Agenda 10/24/2023 Item #16B7 (Vanderbilt Beach Road 6 Lane Widening Project)10/24/2023 EXECUTIVE SUMMARY Recommendation to approve and execute a Transportation Regional Incentive Program (TRIP) State- Funded Grant Agreement with the Florida Department of Transportation (FDOT) reimbursing the County up to $4,214,438 for the construction of the Vanderbilt Beach Road (VBR) 6 Lane Widening Project and authorize the necessary Budget Amendments (Fund 1841, Project 60199), FPID # 446338-1. OBJECTIVE: To complete construction of the Vanderbilt Beach Road (VBR) 6 Lane Widening Project (“The Project”), with funding assistance from the FDOT TRIP. CONSIDERATIONS: Collier County applied for a TRIP grant through the Joint Lee-Collier Metropolitan Planning Organization process in April 2017 for the construction of VBR from US 41 to East of Goodlette -Frank Road. The TRIP priorities were approved by the MPO Board at their June 9, 2017 meeting. The Project was programmed in the FDOT Work Program for funding in Fiscal Year 2024/2025. VBR from US41 to East of Goodlette-Frank Road is a collector roadway with major north-south arterial connections. The segment widening between US41 to the east of Goodlette-Frank Road will add capacity, relieve congestion, and enhance the system of local roads and streets. This segment of VBR currently has a Level of Service (LOS) of D. The segments east of Goodlette-Frank Road have been expanded to 6 lanes and are presently functioning with a LOS of C. The project is widening VBR from four to six lanes for approximately 1.8 miles. Much of the expansion will occur in the existing median. The widening will include improving roadway intersections at Strada Place and Goodlette- Frank Road, improving drainage, maintaining existing sidewalks, providing on-street bike lanes, and replacing an existing privacy wall on the south side, west of Goodlette-Frank Road. In addition, a significant stormwater upgrade includes increasing water flow capacity to an existing stormwater crossing by replacing the current pipe with a box culvert. The County will solicit separately for Construction Engineering and Inspection (CEI) services using local funds. The estimated useful life of the widened roadway is 20 years. Minimal to no maintenance costs are expected to be incurred within the first 5 to 7 years of service for the roadway features and will be absorbed into the regular maintenance schedule thereafter. This item is consistent with the Collier County strategic plan objective to design and maintain an effective transportation system to reduce traffic congestion and improve the mobility of our residents and visitors. FISCAL IMPACT: A budget amendment is required to recognize grant revenue in the amount of $4,214,438, within Growth Management Grant Fund (1841), Project 60199. The funding source is Federal Highway Administration whereby, these grant dollars are passed through FDOT via the TRIP agreement. This grant requires a fifty percent (50%) local match amount of $4,214,438. A budget amendment is needed to transfer funds from Road Impact Fee Fund (3093) to Growth Management Match Fund (1842), Project 60199. GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range Transportation Plan and Objective 1 of the Transportation Element of the Collier County Growth Management Plan to maintain the major roadway system at an acceptable Level of Service. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -DDP RECOMMENDATION: To approve and execute a Transportation Regional Incentive Program (TRIP) State- Funded Grant Agreement with the Florida Department of Transportation (FDOT) reimbursing the County up to $4,214,438 for the construction of the Vanderbilt Beach Road (VBR) 6 Lane Widening Project (VBR) and authorize 16.B.7 Packet Pg. 935 10/24/2023 the necessary Budget Amendments, FPN 446338-1. Listed below are types and examples of supporting documentation for cost reimbursement agreements: Salaries: Timesheets that support the hours worked on the project or activity must be kept. A payroll register, or similar documentation should be maintained. The payroll register should show gross salary charges, fringe benefits, other deductions and net pay. If an individual for whom reimbursement is being claim ed is paid by the hour, a document reflecting the hours worked times the rate of pay will be acceptable. Fringe benefits: Fringe benefits should be supported by invoices showing the amount paid on behalf of the employee, e.g., insurance premiums paid. If the contract specifically states that fringe benefits will be based on a specified percentage rather than the actual cost of fringe benefits, then the calculation for the fringe benefits amount must be shown. Exception: Governmental entities are not required to provide check numbers or copies of checks for fringe benefits. Travel: Reimbursement for travel must be in accordance with s. 112.061, F.S., which includes submission of the claim on the approved state travel voucher along with supporting receipts and invoices. Other direct costs: Reimbursement will be made based on paid invoices/receipts and proof of payment processing (cancelled/processed checks and bank statements). If nonexpendable property is purchased using state funds, the contract should include a provision for the transfer of the property to the State when services are terminated. Documentation must be provided to show compliance with DMS Rule 60A-1.017, F.A.C., regarding the requirements for contracts which include services and that provide for the contractor to purchase tangible personal property as defined in s. 273.02, F.S., for subsequent transfer to the State. Indirect costs: If the contract stipulates that indirect costs will be paid based on a specified rate, then the calculation should be shown. Indirect costs must be in the approved agreement budget and the entity must be able to demonstrate th at the costs are not duplicated elsewhere as direct costs. All indirect cost rates must be evaluated for reasonableness and for allowability and must be allocated consistently.
