EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners, acting as the Collier County Airport Authority,
approve a First Amendment to Collier County Airport Authority Leasehold Agreement for Hangar
Construction with the Global Flight Training Solutions, Inc., related to its construction of aircraft hangars at
the Immokalee Regional Airport.
OBJECTIVE: To obtain approval of a First Amendment to the Collier County Airport Authority Leasehold
Agreement for Hangar Construction pertaining to the Global Flight Training Solutions, Inc., (“GFTS”) modified
site plan for the construction of aircraft hangars and supporting infrastructure on a parcel of land at the Immokalee
Regional Airport (“IMM”).
CONSIDERATIONS: On January 24, 2023 (Agenda Item 16G1), the Authority approved a Leasehold Agreement
(the “Lease”) with GFTS to construct aircraft hangars at IMM. The term of the fully net Lease is forty (40) years for
a parcel of land approximately 118,305 square feet, which will be utilized for the construction, and subsequent
operation of: aircraft hangars and support infrastructure. Since receiving Authority approval, GFTS engaged
professional engineering and architectural services to commence preliminary design planning resulting in a desired
reconfiguration of the proposed master plan with schematic drawing, which is attached to the executed Lease as
Exhibit “B”. The proposed master plan adjustment outlines a reconfiguration focused on maximizing available
space and incorporating one (1) additional hangar development.
In addition, the First Amendment to the Lease increases the number of aircraft bulk hangars to be constructed from
three (3) to four (4). The square footage of hangar building one (1) was reduced from 16,800 square feet to 10,000
square feet. Hangar building two (2) was reduced from 10,000 square feet to 9,600 square feet. The reduction in
square footage to hangar buildings 1 and 2 will allow GFTS to construct hangar building four (4) which will
encompass 9,600 square feet. Finally, the First Amendment to the Lease amends Exhibit B to the Lease agreement
by incorporating a new revised Proposed Master Plan with Schematic Drawing.
FISCAL IMPACT: There is no change to the monthly rent associated with this executive summary. Upon
receiving the certificate of occupancy, monthly rent in the amount of $1,160.37 and commercial operating fee of
$200 annually, plus applicable sales tax, shall be deposited into the operating Airport Authority Fund (4090),
Immokalee Regional Airport Cost Center (192330) upon collection.
GROWTH MANAGEMENT IMPACT: This item is consistent with Section B: Intermodal & Multi-modal
Transportation, Subsection 2: Aviation of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for Board approval. -JAK
RECOMMENDATION: That the Board of County Commissioners, acting as the Airport Authority, approve a
First Amendment to Collier County Airport Authority Leasehold Agreement for Hangar Construction with Global
Flight Training Solutions, Inc., related to its construction of aircraft hangars at the Immokalee Regional Airport,
and authorize the Chairman to sign the attached lease amendment.
