Agenda 11/14/2023 Item #16B 2 (An updated intersection design for the Pine Ridge Road Congestion Corridor Study)11/14/2023 EXECUTIVE SUMMARY Recommendation to approve the recently updated intersection design for the Pine Ridge Road Congestion Corridor Study and direct staff to pursue the Jughandle Intersection alternative at Pine Ridge Road and Livingston Road, a conventional intersection at Pine Ridge Road and Whippoorwill Lane, and the Diverging Diamond Interchange at the Pine Ridge Road/I-75 interchange. (Project No. 60201) OBJECTIVE: To increase capacity on Pine Ridge Road between Livingston Road and Napa Boulevard by completing intersection improvements. CONSIDERATIONS: The Collier County Pine Ridge Road Corridor Congestion Study (2018) conducted by Stantec Inc. evaluated existing and future traffic conditions within the Pine Ridge Road corridor and evaluated potential intersection improvements that would relieve congestion and improve the Level of Service (“LOS”). The Study evaluated three alternative innovative intersection designs for the Pine Ridge Road and Livingston Road intersection. The designs included a Continuous Flow Intersection (“CFI”), Jughandle (“JH”), and Single Point Urban Interchange (“SPUI”) (also referred to as an overpass). The Study concluded that a partial -CFI was the preferred alternative for Pine Ridge Road & Livingston Road. The study recommended continued coordination with FDOT regarding a Restricted Crossing U-Turn intersection at Whippoorwill Lane and Pine Ridge Road along with a Diverging Diamond Interchange (“DDI”) at the Pine Ridge Road/I-75 interchange. On March 27, 2018, the Board approved a recommendation to accept the Pine Ridge Road Congestion Corridor Study and directed staff to pursue the intersection designs recommended in the study. On July 12, 2022 (Agenda Item 11.K), the Board approved Professional Services Agreement No. 21-7831, Pine Ridge Road Corridor Improvements, with Jacobs Engineering Group, Inc. (“Jacobs”) to incorporate the Study’s recommended corridor design improvements. During initial meetings with Jacobs, potential issues were identified with the CFI due to ing ress/egress constraints along Livingston Road at the Meridian Plaza entrance (northeastern quadrant of the Pine Ridge Road and Livingston Road intersection). On August 8, 2023, the County directed Jacobs to model the intersection with updated traffic data and year 2045 traffic volume projections. Based on the refined data, Jacobs was directed to re-evaluate the three alternative intersection designs previously studied during the Corridor Congestion Study and to prepare a Technical Memorandum (see Appendix). The updated study concluded that from an operational standpoint, any of the three alternatives will improve the functionality of the Pine Ridge Road and Livingston Road intersection. The SPUI and Jughandle options are projected to perform better in the year 2045 AM peak hour model while the CFI and the SPUI are projected to perform better in the year 2045 PM peak hour model. However, the differences in projected traffic congestion between the models was not significant. Since, the traffic congestion models were similar, the final preferred alternative was based on additional factors such as access management, construction costs, and projected Right of Way (“ROW”) acquisition costs. The SPUI option was eliminated due to the significant estimated construction costs ($59.7M) and anticipated impacts on the adjacent commercial area and ROW costs. The CFI alternative was eliminated due to safety concerns over the ingress/egress constraints at the Meridian Plaza entrance along Livingston Road. The construction cost estimate for this option was $26.3M (not including ROW cost estimate). The Jughandle alternative is the recommended option for this intersection. The construction cost is estimated at $23.2M. In addition to being the least expensive option (ROW costs are also anticipated to be less than CFI option), 16.B.2 Packet Pg. 558 11/14/2023 this concept provides several other benefits: • No anticipated business damages; • Accommodates pedestrian/bicycle movements with minimal interruption to signal cycle; • Eliminates conflict access points at Meridian Plaza; • Shorter construction schedule (3-9-month reduction in schedule); • Simpler Maintenance of Traffic operations compared to CFI; • Minimized utility impacts. Continued coordination with FDOT resulted in eliminating the Restricted Crossing U-Turn (RCUT) intersection at Whippoorwill Lane and Pine Ridge Road and instead concluded that a conventional intersection design is the preferred solution. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: Funds for this project (60201) are Surtax, Road Impact Fees and Gas Taxes. We anticipate a change order to the design contract will be needed to modify the type of intersection; however, we do not anticipate additional funds being necessary for that change order. GROWTH MANAGEMENT IMPACT: This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors.
