OBJECTIVE: To reappoint two members of the Affordable Housing Advisory Committee, to terms expiring on October 1, 2026. CONSIDERATIONS: This committee was created by Ordinance No. 91-65, as amended, which was repealed and replaced by Ordinance No. 2013-27, which was further amended by Ordinance No. 2020-27. The purpose of this 11 member committee as required and described by 420.9076 Fla. Stat. is to review policies, procedures, ordinances, land development regulations, and the adopted local government comprehensive plan, and to recommend specific actions or initiatives to encourage or facilitate affordable housing. The committee is required to submit an annual report to the Board of County Commissioners that includes recommendations on, and evaluates the implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. Terms are three years. A list of the current membership is included in the backup. Membership must consist of one elected official and ten citizens from at least six of the following categories: (a) One citizen who is actively engaged in the residential home building industry in connection with affordable housing. (b) One citizen who is actively engaged in the banking or mortgage banking industry in connection with affordable housing. (c) One citizen who is a representative of those areas of labor actively engaged in home building in connection with affordable housing. (d) One citizen who is actively engaged as an advocate for low-income persons in connection with affordable housing. (e) One citizen who is actively engaged as a for-profit provider of affordable housing. (f) One citizen who is actively engaged as a not-for-profit provider of affordable housing. (g) One citizen who is actively engaged as a real estate professional in connection with affordable housing. (h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174. (i) One citizen who resides within the jurisdiction of the local governing body making the appointments. (j) One citizen who represents employers within the jurisdiction. (k) One citizen who represents essential services personnel, as defined in the local housing assistance plan. There are two seats on this committee which expired on October 1, 2023. One of the vacant seats is in the statutory category which allows for a representative of the local planning agency to serve on the Affordable Housing Advisory Committee (AHAC). COMMITTEE RECOMMENDATIONS: At its meeting on September 22, 2023, the CCPC voted unanimously to recommend that Commissioner Paul Shea be reappointed as its representative on the Affordable Housing Advisory Committee. Also at its September meeting, the AHAC reviewed the above applications and voted unanimously to recommend that Mary Waller be reappointed to her seat on the Affordable Housing Advisory Committee. Recommendation emails are included in the backup. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -JAK RECOMMENDATION: That the Board of County Commissioners adopts the Committee Recommendations, and authorizes the Chair to execute the attached resolution confirming the reappointments. WHEREAS, on July 31, 1991, the Board of County Commissioners adopted Ordinance No. 91- 65 establishing the Affordable Housing Advisory Committee; and WHEREAS, Ordinance No. 91-65, as subsequently amended, on April 9, 2013 was repealed and replaced by Ordinance No. 13-27, and further amended by Ordinance No. 20-27, which recreated and reestablished the Affordable Housing Advisory Committee in accordance with F.S. § 420.9076.
