EXECUTIVE SUMMARY
Recommendation to approve an amendment to Resolution No. 2021-193, the Growth Management
Community Development Department Services Fee Schedule, with an effective date of January 1, 2024, to
comply with Florida Statute Section 553.791, Section 2(b).
OBJECTIVE: To amend the Growth Management Community Development Department (GMCD) Services Fee
Schedule and adopt a new Private Provider administrative fee, providing a reduction in costs associated with
construction review and inspection services.
CONSIDERATION: To ensure responsible and efficient regulatory services, GMCD continues to identify service
opportunities while recognizing revisions to the Florida Statue that have a direct effect on providing required
regulatory services.
In accordance with Florida Statute Section 553.791, Section 2(b), local jurisdictions may only charge a reasonable
administrative review fee for licensed private provider inspections that are calculated on a flat fee or percentage of
construction costs, based on the cost incurred by those personnel providing the service. The following proposed
changes to the GMCD Services Fee Schedule reflect the changes that are consistent with the Florida Statute.
Section PP) Private Providers
• Add: 1) Private Provider Administrative Fee: $40.00 per identified inspection in the provided
report
• Change: New fee establishing a Building Administrative Review, providing for an 11% reduction
compared to a Building Code Inspection.
• Justification: The Private Provider Administrative Fee is a reduction of the current $45.00
collected for a building inspection fee. The fee reduction will be applied to Building Trade Private
Provider Inspections only. The new administrative fee is based on the reductions in operating costs
from field activity compared to increased office activities for tracking project progress, software
enhancements, processing, and documentation storage.
• Savings to the customers: 11% reduction in cost to the applicant.
This action was presented to and unanimously supported by the Development Services Advisory Committee at their
regularly scheduled and advertised meeting on November 1, 2023.
FISCAL IMPACT: Changes in revenue for Fiscal Year (FY) 2024 are dependent on applicant usage of private
inspection provider services. Based on FY 2023 usage levels for private provider inspections, these changes will
reduce revenue by approximately $60,000.00 annually in the Community Development Fund (1013).
GROWTH MANAGEMENT IMPACT: No growth management impact is associated with this action.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires a majority vote for
approval. HFAC
RECOMMENDATION: To adopt a Resolution amending Resolution No. 2021-193, the Growth Management
Community Development Department Services Fee Schedule, with an effective date of January 1, 2024, to comply
with Florida Statute Section 553.791, Section 2(b).

A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,
AMENDING RESOLUTION NO. 2021-193, THE COLLIER
COUNTY GROWTH MANAGEMENT DEPARTMENT
DEVELOPMENT SERVICES FEE SCHEDULE TO ADD A

PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on October 1, 2021, the Board of County Commissioners (Board) approved
Resolution No. 2021-193 establishing a revised Collier County Growth Management
Department Development Services Fee Schedule (Fee Schedule); and
WHEREAS, the Board finds that it is in the public interest to amend the Fee Schedule to
implement changes in compliance with recent amendments to Florida Statutes.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
The Board of County Commissioners hereby amends pages 1 and 17 of the Fee Schedule
attached hereto as Exhibit A to add a private provider administrative fee, which shall become
effective on January 1, 2024.
BE IT FURTHER RESOLVED that the Board declares that these fees are all fair and
reasonable sums to be assessed to the Land Development Code and the County's corresponding
development review and permitting process.
THIS RESOLUTION ADOPTED after a motion, second and majority vote on this ____ day

Mechanical and Mobile Home/Other Trailer), and domestic water heaters, shall be reduced by 50%. The
reduction applies only to Florida Building Code residential structures and mobile/manufactured homes
that are considered primary residences including their attached garages and carports. Excluded from the
provision are all other structures not identified above or not within the Florida Building Code residential
code, non-primary residences, damages to outbuildings and accessory structures, including but not limited
to sheds, detached carports, guest houses, and pool cages. Also excluded from this provision are
inspection fees.
2)Eligibility criteria under the Board Declared Disaster Provisions are as follows:
•Proof of ownership and occupancy as a primary residence
•Damage assessment report from property’s insurance adjuster, Collier County Building Official,
or authorized FEMA/FDEM representative
•Photographs depicting declared disaster-related damage
•Attestation that damage was caused by the declared disaster, signed by owner
•Owner verification that no other monetary aid from the Collier County Board of County
Commissioners has been or will be applied in relation to disaster relief
3)Eligible applicants will have 180 days following the Board declaration of a disaster to apply for reduced
fees. There will be an additional 90-day period beyond the initial 180 days for application during which
an eligible applicant who paid the full fees could apply for a refund of 50% of the applicable permit
application and plan review fees.

COLLIER COUNTY, FLORIDA, AMENDING THE COLLIER COUNTY

FEE SCHEDULE; SUPERSEDING RESOLUTION NO. 2019-96; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, on May 28, 2019, the Board of County Commissioners (Board) approved
Resolution No. 2019-96 establishing a revised Collier County Growth Management Department
Development Services Fee Schedule (Fee Schedule); and
WHEREAS, the Board finds that it is in the public interest to amend the Fee Schedule to
implement changes in compliance with recent amendments to Florida Statutes.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
The Board of County Commissioners hereby amends Fee Schedule as set forth in the
attached Fee Schedule, which shall become effective on October 1,2021.
BE IT FURTHER RESOLVED that the Board declares that these fees are all fair and
reasonable sums to be assessed to the Land Development Code and the County's corresponding
development review and permitting process.
BE IT FURTHER RESOLVED that Resolution No. 2019-96 is hereby superseded and
replaced in its entirety by this Resolution.
