The Pulte Family Charitable Foundation is currently in contract negotiations with the Barron Collier Companies for a
property on the northwest side of Immokalee with preliminary plans for an affordable community consisting of small
single-family detached homes for rent and land set aside for an early childhood education center. We expect to be
under contract by the end of day Monday and will begin our due diligence on the site.
As we move forward, foundation President, Nancy Pulte Rickard, and I would like to discuss this project with you in more
detail and seek any advice and knowledge you could provide us, given it is within your district. We are happy to make

Brief on Project:
The Nuestra Senora de la Vivienda Community Foundation and the Pulte Family Charitable Foundation request formal
support for an application to rezone 50 acres, found at the northeast corner of the intersection of Westclox St and
Carson Rd, from A/MHO to MPUD, requesting up to 200 single-family units, up to 50 townhome units, and a 250-student
early childhood education center. Accessory uses include a residential amenity area with a clubhouse and playground, a
walking path around an internal water retention lake, and 12.5 acres of native vegetative preserve. Through the PUD we
are proposing 170 units be affordable to those making at or below the 60% AMI level.

I sent you an email about trying to pay a traffic citation on a form that doesn't work. I also contacted Crystal kunzel
twice. I did not have the courtesy of a reply. Now I hear our tax dollars are going to build a wall in front of the lake at
waterways on 39th st. Why? That is a private community and they pay Hoa fees. Their wall has nothing to do with the
rest of us in the estates. And to add insult to injury I have inquired about the swales being cleared on Randall and have
not gotten an answer about that being done. Oh and now today we hear about the proposal on Oil Well for an exclusive
rod and gun club, further destroying the wildlife habitat in Collier County. Apparently the poor trash that lives in the
estates even though we pay taxes is of no consequence. I moved here to retire for peace and instead have now become
stressed, high blood pressure and anxious. I would like a reply to any and all if this. I am 1 step away from filing a
discrimination lawsuit on behalf of the forgotten citizens of collier county

Dear Commissioners,
We are writing to urgently address a significant change in plans regarding Tract 10, a 3-
acre parcel at the southwest corner of Vanderbilt Drive and Wiggins Pass Rd, as part of
the Cocohatchee Bay PUD Settlement Agreement scheduled for a vote at the Collier
County Commission Meeting on October 10, 2023.
We, the Concerned Citizens and Communities of Wiggins Pass, want to bring our
concerns to your attention. Our concerns specifically relate to the development of Tract
10, a 3-acre parcel located at the southwest corner of Vanderbilt Drive and Wiggins Pass
Rd.
Our group consists of the Presidents of
the Boardsrepresenting the Community Associations in the vicinity: Wiggins Bay
Foundation (613 residences), Aqua Condominiums (80 residences), Pelican Isle
Condominiums (136 residences), Wiggins Lakes (212 residences), Tarpon Cove (365
residences), Wiggins Bay Dock Owners Association (90 slip marina), and additional
privately owned marina slips (200+).
Background:
The 3-acre parcel, owned by affiliates of Soave Development, has been zoned for
commercial use since 1982 and is part of the Wiggins Bay PUD.
In a previous neighborhood meeting on July 14, 2022, a Settlement Agreement was
proposed to the entire Tract 10 to Collier County for use as an overflow boat trailer
parking area extension of Cocohatchee River Park in exchange for favorable changes
to the PUD for the developer.
Attached are documents from that neighborhood meeting with slides showing the
entirety of Tract 10 being labelled as "County Parcel" with 100 spaces for boat
trailers. (See attachment Tract 10 Neighborhood Meeting 7-14-2022). The
neighboring residences were in perfect agreement with this plan as on busy
weekends, the main parking lot of Cocohatchee River Marina is at capacity with
overflow boat trailers left on the side of both Vanderbilt Drive and Wiggins Pass Rd, a
significant traffic safety hazard.
Current Concerns:
Recently, at the public hearing held July 6, 2023, we learned of a change in the
developer's plans which would subdivide Tract 10 and develop it
commercially, leaving only 42 spaces left for boat trailers instead of the 100 originally
proposed. (See attachments Tract 10 Agreement 7-6-23 and Tract 10 Updated with
Commercial development 7-2023).
This change is still linked to the settlement agreement for Kalea Bay Tower 5 and
Kinsale Golf Course, which is pending final approval by the County Commission.
We then arranged a meeting with Commissioner Hall and County Staff on
9/21/2023 to discuss this change.
Inaccurate Information:
During that meeting, County Staff provided incorrect information, saying that the
existing marina store at Cocohatchee River Marina was damaged beyond repair due
to FEMA regulations and that the developer was offering to replace it with a boating -
oriented facility on Tract 10.
We later discovered that the existing store is operational, and that Collier County
contracted with Bluwater Florida to manage all county marinas,
including the Cocohatchee River Park, with no plans to close the existing facility.
oThe developer's representative then informed us in a phone call that those plans
were only conceptual and insteadthere might be an "upscale" grocery and juice
bar, and not anything boating -oriented.
Proposed Commercial Development:
Now we have just obtained a schematic drawing dated 9-27-23, showing an
indoor/outdoor restaurant, market, and four retail/office spaces on tract 10 (see
attachment Tract 10 updated plan 9-27-2023).
According to this third iteration, the donation to the county would now only

maneuver area.
The entire Vanderbilt Drive corridor from Vanderbilt Beach Rd north to the county
line is residential.

Concerns:
Promises have been made in previous meetings regarding Kalea Bay, which have
not been kept
Our Request:
❑ We implore the Commissioners of Collier County to delay or vote against
the settlement agreement for the Cocohatchee PUD on October 10, unless the
Settlement Agreement can revert to the original July 14, 2022 proposal to donate the
entire Tract 10 parcel to Collier County for the extension of Cocohatchee River Park
and marina parking.
11 We are concerned about safety with boat trailers still parked on Wiggins Pass Road
and Vanderbilt Drive, light pollution, and damage to the Wiggins Pass estuary,
designated as an Outstanding Florida Waterway, as well as potential property value
impacts on existing residential developments that have been present for over 20
years.
In conclusion, we urge you to prioritize the well-being of our community and the best
interests of Collier County by revisiting the original donation plan for Tract 10.
