Grady Minor & Associates, P.A.)11/14/2023 EXECUTIVE SUMMARY Recommendation to award Request for Professional Services (“RPS”) No. 23 -8060, “Design Services for MPS 309 Force Main to Western Interconnect” to Q. Grady Minor & Associates, P.A., in the total amount of $1,884,968.00, and authorize the Chairman to sign the attached Agreement. (Project 70217) OBJECTIVE: To obtain professional engineering services to design a proposed force main that will connect MPS 309 to the Western Interconnect (located at the Golden Gate Canal and Livingston Road) allowing the County to divert flows from the South Service Area to the North Service Area. CONSIDERATIONS: The MPS 309 Force Main to Western Interconnect project includes plans to increase operational flexibility of the County wastewater collection system by allowing the re-routing of flows from the South Service Area’s Basin 308 and 309 to the North Service Area. This will be accomplished by connecting Master Pump Station 309 and its associated force main into the design of the Phase 9 section of the We stern Interconnect project. This new connection includes upgrades to Master Pump Station 309 as well as the addition of an inline booster pump station in the Phase 5 section of the Western Interconnect (south of Pine Ridge Road). Work will be coordinated with Florida Power & Light, Collier County Transportation, and the residential properties along the alignment of the new 24-inch force main. For background, the Western Interconnect, also known as the Livingston Road Force Main, was planned for nine overall phases from Radio Road to Immokalee Road. Phases 1, 2, 3, 4, 5, 6A, 6B, and 6C are complete (See Project Map contained in Attachment 1). Construction of Phase 7 is planned for FY2024. With the completion of Phase 9’s MPS 309 to Western Interconnect project, only Phase 8 remains. At completion of all nine phases, based on a conservative (low) velocity of 4 fps, the 24-inch wastewater force main will allow for up to 8 MGD wastewater to be routed to the North County Water Reclamation Facility or the South County Water Reclamation Facility. The 24-inch wastewater force main will also provide resiliency and reliability, optimizing system operations allowing for flexibility of wastewater transmission mains at the intersections of Golden Gate Parkway, Pine Ridge Road, Vanderbilt Beach Road, and Immokalee Road. This flexibility allows Wastewater Collections staff to isolate portions of the system in order to maintain and repair these force mains while continuing to provide the same high level of service to customers. On November 16, 2022, the Procurement Services Division issued RPS No. 23 -8060, “Design Services for MPS 309 Force Main to Western Interconnect.” The County received three proposals by the January 19, 2023, submission deadline, which were all found to be responsive and responsible. On May 23, 2023 (Agenda Item 16.C.2), the Board authorized staff to negotiate an agreement with Q. Grady Minor & Associates, P.A. County staff and the Engineer finalized negotiations on August 18, 2023, which generated the fees shown per the table below: Task Description Fee 1 Preliminary Engineering (T&M) $447,736.00 2 Final Design (T&M) $1,029,906.00 3 Services during Construction (T&M) $395,826.00 4 Reimbursables (T&M) $11,500.00 Total (T&M) $1,884,968.00 The initial fees submitted to the County by the Engineer totaled $1,927,759.00. Negotiations resulted in a fee reduction of $42,791.00. The Board’s approval of this item will also be an acknowledgement of the cost reasonableness of the contract amount based upon staff’s competitive negotiations as required by the Consultant’s Competitive Negotiation Act, Section 287.055, Florida Statutes. The Agreement includes Q. Grady Minor & Associates, P.A. completing preliminary engineering consisting of project start-up activities, hydraulic data review, surveying, geotechnical investigations, subsurface utility 16.C.2 Packet Pg. 779 11/14/2023 exploration and preliminary plans and engineering report preparation (Task 1), design consisting of final plans and specification preparation, regulatory and governmental permitting, bidding services, and public outreach services (Task 2), and consultation services during construction consisting of construction administration, and warranty services (Task 3). Q. Grady Minor & Associates, P.A. has been doing business in Florida since 1985 and has completed numerous design contracts for Collier County. FISCAL IMPACT: This "Design Services for MPS 309 Force Main to Western Interconnect" (Project 70217) project allows the wastewater collections utility to divert County wastewater flows from the South Service Area to the North Service Area. The source of funding is the Wastewater User Fee Fund (414). GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities.
