Agenda 10/24/2023 Item #16F1 (FEMA Public Assistance related to Hurricane Idalia)10/24/2023 EXECUTIVE SUMMARY Recommendation to approve an “after-the-fact” request for public assistance to the Federal Emergency Management Agency (FEMA) for reimbursement of expenses incurred during Hurricane Idalia. OBJECTIVE: To ensure the County is eligible for FEMA Public Assistance related to Hurricane Idalia. CONSIDERATIONS: In order to be eligible for federal financial assistance in preparation for and in response to Hurricane Idalia, Collier County must be approved as an applicant by the Florida Division of Emergency Management. Once approved, the County will seek reimbursement for all eligible expenses including labor, equipment, and materials in support of the emergency. Prior to any reimbursement, a funding agreement will be required to be executed and as such will be presented to the Board for approval. FEMA issued the notice of a major disaster declaration for the State of Florida (FEMA -4734-DR) including Collier County on August 31, 2023, as amended September 11, 2023. Thus, Collier County is eligible to request financial assistance. To begin the process, a Request for Public Assistance application was submitted through the Florida Department of Emergency Management’s electronic system (Grants Portal) on October 5, 2023. Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant applications with subsequent Board of County Commissioners action at the next available Board meeting to ratify the approval as “after-the-fact.” FISCAL IMPACT: Approval of the request will enable Collier County to be reimbursed for eligible expenses associated with Hurricane Idalia. Expenses associated with Hurricane Idalia are currently estimated at $150,000. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action. RECOMMENDATION: To approve an “after-the-fact” Request for Assistance to secure the County as an eligible applicant for FEMA reimbursement of Hurricane Idalia related expenditures. The mission ofthe Federal Emergency Management Agency's (FEMA) Public Assistance (PA) grant program is to provide assistance to state, tribal, territorial, and local govemments, and certain types ofprivate nonprofit (PI{P) organizations so that communities can quickly respond to and recover from major disasters or emergencies declared by the president. FEMA issued a notice of a major disaster declaration for the State ofFlorida (FEMA-4734-DR) including Collier County on August 31,2023. On September t4, 2023, the State ofFlorida Department ofEmergency Management notified the County may be eligible for hnancial assistance under Category B Emergency Protective Measures. A local govemment entity seeking Public Assistance funding from FEMA, must flfst submit a Request for Public Assistance (RPA) to FEMA to begin the process. The RPA must be submitted electronically to no later than October 5.2023. Collier County Emergency Management activated the Emergency Operations Center (EOC) and engaged operations to monitor and respond to Hurricane ldalia. Countywide Departrnents carried out emergency protective measures in anticipation ofthe storm event. Costs incurred by the County are estimated at $150,000 atthis time. Funding for the Public Assistance Program is paid proportionately by the State of Florida and FEMA. Generally, the federal contribution is 75% and the nonfederal contribution is 25%. The nonfederal share is then split between FDEM and the County which results in a reimbursement of 87.502 and local match of 12.5o4. ln order to meet the subminal deadline, staff is requesting that the County Manager approve submittal of the RPA followed by after-the-fact approval by the Board of County Commissioners at the October 24,2023, me€ting.
