Agenda 11/14/2023 Item #16L 1 (Immokalee Sidewalk Phase III Project)11/14/2023 EXECUTIVE SUMMARY Recommendation that the Board of County Commissioners (BCC) and also the BCC acting in its capacity as the Community Redevelopment Agency Board (CRA) approve an Economic Development Initiative (EDI) Community Project Funding (CPF) grant agreement with the U.S. Department of Housing and Urban Development (HUD) in the amount of $987,000 for the construction of the Immokalee Sidewalk Phase III Project, authorize the Chairman of the BCC and/or the Co-Chairman of the CRA, as appropriate, to sign the grant agreement, and authorize necessary Budget Amendments (Fund 1027). OBJECTIVE: To improve accessibility and pedestrian safety within the Immokalee Community Redevelopment Area (CRA). CONSIDERATIONS: As more particularly set forth by the adopted Community Redevelopment Plan, the construction of sidewalks in Immokalee is a high priority. Accordingly, Collier County and its CRA have been working to leverage all available resources to accomplish this goal, as reflected by the TIGER Grant and the expenditures of the Immokalee Beautification MSTU and CRA. In April of 2021, the CRA submitted a funding request to the US House of Representatives Transportation and Housing and Urban Development Subcommittee (THUD) in the amount of $987,000 for the construction of the Immokalee Community Sidewalk Safety Project, also known as “Immokalee Sidewalk Phase III Project,” in anticipation of Congress making funding available through grants for the Economic Development Initiative (EDI) for the purpose of Community Project Funding (CPF)/Congressional Directed Spending. The Immokalee Sidewalk Phase III Project (the “Project”) will result in the construction of approximately 2,500 linear feet of 6-foot-wide concrete sidewalks on both sides of Delaware Avenue and Eustis Avenue as permitted by existing right-of-way, and minor drainage and utility improvements associated with the sidewalks, as depicted in the attachment Exhibit A. On July 18, 2022, thanks to the favorable consideration of the Subcommittee, the leadership of Congressman Mario Diaz-Balart and the BCC/CRA Board, and the hard work of the Collier County Team, including Public Affairs, Collier County received a Letter of Invitation, with the assigned Grant Number B-22-CP-FL-0233, to initiate the release of a $987,000 grant award for the Project. On December 13, 2022, in response to the Letter of Invitation, the BCC approved a formal grant application submittal package; and since then, County and CRA staff have been working to satisfy all applicable federal regulations and permitting requirements, which culminated in the proposed Grant Funding Agreement currently before the BCC. The Grant Funding Agreement obligates the County to complete the Project by August 31, 2030. The Project is currently fully designed, and CRA staff is committed to completing the Project on budget and well before 2030. After approval of the Grant Agreement and receiving HUD’s authorization to proceed, the County and CRA staff will procure a construction contractor, updating the BCC and CRA Board on timeline and constructions costs, as new information becomes available. FISCAL IMPACT: The currently estimated project cost is $1.23 million. A budget amendment is required to recognize the anticipated grant revenue in the amount of $987,000 within the Immokalee CRA Grant Fund 1027, Project 33873, which will fund the construction. While this grant program does not require a match, the MSTU Fund (1629) and Immokalee CRA Project Fund (1026) will cover the difference between ac tual project costs and the grant award, as estimated in the following table. 16.L.1 Packet Pg. 2028 11/14/2023 Fund Source Estimated Amount Immokalee CRA Grant (Fund 1027) $987,000 Immokalee Beautification Municipal Services Taxing Unit MSTU (Fund 1629) $127,700 Immokalee CRA Project (Fund 1026) $117,400 Total: $1,232,100 The Immokalee Local Redevelopment Advisory Board and MSTU Advisory Board have reviewed the Project, recommending approval and the anticipated cost allocation. GROWTH MANAGEMENT IMPACT: This grant opportunity furthers the programs and projects within budgetary and policy guidance for the CRA and BCC of Policy 3.3.7: Safety Improvements of the Future Land Use Element of the Growth Management Plan.
