EXECUTIVE SUMMARY
Recommendation to approve administratively approved Change Order No. 10, adding sixty (60) days under
Agreement No. 18-7469, the “CEI for Big Corkscrew Island Regional Park” project, with WSP USA
Environment & Infrastructure Inc., and authorize the Chairman to sign the attached change order. (Project
No. 80039.1.3)
OBJECTIVE: To extend contract time for Construction Engineering Inspection services on the Big Corkscrew
Island Regional Park project to cover the final closeout and inspection schedule.
CONSIDERATIONS: County Agreement No. 18-7469 (the “Agreement”) with WSP USA Environment &
Infrastructure Inc., concerning the provision of Construction Engineering and Inspection (“CEI”) services at Big
Corkscrew Island Regional Park, was set to expire on September 15, 2023.
The General Contractor, Astra Group, LLC, previously experienced construction schedule setbacks and challenges,
resulting in a substantial completion in late September 2023. The attached Change Order No. 10 provides an
additional 60 days to the Agreement’s time to ensure continuity of services through final inspections and project
closeout.
The Procurement Services Division timely administratively approved Change Order No. 10 on September 12, 2023,
which will extend services for sixty (60) additional days for a total contract time of 1,725 days.
As of October 2, 2023, 100% of Big Corkscrew Island Regional Park Phase 1, including the Aquatics Facility, is
complete and in service.
FISCAL IMPACT: Change Order No. 10 extends the time available on the agreement without changing the
dollar value of the contract. The source of funding for this project resides in Park Impact Fees Fund (3071) within
Big Corkscrew Island Regional Park Project, 80039.
GROWTH MANAGEMENT IMPACT: There is no impact to the current Growth Management Plan standards
to ensure the adequacy and availability of viable public facilities.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for
Board approval. -SRT
RECOMMENDATION: To approve administratively approved Change Order No. 10, adding sixty (60) days
under Agreement No. 18-7469, “CEI for Big Corkscrew Island Regional Park” project, with WSP USA
Environment & Infrastructure Inc., and authorize the Chairman to sign the attached change order.
