications Folder
Staff reviewed the communications folder with the board and members of the public. The folder
contained the public notice for this CRA meeting and community event flyers for upcoming events.
Other brief flyers were provided for Collier County Public School Learning Express, Immokalee
Fair Housing Alliance Newsletter, Residential Hazardous Collection Event, and the Collier
Metropolitan Planning Organization Newsletter.
i. Letter of Support for Immokalee Water & Sewer District — Appropriation Request
(Enclosure 6).

Staff provided a copy of the Enclosure 6, which is a copy of the Letter of Support for Immokalee
Water & Sewer District. The letter is in support from the CRA for the appropriation funds that
were awarded to the Immokalee Water and Sewer District (IWSD). Ms. Anne Goodnight added
more information to this matter. She said that the state legislature has approved the funding for
the IWSD but now the wait is on the governor. The state legislature did approve almost the
total amount that was requested. All details are provided in this support letter.

Ms. Goodnight also provided information on the Immokalee Fire Control District. The amount
funded is 6.5 million to build a new fire station on Carson Rd. Ms. Goodnight said there is talks
about tearing the current one down or buying a piece of property and then selling that piece of
property to take care of what is received but the wait is on the state governor signature. If not
signed by July 1, it becomes law. If signed, the state governor may veto.
3. Welcome Gregory J. "Greg" Oravec, CRA Director
Before Mr. Gregory Oravec is introduced, Ms. Anne Goodnight had a few comments on the new
CRA Director. She expressed that she was lucky enough to sit on the interviews, and how there
were five applicants, but only two were interviewed. She said that both were good applicants but
only one stood out to her. She recalled how the first thing he said was that he was a Florida boy,
and how he attended the University of Miami. Ms. Goodnight expressed how that meant a lot since
a couple of Immokalee kids have gone to play football for this University. She also said how he
has a degree in many things that can be of help to the concerns for the Immokalee Area. She said
the most notable thing about him was that a day before his interview, Mr. Oravec went out on that
Sunday afternoon and took a drive around Immokalee and looked at the community. Ms. Goodnight
reiterated that she was lucky that other selection committee members agreed with her, and how we
are lucky that he accepted the job offer. She welcomed Mr. Oravec to Immokalee.
Mr. Oravec said he looks forward to working with the team and thanked Ms. Anne Goodnight for
the kind introductions. He said he goes by Greg and provided a brief background.
Ms. Goodnight expressed that we are sorry to see Ms. Debrah Forester leave because she has been
a blessing. She has been here since Ms. Goodnight was a County Commissioner, and how they110
have come a long way. Ms. Goodnight wished Ms. Debrah Forester well and said that she is always
welcomed back. N
Ms. Debrah Forester said that it has been a pleasure and she will miss everyone. She leaves a
positive note and says that for the past week she has been with Mr. Greg Oravec, and how he is
committed, full of energy, and has great ideas to move forward on the mission to improve the
community. She looks forward to seeing everyone in the future and gives thanks to everyone.

4. Public Meeting Calendar for Immokalee CRA v
Staff informed board members that a couple years ago, Ms. Goodnight was a school crossing guard,
so the CRA meetings start time changed to 9:00 A.M. to accommodate board members. Ms.
Goodnight asked staff to bring this item to see if the board would like to revisit and change the 2-
meeting start time for both the CRA and MSTU to 9:00 A.M. or 8:30 A.M. After much discussion, Q
board members agreed to change start time to 8:30 A.M.
CRA Action: Ms. Andrea Halman made a motion to change CRA Meeting start time to 8:30 A.M.
Mr. Estil Null seconded the motion, and it passed by unanimous vote. 9-0.

5. Community Meetings (Enclosure 7)
Staff provided a copy of Enclosure 7 which is a copy of the upcoming community meetings. Staff
read the upcoming community meetings and provided a brief on purpose of each meeting. Staff
said that the Collier County Parks and Advisory Board meeting was cancelled. Ms. Misty Smith
commented on the Immokalee Water and Sewer District Meeting. She said the time scheduled has
changed. The meetings will start at 3:30 P.M., if anyone is interested in attending, they must call
to get meeting information.
H. Other Agencies
1. Florida Department of Transportation (FDOT), Victoria Peters
Ms. Victoria Peters provided brief updates on FDOT. She informed community members and staff
that she has a contact for the adopt a highway. She said she would provide information on an email
to CRA staff, and that the contact person is Dolores Huff. Her cell phone number is 239-560-5211
and email is Dolores.Huff(c ),,dot. state.fl.us.
She announced that SR 29 has an asset maintenance with a company named Webber. After training
is completed, materials are given to help with the cleanup. Ms. Peters said that Webber offers MOT,
which is the maintenance of traffic. She mentioned the Moving Florida Forward initiative. They
have no confirmation on particular funds on Collier County. In the end of June, the governor will
sign certain laws, and a list of projects will be presented. FDOT will be waiting on more
information.
Ms. Andrea Halman asked if a feasibility study will be done just like it has been done for Marco
Island for a multi -use pathway.
Ms. Victoria Peters provided brief details on a study they programmed a few years ago. She said it
was done for SR951. She said it's in the works for SR29. She asked Ms. Andrea Halman to present
her ideas during the Bicycle & Pedestrian Advisory Committee (BPAC) meeting when they call for
projects. After much discussion with staff and board members on the concerns for bicyclist and the
need for multi -use pathways, Ms. Victoria Peters said she would get with Shaun, who is engineer
for FDOT, and see what can be done.
2. Other Community Agencies
U.S. Small Business Administration (SBA), Tauheedah Mateen
Ms. Tauheedah Mateen provided an update on the Immokalee Area. She said that the SBA physical
deadline to return applications for physical property damages was not requested by the state for an
extension, so SBA staff have been working with businesses to help them understand that there is
second low interest loan that they can apply for. The name of this loan is the Working Capital
Disaster Loan. Businesses are able to apply if they had to close their doors because of Hurricane
Ian, any regular expense affected. The deadline is on June 29, 2023. Communication is key, she
advised stay in contact with the case worker.
She said that the SBA is working on the long-term recovery for any future storm disasters. They
want to get ahead of the next storm and make sure the community is trained with SBA programs.

They can offer workshops and webinars for topics like the Disaster Program, How to get certified
to get government contracts?, and What does HUB Zone mean?. Information will be left with CRA
staff which includes flyers with information on interest rate on Ian and Nicole.
Culinary Accelerator in Economic Development & Housing Division, Ahmed El
Mr. Ahmed El provided information on the Collier County Economic Development & Housing.
He said that the Economic Development & Housing have been put together under Growth
Management Division (GMD). He also notified everyone present that there is a new Director, Sarah
Harrington. Internally there are no big developments. He spoke briefly on members.
Code Enforcement Supervisor, Cristina Perez
Ms. Cristina Perez provided information on the Immokalee clean up that will occur on June 10,
2023, at the corner of N 15t Main Street right next to the drive thru from 8 A.M. to 11 A.M. She
said that there will be many helping hands and materials to help for this big cleanup. She also
provided information on the new investigator in Immokalee. The new investigator started yesterday
at the northeastern corner by the Eden Park area. Ms. Cristina Perez also provided information on
the Immokalee Community Task Force Meeting. The date has changed for May. The Meeting will
be held on Tuesday, May 30, 2023. Ms. Perez ended by introducing the new Code Enforcement
Director, Tom Iandimarino. Mr. Tom Iandimarino introduced himself and provided background
information.
Official Pro Players, Tasheekia Harris
Ms. Tasheekia Harris provided information of the hosting on the official pro players leadership and
field development football camp. The hosting will be held in Immokalee at Immokalee High School
May 27, 2023, from 9 A.M. — 5 P.M. The purpose of this event is to help the young middle and
high schoolers to lead, score and win on and off the field. She said that they are looking for
community involvement and resources. She also said that they are looking for food vendor and t-
shirts sponsor. If anyone is interested, she said they are more than welcome to speak with her. She
thanks everyone for their time.
Immokalee Eastern Chamber of Commerce, Danny Gonzalez
Mr. Danny Gonzalez provided information on events that are coming up. The RCMA Ribbon
Cutting Ceremony for the Lipman Farm Campus will be on May 25, 2023, at 10 A.M. Mr. Danny
Gonzalez invited everyone to attend. He also provided information on the next Immokalee Eastern
Chamber of Commerce Breakfast Meeting that will be on June 7, 2023, at 8 A.M. He informed
everyone that there will be no July meeting for the Immokalee Eastern Chamber of Commerce. Mr.
Danny Gonzalez also commented that Ms. Cristina Perez, has been a big help with the cleanup in
Immokalee. He is seeing many great improvements. He said that the Immokalee Eastern Chamber
of Commerce has been greatly involved and that they hope to continue to do so.
Cultivate Abundance, Lupita Vazquez Reyes
Ms. Lupita provided updates on the community garden nonprofit. She said that they are currently
seeking 12 local area gardeners to add to the current 14 gardeners.

She provided an example of a current gardener who has allowed the group to use a 30 x 90 area in
the residential area to produce 250 pounds of food which averages 68 servings. She encourages
those who are interested to join.
Collier County Economic Development & Housing Division, Lincoln Price
Mr. Lincoln Price provided information on the new Economic Development & Housing Division
Director, Sarah Harrington. He said that she is not new to Immokalee, so she has some knowledge.
She has been operating with the Immokalee Eastern Chamber of Commerce in networking and she
is eager to be in Immokalee. Mr. Price updated everyone that the division is monitoring the
Qualified Opportunity Zone program and they currently have one interest from a large player. They
are still looking for others who are interested.
Mr. Price also said that they are monitoring a number of affordable housing projects. He
encouraged people to contact them if they have any concerns or questions. He provided information
on the 10 culinary accelerator members at the airport facility, he encouraged the community
members to continue to support this facility. He said he would like to encourage those in the
business community to look at their flood insurance policy and encouraged them to do their
elevation certificate. Those who need this policy, they can ask the Growth Management Division
(GMD) to help get the flood insurance.
I. Community Presentations
1. Collier County Airport Authority, Andrew Bennett, Executive Manager
Mr. Andrew Bennett provided an overview of what has been done in regard to projects, what they
are currently working on, and what will happen in the future. He followed up with an update as to
who is currently using the airport and what the utilization is at the airport.
Mr. Bennett said that over the last couple of years, the airport has undertaken some significant
projects and most of them were funded through Federal Aviation Administration (FAA) or FDOT
funds. Staff provided a current google earth aerial map of the Immokalee Airport which Mr.
Bennett used to show all the projects. He announced that 8 million was spent on infrastructure
projects over the last two years.
Projects Completed:
In 2021, the Authority completed Taxiway Charlie extension project (east side), which includes
transportation, airfield signaling and control equipment. The project cost $2.4 million (FAA
Funds).
In 2022, the Authority completed the rehabilitation of Immokalee's secondary runway (18-36)
project, which includes new asphalt, blast pad, medium intensity LED lighting, Runway End
Identifier Lights, Precision Approach Path Indicator lights, signage, wind indicators, and lighting
vault upgrades. The project cost $5.8 million (FDOT funded project at 80%).

Project in progress:
In 2022, a private company, Global Flight Training Solutions started construction on a new flight
training facility. The company is building three IOK sq/ft corporate commercial hangars at that
airport.
Project in the future:
The Florida Army National Guard Readiness Center Project is a new construction project being
proposed at the airport.
This project will include a General -Purpose Training Bay (GPTB), all utility services, information
systems, roads, walkways, curbs, gutters, storm drainage, parking areas, and site improvements.
Physical security measures for anti -terrorism and force protection will be incorporated into the
design to include maximum feasible standoff distances. Energy conservation measures will also be
incorporated into design where feasible. Estimated project $20 million.
Global Flight Training Solutions said they also plan on bringing in maintenance facilities and a jet
charter service in the future.
Collier Mosquito Control District has started the design process on their 10-acre development which
encompasses: two (2) aircraft hangars — 25.2K sq/ft each, administration facility — 37K sq/ft,
maintenance building — 25K sq/ft, and a storage facility — 6k sq/ft.
A brief Q & A session was held between staff, board, and public.
2. The Neighborhood Company (TNC) N
Staff provided updates on status. They have finalized evaluations on the overlay and development
patterns. They are currently having one-on-one meetings with local stakeholders. They want the
community to know that they have openings in case anyone would like to provide more information. In
They are on track, after these meetings are completed, they will work on what is called a white r
to
paper report. They will have a workshop end in the end of June or in July. They will provide more
information as they proceed. After this workshop, staff said they will work on LDC draft with staff
and county staff. Adoption process will be after the LDC draft is completed. They would like to Q
acknowledge Debrah and they look forward to working with Greg. v

1. CRA Budget Priorities E
Staff provided updates on what occurred in the MSTU Meeting. Staff said it was recommended to 5
program a project for Lake Trafford. This project is currently being funded with the Neighborhood Q
Fund. The left -over funds will be moved to Capital Fund 786 under the Main Street or Lake
Trafford fund.

L. Citizen Comments
Ms. Lupita Vazquez Reyes commented if a lighting study will be done around the Immokalee Community
Park or any large foot traffic areas near the Immokalee High School. Ms. Christie Betancourt informed
Ms. Lupita Vazquez Reyes that the TIGER grant project is working on installing lighting within some of
those areas.

The next meeting will be a Joint CRA and MSTU meeting to be held on Wednesday, June 21, 2023, at
8:30 A.M. at CareerSource SWFL.

at 8:30 A.M. at CareerSource SWFL.
All meetings will be publicly noticed in the W. Harmon Turner Building (Building F), posted at the
lmmokalee Public Library and provided to the County Public Information Department for
distribution. Please call Christie Betancourt, at 239-867-0028 for additional information. In
accordance with the American with Disabilities Act, persons needing assistance to participate in any
of these proceedings should contact Christie Betancourt, Operations Manager, at least 48 hours
before the meeting. The public should be advised that members of the CRA Advisory Board are also
