Agenda 09/26/2023 Item #16C 5 (Award Bid to Chlorinator Equipment Maintenance)09/26/2023 EXECUTIVE SUMMARY Recommendation to award Invitation to Bid (“ITB”) No. 23-8122, “Chlorinator Equipment Maintenance,” to Water Treatment and Controls Technology, Inc., with an estimated annual expenditure of $125,000.00 dependent on the number of repairs required to maintain the equipment and authorize the Chairman to sign the attached Agreement. OBJECTIVE: To obtain a vendor to maintain disinfection chemical pumping equipment at the Public Utilities Department water treatment plants and repump stations. CONSIDERATIONS: Chemical disinfection equipment is required to be maintained to ensure a reliable source of potable water for the customers of the Collier County Water-Sewer District. On April 25, 2023, the Procurement Services Division released ITB No. 23-8122, Chlorinator Equipment Maintenance. Staff extended the bid response deadline for an additional two weeks to encourage submissions. Staff performed additional vendor outreach to promote competition, and received one bid by the June 8, 2023, deadline. The vendor, at a minimum, must achieve the requirements of the Specifications or Scope of Work stated. The Results of this Solicitation may be used by other County Divisions once awarded according to the Board of County Commissioners Procurement Ordinance. The successful bidder will provide semi-annual inspections, any needed cleaning of equipment, preventative maintenance, repair, maintenance and urgent maintenance for the County’s chlorinator and ammoniator equipment. Historically, County Departments have spent approximately $110,000 annually; however, this may not be indicative of future buying patterns. BACKGROUND Collier County utilizes chlorine and ammonia chemicals as part of its water treatment systems. The equipment that feeds these chemicals requires routine maintenance and repairs, to remain operational 24 hours a day 365 days a year. The specifications contained herein are intended to provide information by which prospective bidders may understand the requirements of Collier County relative to furnishing chlorinator and ammoniator equipment maintenance for the Water Division’s water treatment facilities. Needed inspections, maintenance and repair services for all chlorinator and ammonia system equipment will be at the North County Regional Water Treatment Plant, South County Regional Water Treatment Plant and Goodland Repump Station. TERM OF CONTRACT The contract term, if an award(s) is/are made is intended to be for three (3) years with one (2) year renewal option. Prices shall remain firm for the initial term of this contract. Surcharges will not be accepted in conjunction with this contract, and such charges should be incorporated into the pricing structure. The County Manager, or designee, may, at his discretion, extend the Agreement under all of the terms and conditions contained in this Agreement for up to one hundred eighty (180) days. The County Manager, or designee, shall give the vendor written notice of the County's intention to extend the Agreement term not less than ten (10) days prior to the end of the Agreement term then in effect. All goods are FOB destination and must be suitably packed and prepared to secure the lowest transportation rates and to comply with all carrier regulations. Risk of loss of any goods sold hereunder shall transfer to the COUNTY at the time and place of delivery, provided that risk of loss prior to actual receipt of the goods by the COUNTY nonetheless remain with VENDOR. AWARD CRITERIA ITB award criteria are as follows: The County’s Procurement Services Division reserves the right to clarify a vendor’s submittal prior to the award of the solicitation. It is the intent of Collier County to award to the lowest, responsive, and responsible vendor(s) that represents the best value to 16.C.5.a Packet Pg. 1305 Attachment: 23-8122 Solicitation (26196 : Recommendation to Award Bid 23-8122 Chlorinator Equipment Maintenance to Water Treatment & the County.  For the purposes of determining the winning bidder, the County will select the vendor with the lowest price, lowest discount, or criteria established in the solicitation as outlined below: • Lowest Total Bid Amount  Collier County reserves the right to select one, or more than one supplier, award on a line item basis, establish a pool for quoting, or other options that represents the best value to the County; however, it is the intent to: • Identify a Single Awardee  The County reserves the right to issue a formal contract or standard County Purchase Order for the award of this solicitation. DETAILED SCOPE OF WORK The awarded vendor will provide semiannual inspections at an all-inclusive rate. Maintenance and any cleaning or repairs will be provided on a time and material basis. The awarded vendor must have the tools, equipment and appropriate personnel necessary to complete inspections, maintenance, cleaning and repairs on chlorinator and ammoniator equipment. Scheduled work hours are from 7:00 AM to 5:00 PM, Monday through Friday. All hours outside of scheduled work hours shall be considered urgent, including weekends and County observed holidays. An urgent request for maintenance or repairs is an unscheduled request due to a safety issue, equipment failure or condition effecting operation of the chlorinator or ammoniator. Upon contract execution the vendor will provide urgent contact information. Scheduled Semi-Annual Inspections • Routine inspections are required to be completed semi-annually on each piece of equipment. • The awarded vendor will provide a proposed inspection schedule including all sites to be inspected for the Division’s approval. • The semi-annual inspection will include at a minimum an inspection of each piece of equipment to examine and scrutinize the equipment’s operability. • Written documentation of the completed inspections must be provided to the County Designee and shall include a list of equipment requiring maintenance and any recommended repairs. Non-Urgent Maintenance and Repairs • The vendor shall acknowledge a Maintenance or Repair request via e-mail or phone call within two (2) business day from the time the County issued the request. • The vendor shall provide a written estimate to the requestor via e-mail within five (5) business days of the initial request from the County. • The vendor shall start work within ten (10) business days after a valid Purchase Order has been provided to the vendor by an appropriate County Representative. Additional time may be approved in writing by the County Representative. Urgent Request • The vendor shall acknowledge an urgent request via e-mail or phone call within one (1) hour of the request being sent by the County. • The vendor shall be on-site within four (4) hours after the County’s initial request. A response time may be adjusted with approval by the County Representative in writing. • A written quote for the required work must be provided to the County within 24 hours of arriving on site. • The vendor shall have the equipment repaired within 24 hours from arriving on site or obtain a written authorization from the County Representative for additional repair time. The vendor shall have all required safety equipment for working on chlorine and ammonia gas systems. All parts and repairs must have a one (1) year warranty. For additional services and urgent repairs, mark-up for any parts, materials, etc. shall not exceed 10%. No markup shall be allowed on sales tax, shipping, or freight charges. All shipping or freight charges must have backup documentation. Equipment or parts with a single item amount of $500.00 or more shall require the vendor to provide backup documentation. No sub-contractors shall be allowed for this service contract. The current list of equipment that will be serviced and maintained through this contract are identified in this solicitation’s bid schedule. Collier County may add additional equipment or remove equipment in accordance with the contract based on Plant expansions or required maintenance.
