EXECUTIVE SUMMARY
Recommendation to approve a request for direct funding from the Southwest Florida Healthcare Coalition
to Pride-Prison Enterprises- Heavy Vehicle and Equipment shop for the conversion of a transit bus to a
mass-casualty and re-hab vehicle for the Emergency Services Division.

OBJECTIVE: To obtain approval to submit a request to the Southwest Florida Healthcare Coalition to approve
funding and contract directly with Pride-Prison Enterprises in Daytona Beach FL, for the upfit, conversion, and
other work associated with re-purposing a retired Collier Area Transit bus, recently transferred to the Bureau of
Emergency Services and Emergency Management Division for this effort.
CONSIDERATIONS:
The Southwest Florida Healthcare Coalition manages federal and state funds for regional hospital, medical surge,
and public health emergency preparedness efforts. The Coalition has recently opened an application peri od for
funds in which the attached application is being submitted for consideration. The Emergency Management Division
is seeking $70,000 from the Coalition to directly fund this transit bus conversion.
The County has a well-established track record with Prison Enterprises-Heavy Equipment operations in Daytona
Beach, FL which is extremely skilled at such conversions and knows transit bus equipment as they manage all of
Volusia County’s municipal and school bus major fleet maintenance. Work with Prison Enterprises is exempt from
competitive bid and work is warranted. This transit bus conversion follows a best practice demonstration from
Manatee County EMS who has recently implemented a similar effort.
The Division recognizes that over 7,000 medical beds are in our region and the need for mass evacuation, mass-
medical, and mobile on-site rehab, can be better served with this additional bus conversion in the event of local
disaster or emergency. The Division already owns the interior equipment needed to install up to 6 additional
stretcher bunks, and wheelchair transport resources. The vehicle can support walking wounded if needed with first -
aid care and like the current vehicle can operate as an aid station. This project has support from Naples Community
Hospital and Collier County EMS toward improving local mass evacuation or mass medical delivery. Collier
County Fleet has also overseen the transfer of the bus and deems it mechanically worthy of this purpose and
expected, due to the lower hourly usage, to obtain 7- 10 years of service life. The bus will be cataloged with the
Florida Division of Emergency Management for disaster deployment and will support local fire service agencies
with fire-fighter re-hab efforts during major or campaign fire events. Staffing is supported by the EM and EMS
Divisions for basic medical care, operations, and deployment. This type of mass medical vehicle is exempt from
State EMS ambulance licensing requirements which allows for minimal operating and capital equipment cost.
The Division can manage the routine maintenance and operational costs of the vehicle within its budgetary
resources. Upon declared disaster events, the County will be reimbursed for manpower and hourly run costs in
accordance with the approved FEMA equipment reimbursement rate schedule.
GROWTH MANAGEMENT IMPACT: None
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
FISCAL IMPACT: The fiscal impact associated with this action is limited to routine operating and maintenance
costs which will be absorbed by the Division. Travel costs for vehicle drop-off, on-site project progress inspection,
and return can be absorbed by the Division. All retrofit work, not to exceed $70,000 will be obligated and funded
by the Southwest Florida HealthCare Coalition if approved.

RECOMMENDATION: The Board authorizes the Director of the Bureau of Emergency Services to seek direct
funding not to exceed $70,000 for the bus conversion from the Southwest Florida HealthCare Coalition working
with Pride-Prison Enterprises for the work. The Coalition funding request is attached.

The intent of this letter is to express my support for the project to create an ambulance bus
for mass casualty incidents in Collier County. On behalf of NCH, I believe that this project is
essential to ensure the safety and well-being of our community.
The ambu bus will provide a much-needed resource to our emergency medical services
(EMS) team, especially during mass casualty incidents and medical evacuations. It will allow
the EMS team to transport multiple patients at once, thereby reducing response time and
saving lives.

The Florida Department of Health in Collier County is writing this letter in support of the
application request to the Southwest Florida Healthcare Coalition by the Collier County Bureau of

Emergency Management is seeking additional evacuation transportation surge capabilities to fill
