EXECUTIVE SUMMARY
Recommendation to direct the County Attorney to advertise and bring back for a public hearing an
amendment to the Collier County Citizen Corps Ordinance, in order to add a membership category for
The United Way, remove Civil Air Patrol a nd replace with Collier Ready - Community Organizations
Active in Disaster (COAD), and revise quorum requirements .
OBJECTIVE: To amend Ordinance No. 2002-56, as amended, the Collier County Citizen Corps Ordinance.
CONSIDERATIONS: Collier County Ordinance No. 2002-56 established the Citizen Corps as an advisory
committee to coordinate activities within Collier County to protect its citizens, to the maximum extent possible,
against threats of terrorism. Ordinance No. 2016-21 amended the Citizen Corps Ordinance to take a broader all-
hazards approach, and to implement the requirements of the Emergency Management Accreditation Program
(EMAP). Staff recommends updating the membership categories to replace the Medical Reserve Corps seat with a
United Way seat and reducing the quorum requirement from six to five members.
The proposed changes are as follows:

A. Community Emergency Response Team (CERT).
B. Collier County Medical Reserve Corps. United Way.
C. Collier County Fire Chiefs Association.
D. Civil Air Patrol (CAP), Collier Ready - Community Organizations Active in Disaster (COAD).
E. Coast Guard auxiliary.
F. American Red Cross.
G. Salvation Army.
H. Retired senior volunteer program (RSVP).

2. The presence of six five or more members shall constitute a quorum. The committee may adopt rules of

advertising the ordinance amendment is $600.

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, AMENDING ORDINANCE NO. 2002-56,
AS AMENDED, WHICH ESTABLISHED THE COLLIER COUNTY
CITIZEN CORPS, BY REVISING MEMBERSHIP AND QUORUM
REQUIREMENTS; PROVIDING FOR CONFLICT AND SEVERABILITY;
PROVIDING FOR INCLUSION INTO THE CODE OF LAWS AND
ORDINANCES; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Collier County Citizen Corps Ordinance (Ordinance No. 2002-56)
established the Citizen Corps as an advisory committee to coordinate activities within Collier
County to protect its citizens, to the maximum extent possible, against threats of terrorism; and
WHEREAS, on July 12, 2016, the Board of County Commissioners (Board) adopted
Ordinance No. 2016-21 which amended the Collier County Citizen Corps Ordinance; and
WHEREAS, the Board wishes to amend Ordinance No. 2002-56, as amended, in order to
revise a membership category and quorum requirements.
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
SECTION ONE: AMENDMENTS TO ORDINANCE NO. 2002-56, AS AMENDED.
Ordinance No. 2002-56, as amended by Ordinance No. 2016-21, is hereby amended as follows:
SECTION ONE: TITLE AND CITATION.
This Ordinance shall be known and cited as the "Collier County Citizen Corps Ordinance."
SECTION TWO: FINDINGS OF FACT.
1. The Board of County Commissioners ("Board") finds that the President of the United
States, through the Office of Homeland Security, had asked our citizens to volunteer through local
governments to assist in the fight against terrorism in response to the terrorist attacks on 9/11/01.
In 2011, the release of Presidential Policy Directive (PPD) 8: National Preparedness, indicated the
goal of strengthening the security and resilience of the United States is through systematic
preparation for the threats that pose the greatest risk to the security of the Nation. With the 2015
update to the National Preparedness Goal, FEMA follows a whole community approach to all -
hazards preparedness recognizing that everyone can contribute to and benefit from national
preparedness efforts.
2 Chapter 125, Florida Statutes, authorizes the board to adopt ordinances creating advisory
committees.

3. The Board finds that the original creation of a Citizen Corps ("Committee") was necessary
to provide information to the citizens of Collier County and to act as a coordinating agency for the
enhancement of activities that support emergency services, law enforcement and disaster
prevention, preparedness and response. While these activities remain in effect, a modernized focus
of the Committee is imperative to update the roles and responsibilities with an all-hazards approach
across the whole community to prevent, protect against, mitigate, respond to, and recover from
threats and hazards that pose the greatest risk.
4. The Board finds that the Committee is necessary to facilitate communication between
Collier County and State and Federal agencies on all hazard activities as well as to enable Collier
County to identify outside resources such as grants, training opportunities and equipment.
5. The Board finds that the Committee will assist in the recruitment of volunteers by
publicizing and expanding existing community programs such as: Medical Reserve, Neighborhood
Watch, Community Emergency Response Teams (CERT), Collier Ready, the county-wide
Community Organizations Active in Disaster (COAD), and Volunteers In Police Service (VIPS),
Volunteers in Emergency Management, and other public safety and law enforcement programs
public and private agencies participating in disaster response and recovery.
SECTION THREE: MEETINGS OF THE COMMITTEE.
1. The Committee shall meet on a monthly scheduled basis or as otherwise needed.
2. All Committee meetings shall be open to the public and shall be governed by the Florida
Government in the Sunshine Law. All Committee meetings shall be held after reasonable public
notice is provided as to the location, time and subject matter of the meetings.
SECTION FOUR: FUNCTIONS, POWERS AND DUTIES OF THE COMMITTEE AND
WORKING GROUPS.
1. The Committee shall be responsible for advising the Board of County Commissioners on
Collier County’s approach to all hazard’s preparedness and other related issues.
2. The Committee shall act as a coordinating agency for the enhancement of activities that
support an all-hazards approach across the whole community to prevent, protect against, mitigate,
respond to, and recover from threats and hazards that pose the greatest risk.
3. The Committee shall actively participate in the pursuit to achieve and maintain compliance
with the National Standards resulting in accreditation through the Emergency Management
Accreditation Program.
4. The Committee shall act to facilitate communication between Collier County and State and
Federal agencies on all hazards activities as well as to enable Collier County to identify outside
resources such as grants, training opportunities and equipment.

5. The Committee shall assist in the recruitment of volunteers by publicizing and expanding
existing community programs such as Medical Reserve, Neighborhood Watch, Community
Emergency Response Teams (CERT), Collier Ready, the county-wide Community Organizations
Active in Disaster (COAD), and Volunteers In Police Service (VIPS), Volunteers in Emergency
Management, and other public safety and law enforcement programs public and private agencies
participating in disaster response and recovery.
6. The Citizen Corps is authorized to form working groups in a coordinated fashion including
but not limited to the local mitigation strategy working group, as needed to assist in the County’s
all hazard approach in the whole community preparedness goal of prevention, protection against,
mitigation, response to, and recovery from threats and hazards that pose the greatest risk to Collier
County. Findings from these working groups will be briefed to Citizen Corps on an as needed
basis.

2. Appointment of the Committee shall be governed by Collier County Ordinance No. 2001-
55, as it may be amended, or if repealed, by its successor ordinance, except that an applicant who
resides outside of Collier County may be considered upon the request and recommendation of his
or her agency.

3. Each member shall be considered a liaison between his or her respective agency and the
Committee. Those individuals shall be recommended by his or her respective agency to the Board
for consideration for appointment to the Committee. Appointments to the Committee shall be
approved by the Board of County Commissioners by resolution which shall set forth the date of
appointment and term of office of each member.
4. Collier County employees serving as Committee members shall be exempt from the
County Manager Administrative Procedure that prohibits employees from serving on advisory
boards as it is recognized that it is necessary and appropriate that certain specified Collier County
agencies participate as members of the Committee.
5. Term of office. The initial terms of office for the Committee shall be as follows:
A. Four members shall serve for three years.
B. Five members shall serve for four years.
Thereafter, each appointment shall be for a term of four years.
SECTION SIX: Removal from office; failure to attend meetings.
Removal from office and attendance requirements shall be governed by Collier County
Ordinance No. 2001-55, as it may be amended, or if repealed, by its successor ordinance.
SECTION SEVEN: Officers, quorum, and compensation.
1. Each year the officers of the committee shall be elected by the membership of the
committee and shall include a chairman, vice-chairman, and secretary from among the committee
members. These officer's terms shall be for a period of one year with eligibility for re-election.
2. The presence of six five or more members shall constitute a quorum. The committee may
adopt rules of procedure for the transaction of business and shall keep a written record of meetings,
findings and determinations. Copies of all committee meetings and exhibits shall be forwarded to
the Board of County Commissioners.
3. The members of the committee shall serve without compensation but may be reimbursed
for per diem and travel expenses, only if approved by the board in advance of any such travel.
SECTION EIGHT: EXPERT CONSULTANTS.
1. Expert consultants from both the private and governmental emergency services community
as listed below are strongly encouraged to attend each Committee meeting on behalf of his or her
respective employer.

2. Formal appointment of these expert consultants is not required, as each expert consultant
is not a member of the Committee, and consequently, not permitted to vote.
SECTION NINE: Review Process.
The Committee shall be reviewed once every four years commencing in 2006, in accordance with
Collier County Ordinance No. 2001-55, as it may be amended, or if repealed, by its successor
ordinance.
SECTION TWO: CONFLICT AND SEVERABILITY.
In the event this Ordinance conflicts with any other ordinance of Collier County or other
applicable law, the more restrictive shall apply. If any phrase or portion of this Ordinance is held
invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a
separate, distinct and independent provision and such holding shall not affect the validity of the
remaining portion.
SECTION THREE: INCLUSION IN THE CODE OF LAWS AND ORDINANCES.
The provisions of this Ordinance shall become and be made a part of the Code of Laws and
Ordinance of Collier County, Florida. The sections of the Ordinance may be renumbered or re-
lettered to accomplish such, and the word “ordinance” may be changed to “section,” “article,” or
any other appropriate word.

EXECUTIVE SUMMARY
Recommendation to approve a Florida Emergency Medical Services County Grant Application and Request for
Grant Fund Distribution Form for the funding of Training and Medical Rescue Equipment in the amount of
$78,658.02, accept the award, approve any necessary Budget Amendments, and approve a Resolution confirming
the grant funds will not supplant the EMS budget. (Fund 4053)
OBJECTIVE: To expand and improve pre-hospital emergency medical services utilizing State grant funding.
CONSIDERATIONS: The State of Florida established the Emergency Medical Services Grant Award Program
for the expansion and/or improvement of emergency medical services. A grant award notice was recently received
from the State of Florida indicating that Collier County’s grant allocation for fiscal year 2024 will be $78,658.02. A
resolution is required to be included with the grant application stating that funds will not be used to supplant the
EMS budget and certifying that the grant funds will be used to improve the County’s emergency medical services.
Also included with the application is a Request for Grant Fund Distribution, which directs the Florida Department
of Health to remit the grant funds to Collier County Board of Commissioners. Approval of these documents also
constitutes acceptance of the grant when awarded.
FISCAL IMPACT: A budget amendment is necessary to appropriate the grant funding of $78,658.02 to the EMS
Grant Fund (4053), Project 33655. This grant does not require a match.
GROWTH MANAGEMENT IMPACT: None.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a majority vote
for Board approval. -DDP

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
CERTIFYING THAT THE APPLICATION FOR AND USE
OF EMERGENCY MEDICAL SERVICES (EMS) COUNTY
GRANT FUNDS WILL IMPROVE AND EXPAND PRE-
HOSPITAL EMS DEPARTMENT ACTIVITIES AND WILL
NOT SUPPLANT EXISTING COUNTY EMS BUDGET
ALLOCATIONS.
WHEREAS, EMS Department Paramedics and Paramedic/Firefighters provide basic and
advanced life support care and highly technical service to the citizens and visitors of Collier
County; and
WHEREAS, the purchase of equipment and provision of training shall greatly enhance the
effectiveness of pre-hospital emergency medical care.
NOW, THEREFORE, IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
The $78,658.02 in the EMS County Grant will be used to provide training and purchase
medical/rescue equipment and these funds will not be used to supplant existing EMS Department
budget allocations.
