EXECUTIVE SUMMARY
Recommendation to adopt a resolution approving and authorizing the execution of an amendment to the
Public Transit Grant Agreement (PTGA) 450306-1-94-01, Contract Number G2692 with the Florida
Department of Transportation (FDOT) to extend the end date to June 30, 2024.
OBJECTIVE: To improve accessibility to bus stops within the rural area as it relates to the Americans with
Disabilities Act (ADA).
CONSIDERATIONS: The Federal Transit Administration (FTA) Section 5339 Bus and Bus Facilities Program is
a grant program administered by the FDOT and is authorized by 49 U.S.C. 5339. The Program provides capital
funding to replace, rehabilitate, and purchase buses, vans, and related equipment, and to construct bus -related
facilities in the non-urbanized areas.
On May 24, 2022, the Board of County Commissioners (Board) approved a JPA with FDOT to design and
construction improvements to the selected bus stops in the rural area in the amount of $222,355. On September 14,
2023, Transportation Management Services Department staff submitted a request to FDOT to extend the current
agreement set to expire December 31, 2023 to June 30, 2024, to complete the construction of the bus stop
improvement.
The agreement was originally executed on June 21, 2022. However, there was a delay in starting the project due to
a need for clarification on the agreement language regarding Construction Engineering and Inspection services,
which required an amendment to the agreement, approved by the Board on September 13, 2022. Once the
amendment was completed, engineering services were procured for the design of the improvements. Due to the
impacts of Hurricane Ian, further delays were experienced.
The extension will allow for the completion of the construction and ensur e we have sufficient time to address any
issues that may be encountered during construction. This extension would also provide for sufficient time to close
out the grant. Staff received the Amendment for Extension on October 2, 2023, to be signed and submitted for
FDOT execution.
FISCAL IMPACT: There is no additional fiscal impact associated with this item. Funding was previously
appropriated within CAT Grant Fund 4031, Project 33803.
GROWTH MANAGEMENT IMPACT: Transit capital and operations support goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and
legality and requires majority vote for approval. -JAK
RECOMMENDATION: To adopt a Resolution approving and authorizing the execution of an amendment of
extension to FDOT PTGA G2692 to complete the construction to improvements to selected bus stops in the rural
area.
