Agenda 11/14/2023 Item #16B12 (Two grant applications for the Federal Highway Administration for FY22/23 and the construction of a new Transit Operations and Maintenance Facility)11/14/2023 EXECUTIVE SUMMARY Recommendation to approve the submittal of two grant applications for the Federal Highway Administration flexible funding in the amount of $3,000,000 for FY 21/22 and $2,500,000 for FY 22/23 to assist with the construction of a new Transit Operations and Maintenance Facility through the Federal Transit Award Management System and to accept the award and authorize any necessary budget amendments. OBJECTIVE: To obtain grant funds for the construction of a new Transit Operations and Maintenance Facility to replace the existing structure that has met its useful life. CONSIDERATIONS: During the February 11, 2022, Collier Metropolitan Planning Organization Board (MPO Board) meeting, the MPO Board approved adding the Collier Area Transit (CAT) Maintenance Building Reconstruction (“Project”) to the 2021 Transit Priorities list and authorized using $3,000,000 for the Project. In addition to the original allocation, on December 9, 2022, the Collier MPO Board met and approved $2,500,000 for the Project. CAT’s Operations and Maintenance Facility is located at 8300 Radio Road in Naples Florida and consists of a 10.04-acre parcel that includes maintenance bays, a parts shop, vehicle parking and offices for operations staff. As described in Board of County Commissioners (“Board”) Agenda Item No. 16A10, dated February 14, 2023, the facility has outlived its useful life and needs to be replaced. The total estimated construction cost for a new facility is $16,349,500. Federal law (23 U.S.C. § 104(f); 49 U.S.C. § 5334(i)(1)) allows Federal-Aid Highway Program funding made available for public transportation projects to be flexed (or transferred) to be administered by FTA for public transportation projects. To utilize the SU Box funds for a transit project, a grant application must be created in the Federal Transit Administration (FTA) Transit Award Management System (TrAMS). The applications have been prepared and attached for Board approval. After review and approval from FTA, the grant applications will be electronically executed in TrAMS by the Transportation Management Services Department Head, who was appointed by the Board to act as their designee on July 13, 2021 (Item 16A33). The Public Transit & Neighborhood Enhancement Division (PTNE) and the Office of Management and Budget (OMB) Grants Compliance staff will also use this system to manage the projects and submit all required reports. The grants require a twenty percent (20%) match for transit projects. Collier County received approval from the Florida Department of Transportation (FDOT) for the use of $750,000 for FY21/22 and $625,000 for FY22/23 in Transportation Development Credits as a soft match for the grants. The application for this additional funding will be processed in Fiscal Year 2024. This item is consistent with the following Collier County strategic plan objectives: · Plan and build public infrastructure and facilities to effectively, efficiently, and sustainably meet the needs of our community. · Prepare for the impacts of natural disasters on our critical infrastructure and natural resources. · Design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: The Federal Highway Administration Flexible grant funding will be $3,000,000 with a soft match of $750,000 for a total of $3,750,000 for FY21/22 and $2,500,000 with a soft match of $625,000 for a total of $3,125,000 for FY22/23. Collier County has received approval from FDOT for the use of transportation development credits as a soft match to comply with the 20% match requirement. Budget amendments are required to recognize FTA Section 5307 Flex XU grant funds in the amount of $3,000,000 for Project No. 33879 and $2,500,000 for Project No. 33878 within the Collier Area Transit Fund 4031. The FTA 5307 XU federal grant program is noncompetitive. GROWTH MANAGEMENT IMPACT: This Item is consistent with the Transportation Element Objectives 1, 10 and 12 of the Growth Management Plan. The upgrades will optimize available space (approximately 25,000 square ft.) for effective operational use and utilize LEED standards for sustainability. The new facility will meet state hurricane and building codes and local vertical standards. The new facility will have a useful life of 40 years. Collier County will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Procurement Guidelines) and ensure that contractors procured will not be on the FTA Suspension and Debarment list. Collier County will hire an outside agency to complete CEI and will coordinate work with the Collier County Facilities Management Division.
