EXECUTIVE SUMMARY
Recommendation that the Board of County Commissioners (“Board”) adopt a Resolution creating an
Animal Medical Treatment Fund to accept private donations to further the goals and purposes of the
County’s Domestic Animal Services.
OBJECTIVE: To accept private donations to better the health and medical treatment of animals by the Domestic
Animal Services Division (“DAS”).
CONSIDERATIONS: The Board previously approved Resolution #2017-104 which provides that animals in the
care of the DAS are able to receive medical treatment for low-cost or free spay/neuter, other minor medical
procedures that may be required, acquisition of equipment and supplies to provide sterilization for animals
including medications, drugs, diagnostics, and other related costs for sterilization services. This donation fund is
limited to costs and fees related to veterinarian care or medical services of an animal.
The Board previously approved Resolutions #2006-26 and #2007-54 which created separate donation funds for
animals in Domestic Animal Services Division custody. The funds created by these resolutions were intended for
donations of property, pet food, toys, and supplies, and promoting community awareness for animals in the custody
of the DAS. The funds created by these resolutions did not contemplate or intend to be used for veterinarian care or
medical services, which is why the new fund is necessary. The medical treatments may include, but will not be
limited to: veterinarian services, emergency pet hospital treatments/visits, surgeries, vaccinations, medications,
medical supplies for the procedures, diagnostic testing, etc.
From time to time, DAS receives donations from private individuals, private corporations, community groups,
and/or any other class of donors, for the purpose of facilitating health and medical treatment for animals at DAS.
The proposed Resolution is intended to create a dedicated fund to receive these donations, which is wider in scope
than the existing Board resolutions and is predominately intended for neutering. The donations will be solely used
for providing veterinarian care and medical treatment for animals in the care of DAS, animals that will be adopted
by DAS, or DAS animals that were adopted contingent on certain medical expenditures being paid by the County.
FISCAL IMPACT: The private donations will have the effect of reducing the operational costs of running DAS
for animal medical treatments.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board
approval. -SAA

donations to further the goals and purposes of the County’s Domestic Animal Services.
