Agenda 10/24/2023 Item #16D1 (Grant Management Software)10/24/2023 EXECUTIVE SUMMARY Recommendation to approve Non-Standard Agreement No. 23-026-NS, “Grant Management Software,” with Benevate, Inc., as a sole source provider of Neighborly Software’s Economic and Community Development hosted Grant Management Software to support Federal/State grant programs, approve expenditures under the Waiver, and authorize the Chairman to sign the Agreement. (Fiscal Impact $594,490) OBJECTIVE: To continue to administer and monitor Federal, State, and local grant programs using a grant management software system. CONSIDERATIONS: Collier County Community and Human Services Division (“CHS”) administers numerous Federal, State, and local grant programs with thousands of clients, hundreds of applicants, and many subrecipients. Ongoing compliance monitoring for grant projects can range from as little as five years to as many as thirty years. Implementation of a life cycle system for grant management is essential to Collier County to streamline grant operations, increase timeliness and accuracy, ensure consistency, and for the management of activities. Benevate, Inc. (“Benevate”) is the creator and sole source vendor of the Neighborly Software’s Economic and Community Development hosted software currently used by the County.The Benevate systems tracks well over 2,000 affordable housing commitments and 200 subrecipient agreements. Benevate is one of the largest grant management software providers in the Country, delivering software solutions to over 540 public and private entities. Benevate provides software services to the Cities of Scottsdale, Tampa, Tallahassee, and Atlanta to name a few. The cost associated with transferring all files to another system and training staff and subrecipients is cost prohibitive. In addition. other platforms charge for customer logins where the Benevate system does not allowing as many applicants as possible, thus keeping the overall cost down to facilitate housing assistance programs. Sole Source procurements are authorized under Collier County Ordinance No. 2017-08 at Section 11, Subsection 10 when the decision to select a particular vendor is based upon a lack of competition, a required proprietary technology, copyright, warranty, or a supplier’s unique capability to provide the product or service. On October 15, 2018, the County entered into a service contract with Benevate for its grant management software program. Subsequently, the Board approved amendments allowing for the purchase of additional user licenses and program modules to manage the grant management system. However, the existing contract will expire on October 14, 2023, and there are no additional renewals. Staff is recommending approval of the attached proposed agreement allowing for continued software services under a new agreement that consolidates the grant program agreement terms and includes billing costs for all grant program portals. The agreement is based on the number of program licenses and grant program modules purchased for each grant program portal. The agreement includes an ann ual subscription for three grant management portals that include: (1) CORE Grant Management programs, (2) Disaster Recovery programs, and (3) Emergency Rental Assistance programs, with three available one-year renewal terms, which will allow staff to implement new grant programs to expeditiously assist eligible County residents. The cost of the software system is paid through Grant Funds. Staff recommends that the Board approve the proposed Agreement and authorize the first annual expenditure in the amount of $134,440 and approve the waiver in the amount of $594,490 so that the County can continue to utilize the Neighborly grant management software program provided by Benevate, Inc. Staff requests that the Board find that it is in the best interest of the County to waive competition and allow procurement of the requested products and services required to meet CHS’s operational needs, as authorized by Section 11, Subparagraph 10 (Sole Source), of the Collier County Procurement Ordinance, as amended. 16.D.1 Packet Pg. 1121 10/24/2023 FISCAL IMPACT: The funds in the amount the amount of $594,490 are available within Community & Human Services Grant Support Fund (1806) Project 33699. This software automates the enrollment, qualification, administration, monitoring and reporting for the Collier County Community and Human Services Federal and State programs. Enables Collier to originate, and administer deferred, forgivable and amortizing loans. Software allows for an on line portal that allows subrecipients/sponsors to apply for grant funding, submit monthly accomplishment reports and make draw requests. CHS has reviewed the functions available with several systems (Elation, ZoomGrants, CDM, and Neighborly Software). Please see the attached chart for a summary of the requirements and capabilities of these systems. CHS is currently using the software system and the overriding benefit we see with this system is its ability to cover all of our programs for grants and housing, be they state, federal, or local programs. One location for all of our programs is a huge benefit in and of itself in terms of maintenance, training, consistency, etc. CHS has reviewed the functions available with several systems (Elation, ZoomGrants, CDM, and Neighborly Software). In order for CHS to administer multiple grant and housing programs we would need to contract with three different software vendors to accomplish what Neighborly Software is able to do thereby it is a cost savings for the County. This purchase will allow for an annual fee for software maintenance for grant programs that are closed but data must be available for monitoring/audit purposes. Neighborly has become a leader in grant management software in the Country. Many Counties in the State of Florida are managing grant program using this system. When searching the internet for "grant management" systems what one finds are primarily systems for not for profits or others seeking funding, and the systems provide them a method for managing grants they receive. These are not applicable to our situation. Also, research for community development systems often returns results for systems that would be used by our GMD for permitting, inspecting, similar.
