OBJECTIVE: To award Invitation to Bid (“ITB”) No. 23-8147, construction of Big Corkscrew Island Regional Park Phase 2A Access Road, to Quality Enterprises USA, Inc. and authorize the Chairman to sign the attached agreement. CONSIDERATIONS: The Big Corkscrew Island Regional Park (the “Park”) is a component of the Collier County Growth Management Plan (Recreation and Open Space Element, adopted October 1997), as amended in Ordinance No, 2015-10, which was approved by the Board on January 27, 2015. The Park is also included in the Board approved Collier County Parks & Recreation Master Plan dated May 2018. The Park is located on over 150 acres East of Immokalee Road and North of Oil Well Road, east of the Collier County Fairgrounds. The first phase of Big Corkscrew Island Regional Park has been constructed. It includes an aquatic center, community center, athletic fields, concession buildings, event lawn, playground, basketball courts, tennis and pickleball courts, walking paths, maintenance building, and other amenities for the community. Phase 2 of the Park will include an access road, a dog park, walking/running pathways, pavilions, a gymnasium, and other amenities. This first portion of this phase of the project (Phase 2A) will includ e the construction of the “Big Corkscrew Drive” access road beginning at Oil Well Road just East of Palmetto Ridge High School and moving North through the Orange Blossom Ranch MPUD to the Southeast corner of the Big Corkscrew Park property with a round-about intersection at Nance Drive and Hawthorn Road. The project includes the installation of the roadway, sidewalks, landscaping, drainage, and access aprons for a future commercial center. As a jointly funded project with the Public Utilities Department, it includes a utility corridor serving as a significant connection from Oil Well Road to the North East Service Area facility. The adjacent developer, through an Agreement approved by the Board on February 8, 2022 (Agenda Item 16.A.10), as amended, is responsible for reimbursing the County for a portion of the cost of the project, specifically the entrances to the future commercial centers. On June 23, 2023, the Procurement Services Division issued Construction ITB No. 23-8147, Big Corkscrew Island Regional Park Phase 2A Access Road. (“Quality Enterprises”) submitted the low bid in the amount of $9,028,810.55. After reviewing both bids, engineering consultant Q. Grady Minor & Associates, P.A. (“Grady Minor”) provided a Design Entity Letter of Recommended Award (the “DELORA”) recommending award to Quality Enterprises. Quality Enterprises’ bid is approximately 22% above Grady Minor’s estimated Opinion of Probable Cost of $7,386,292.60. Grady Minor attributes the difference to heightened materials prices, specifically in landscape and roadway materials, and the local shortage of skilled labor for road construction, which is consistent with current market trends. 11.C Packet Pg. 223 11/14/2023 After reviewing both proposals and considering Grady Minor’s DELORA, staff concluded Quality Enterprises is the lowest, responsive, and responsible bidder and recommends awarding it the agreement for the Big Corkscrew Island Regional Park, Phase 2A road access project in the amount of $9,028,810.55. Quality Enterprises has successfully constructed a number of projects for the County over the past nineteen years. FISCAL IMPACT: The fiscal impact of this award is $9,028,810.55, per the table below. The source of funding for this project resides in the Park Impact Fees Fund (3071), Big Corkscrew Island Park Project 80039, and the County Water-Sewer Series 2021 Bond Fund (4019), North East Utility Facilities Project 70194. FUNDING SOURCE Cost Share Unincorporated Community Reg Park Impact Fees Fund (3071) $4,657,254.55 County Water-Sewer Series 2021 Bond Fund (4019) $4,371,556.00 TOTAL $9,028,810.55 GROWTH MANAGEMENT IMPACT: This action has no impact on the Growth Management Plan. Grady Minor & Associates, P.A. (GradyMinor) has completed our review of the quotes submittedfor the above referenced project and we are pleased to provide the following award recommendation. The scope of the Big Corkscrew Island Regional Park Phase 2Aincludes construction of a new access road and related infrastructure. Based on the bid tabulation (attached) provided by the Collier County Purchasing Division, Quality Enterprises USA, Inc., (Quality) is the low bidder with a base bid amount of $9,028,810.55, which is approximately 22% more than the project’s Opinion of Probable Construction Cost (OPCC) amount of $7,386,292.60. We have reviewed each line item of the bid tabulation and find that the unit costs reflect current market conditions. Some items (particularly landscape materials) have limited availability because of local demand. Material costs for roadway materials and drainage pipes have also increased significantly recently. As well, skilled labor for road work is in short supply locally, creating significant labor cost increases in that sector of the site work. Taken as a whole, the costs, though higher than estimated, are in line too with recent cost increases that the private sector is experiencing. Quality is a site and utility contractor with roadway and utility construction experience in Collier County and all of SW Florida. The projects provided by Quality as references are in these areas. GradyMinor contacted the provided references to discuss if the work performed by Quality was similar in nature to the proposed park project and if Quality performed acceptably on the projects. All the references were contacted, and we received responses from the three (3) of the references. The others were not responsive. 1)Charlotte County, FLGradyMinor contacted the project manager for Charlotte County, Karen Bliss. The referencecontacted provided positive feedback on Quality’s work and noted it was on time and onbudget.2)Farm Workers Village, Collier County, FLGradyMinor contacted the Director for Collier County Housing Authority, Oscar Hentschel.The reference contacted provided positive feedback on Quality’s work and noted it was veryprofessional and well coordinated.3)Naples Airport Authority, FLGradyMinor contacted the Director of Airport Development for the Naples Airport Authority,Kerry Keith.
