Meeting of the Collier County Community Redevelopment Agency Immokalee MSTU Advisory Committee
on May 24, 2023. The Advisory committee members, staff, and public appeared virtually and in person.

A. Call to Order.
The meeting was called to order by MSTU Chair, Christina Guerrero at 8:31 A.M.
B. Pledge of Allegiance and Moment of Silence.
Christina Guerrero led the Pledge of Allegiance and asked for a moment of silence.
C. Roll Call and Announcement of a Quorum.
Christie Betancourt opened roll call. A quorum was announced for the MSTU board.
MSTU Advisory Committee Members Present in Person:
Christina Guerrero, Bernardo Barnhart (8:37 A.M.), Ana Estrella (8:35 A.M.), Norma Garcia, Andrea
Halman, and David Turrubiartez Jr. (8:42 A.M.).
MSTU Advisory Committee Members Present via Zoom:
None.
MSTU Advisory Committee Members Absent/Excused:
Cherryle Thomas.
Others Present in Person:
Misty Smith, Cristina Occeus, Yvonette Merat, Randi Swinderman, and Commissioner Bill McDaniel.
Others Present via Zoom:
Estil Null, Tauheedah Mateen, Carmen Henry, Mark Sell, and Marlene Dimas.

D. Voting Privileges for Board Members via Zoom.
Staff announced they may have an MSTU committee member join by Zoom.
MSTUAction: Ms. Andrea Halman made a motion to allow committee members on zoom privileges.
Ms. Norma Garcia. seconded the motion, and it passed by unanimous vote. 4-0.
E. Approval of Agenda.

Staff presented the Agenda to the committee for approval. Staff inform board members that Enclosure 10
was replaced with an updated information.
MSTUAction: Ms. Norma Garcia made a motion to approve the Agenda as presented. Ms. Andrea
Halman seconded the motion, and it passed by unanimous vote. 4-0.

MSTUAction: Ms. Andrea Halman made a motion to approve the Consent Agenda as presented.
Ms. Ana Estrella seconded the motion, and it passed by unanimous vote. 5 -0.
G. Announcements.
1. Public Comments speaker slips
CRA Staff reiterated the public 3-minute speaker slip policy. The board will give more time if they
feel it necessary.
2. Communications Folder
Staff reviewed the communications folder with the board and members of the public. The folder
contained the public notice for this MSTU meeting and community event flyers for upcoming
events. Also provided is a copy of the revised 2023 Calendar for CRA & MSTU Public Meetings.
Other brief flyers were provided for Collier County Public School Learning Express, Lipman
Backpack Giveaway Event and the Immokalee Cleanout Event.
3. Welcome, Gregory I Oravec, CRA Director
Staff welcomed new CRA Director, Gregory I Oravec. He introduced himself as Greg and provided
some background information.
4. 2023 Public Meeting Calendar (Enclosure 7)
Staff provided a revised 2023 Public Meeting Calendar. The CRA and MSTU meetings will start
at 8:30 A.M. for all upcoming meetings.
5. Community Meetings (Enclosure 8)
Staff provided a copy of Enclosure 8 which is a copy of the upcoming community meetings. Staff
read the upcoming community meetings and provided a brief on purpose of each meeting.
H. Other Agencies
1. Florida Department of Transportation (FDOT), Commissioner McDaniel
Commissioner McDaniel provided brief updates on FDOT. He said that the state legislation passed
with the amount of 4 billion for infrastructure. Collier County will receive a certain amount for the
start of projects.

Commissioner McDaniel named a few projects that are set to start soon. He said that the Naples I-
75 (8 lane) and the Loop Road on Camp Keais Rd will start soon. The estimated completion is for
the year of 2026. Commissioner McDaniel also provided an update on Williams Farm. He said
that the Board of County Commissioners approved for the rezoning of this land. There is currently
no buyer, but there is a serious talk on the environmental sustainability of stormwater for this land.
Ms. Ana Estrella asked Commissioner McDaniel if there are any updates on the proposed ordinance
of the maintenance of MSTU private roads. Commissioner McDaniel informed board and
community members that no decision has been made. He said this ordinance will be brought up
again in the future, and that the board of county commissioner will have more discussions on this
matter. He also said that if this ordinance passes, this will apply to all collier county private roads.
2. Other Community Agencies
Immokalee Water and Sewer District (IWSD), Misty Smith
Ms. Misty Smith provided brief information on the Immokalee Water and Sewer District. She said
that there is a project occurring in the Farm Workers Village that will help improve water quality.
A section of the Farm Workers Village had an issue, but it has been resolved. She also informed
members that they are exploring the idea of relocating their payment center. They are looking at a
vacant lot near New Market Road. She said she would like to follow up with Ms. Christie Betancourt
for more information.
Parks and Recreation, Randi Swinderman
Ms. Randi Swinderman provided updates on Parks and Recreation. They are currently in process
of rebuilding the dugout and redoing the sidewalks as well as having LED lights in the Tony
Rosbough Park. As for the Immokalee Sports Complex, she said they are looking to start
construction in September. The fields will be closed in the Summer. She also said that the
community pool will have six competition lanes with other features. Ms. Norma Garcia commented
on whether anything will occur in the Fitness Center. Ms. Randi Swinderman said that the Fitness
Center is not in their projects, but they are looking to extend it out. She said that the fitness center
might have to be closed for a while since there will be no parking available because the parking lot
will also be improved.
Collier County Economic Development & Housing Division, Lincoln Price
Mr. Lincoln Price provided information on the new Economic Development & Housing Director,
Sarah Harrington. He informed board and community members that she is not new to Immokalee.
Mr. Lincoln Price also informed members that they are looking into the Broadband of Internet
Access. They have noticed a lack of service in some areas, and they are looking into reestablishing
a local planning team. He also said they have been working through some changes to funding the
culinary accelerator. The global compact has funded a lot of the operations of the culinary
accelerator. That funding has ended so they are looking for new ways to help Immokalee and the
local businesses. He informed community members to start looking to the elevation certificate, if
there are any questions on this matter, he is available to help. Mr. Lincoln ended with informing
members that they are still monitoring government contracts, although they are not seeing many
interested.

7_ Old Business_
Contractor Maintenance Reports
i. A&M Property Maintenance Report & Schedule (Enclosure 9)
Staff provided a copy of the A&M Property Maintenance Report and future schedule. Staff
informed committee members that a bid was put out. They have extended the A&M contract
until August 11, 2023, until the bid is finalized. Staff reiterated to board members that they are
paying an extra $1,500 for the pickup of trash this month.
2. Budget Priorities update
Staff provided committee with a brief update to the budget priorities present last month.
3. Holiday Decoration (Enclosure 10)
Staff provided a recap of the last MSTU meeting. The Committee selected Option#2 Illuminated
Wreath and authorized staff to move forward with the request for quotes process. Staff received
several responses, and 4 out of 7 met the requirements. Committee members had a discussion on
the number of wreaths that will be used as well as the prices and warranty of the 4 bidders that met
the requirement. Committee members also discussed the amount of replacement bulbs.

After much discussion, committee members made a motion to move forward with processing a
purchase order for the purchase of holiday decoration from the bidder, Mosca Designs, who offers
a 5-year warranty.
MSTUAction: Mr. David Turrubiartez Jr. made a motion to move forward with processing a

The Minutes for the May 24, 2023, Advisory Committee Meeting were approved by the
MSTU Advisory Committee on June 21, 2023, as presented.
The next meeting will be a MSTU Advisory Board meeting and will be held on September 27,
2023, at 8:30 A.M. at CareerSource SWFL.
All meetings will be publicly noticed in the W. Harmon Turner Building (Building F), posted at
the Immokalee Public Library and provided to the County Public Information Department for
distribution. Please call Christie Betancourt, at 239-867-0028 for additional information. In
accordance with the American with Disabilities Act, persons needing assistance to participate in
any of these proceedings should contact Christie Betancourt, Operations Manager, at least 48 hours
before the meeting. The public should be advised that members of the CRA Advisory Board are
also members of the other Boards and Committees, including, but not limited to: Immokalee
MSTU Board, Immokalee Fire Commission, and the Collier County Housing Authority; etc. In
this regard, matters coming before the Advisory Board may come before one or more of the
referenced Board and Committees from time to time.
