Agenda 11/14/2023 Item #16F15 (Award Contract #22-8033 for Design Servicesw/Harvard Jolly, Inc.)11/14/2023 EXECUTIVE SUMMARY Recommendation to award Request for Professional Services (“RPS”) No. 22 -8033, “Design Services for Hardening and Expansion of the Collier Senior Center Building," to Harvard Jolly, Inc., i n the total amount of $597,888 and authorize the Chairman to sign the attached Agreement. OBJECTIVE: To obtain professional architectural design and related services for the Hardening and Expansion of the Collier Senior Center Building. CONSIDERATIONS: The Collier Senior Center, a 40-year-old building, is currently used for a variety of community programs mainly dedicated to seniors. Those programs include a Hot Lunch service, financial assistance, food pantry, art & craft classes, educational seminars, and community meetings. During local emergency events, the building is used as a recovery center following hurricanes and wildfires. The Collier Senior Center building has withstood many storms and has often operated as Post Disaster Recovery Center, where elderly and other residents could meet and interact with FEMA, Red Cross, and Salvation Army representatives. The County secured several different types of Grants that will be combined to help fund the Senior Center hardening and expansion, needed to accommodate new program needs. On January 5, 2023, the Procurement Services Division issued RPS No. 22-8033, “Design Services for Hardening and Expansion of the Collier Senior Center Building” and received one responsive and responsible proposal by the March 2, 2023, deadline. On May 9, 2023 (Agenda Item 16.C.4), the Board authorized staff to negotiate an agreement with Harvard Jolly, Inc. On May 18, 2023, staff began negotiating with Harvard Jolly, Inc. Harvard Jolly, Inc. originally presented a proposal in the amount of $692,318, which staff negotiated down to $597,888 following a series of negotiation sessions coordinated by the County’s Procurement Services Division. The attached proposed Agreement No 22-8033 encompasses the full assessment of all existing components, a full scope of design, permitting, bidding and construction administration to implement the hardening and expansion of the Collier Senior Center. Staff recommends that the Board approve the attached agreement with Harvard Jolly, Inc. in the negotiated amount of $597,888 to provide the detailed scope of architectural services for the project. The Board’s approval of this item will also be an acknowledgement of the cost reasonableness of the contract amount based upon staff’s competitive negotiations as required by the Consultant’s Competitive Negotiation Act, Section 287.055, Florida Statutes. Harvard Jolly, Inc., a Florida corporation established in 1972, has provided professional architecture services throughout South Florida. Harvard Jolly’s portfolio includes the design of facilities for healthcare, education, libraries, and public safety. Harvard Jolly has designed similar Senior or Communities centers throughout Florida. FISCAL IMPACT: Funding for the Design Services for Hardening and Expansion of the Collier Senior Center Building project is in the Housing Grants Fund (1835), Project 50219, in the amount of $250,000.00 and in the Capital Projects Fund (3001), Project 50219, in the amount of $500,000.00. The overall cost of the project is $5,550,174 supported by various federal and state grant programs and County funding. The State of Florida has awarded $250,000 directly and $3,800,174 in pass-through of federal HUD funds. In addition, the County has appropriated $1,500,000 in local funding supported by the General Fund (0001). The table below provides the funding details within Project 50129.
