EXECUTIVE SUMMARY
Recommendation to approve an Office Lease Agreement with Fifth Third Bank, National Association for
temporary office space for the Tax Collector at 650 East Elkcam Circle located in the City of Marco Island
while the Winterberry Drive location undergoes reconstruction due to damage caused by Hurricane Ian.
OBJECTIVE: To offer the Tax Collector a temporary location on Marco Island, ensuring the residents continue to
receive the same level of services as before the hurricane, while the previously damaged location is undergoing
reconstruction.
CONSIDERATIONS: The Collier County Tax Collector has been providing services to the City of Marco
residents at 1040 Winterberry Drive, a Collier County owned building. The Tax Collector provides a wide range of
services, including property tax services, driver’s license issuance, hunting, and fishing licenses as well as motor
vehicle and vessel registration.
The County owned building in the City of Marco Island was devastated by Hurricane Ian’s winds and storm surge
on September 27, 2022. Subsequently, the Tax Collector’s staff has had to work from other various locations.
Since the hurricane, the closest service for Marco Island residents is Eagle Creek which has been inconvenient for
the City of Marco residents.
Collier County is currently in the process of reconstructing the building for the Tax Collector, which is expected to
open by the end of 2025. However, recognizing the importance of providing the City of Marco residents with
access to governmental services during reconstruction, the Tax Collector has worked on a lease agreement, which
County staff has helped facilitate.

*Rent is inclusive of all common area maintenance expenses, real estate taxes, insurance, and water and electric.
Other notable terms of the Lease:
• 2-year term commencing on date of Board of County Commissioners approval with two additional six -
month renewal term options.
• Tenant is responsible for trash removal and janitorial service. Tax Collector will provide this service.
• Tenant is responsible for the build out if any. Tax Collector will be responsible for the build -out and
engagement of those professional services. Tax Collector is also responsible for installing signage, if
desired.
• Landlord is required to sign the “Certification Regarding Debarment, Suspension and Other Responsibility
Matters Primary Covered Transactions.” This places Collier County in the best position to receive FEMA
reimbursement of grant funding.
Collier County Real Property has reviewed fourteen other office spaces. Those locations were not as suitable as the

FISCAL IMPACT: Annual rent in the amount of $85,904 will be paid in monthly installments of $7,158.67.
Collier County Risk Management has filed a claim and is seeking a coverage determination from the carriers under
the extra expense coverage of the policy to cover the loss of use. The County pursues reimbursement of eligible
FEMA costs in excess of any insurance proceeds. Hurricane Ian costs are budgeted, tracked and available within
FEMA Grant Fund (1813), Project 50280.

LEGAL CONSIDERATIONS: This item has been reviewed for form and legality and requires a majority vote
for Board action. - DDP
